Request
Consider a request by Rapid Sport Marine Center for a general planning permit to allow
them to set up a tent for outdoor boat sales on Cobom's property.

Overview
Rapid Sport Marine Center is requesting a general planning permit to set up a tent for
outdoor boat sales in the Cobom's parking lot. The size of the tent is 60' x 100' (6,000 sf.)
and will be located in the southwest comer of the parking lot, adjacent to Valvoline Oil.
There will also be an outdoor display area along lfvans Streets, adjacent to the tent. About
39 parking spaces will be occupied by the sales ar~a. The sale will run from Friday, June 24h

to Sunday June 26h. There will be 20 to 30 boats on display. Setup will occur on June 22nd
and 23rd. The tent will be taken down on Monday, June 27th,
There will not be any traffic conflicts with the proposed boat sales tent and the existing
temporary greenhouse located in the parking lot.
1. The tent and the area around the tent be maintained free of debris and kept in
an orderly condition.
Recommendation
It is recommended that the City Council approve the request for a general planning permit
to allow Rapid Sport Marine Center to set up a tent on Coborn's property with the following
conditions:
2. The location of the tent shall be consistent with the submitted site plan.
3. The tent shall be removed within one day of the end of the sales period and
the site be returned to its previous condition.
4. All vehicle parking shall be confined to the existing paved parking lot.

Attached is our application materials for the renewal of our General Planning Permit and
Transient Merchant License.
Since 2003 we have held an annual sales event at Cobom's in Elk River. This year's
event is planned for June 24th, 25th, and 26th. Don Carlson, Cobom's Store Manager, has
authorized the dates for this year's event.
I hope these application materials meet the City's requirements and we are hoping the Elk
River City Council renews our application at their meeting in early June.
