Background/Discussion
The City of Elk River is regulated as a municipal separate storm sewer system (MS4) under the National
Pollutant Discharge Elimination System (NPDES) by the Minnesota Pollution Control Agency (MPCA).
This permit was reissued in 2013 and runs on a five-year cycle. The current permit is past the five-year
cycle, but will only expire when the new one is issued which is anticipated this August.
The permit prescribes goals in the following categories: Public Education and Outreach; Public
Participation and Involvement; Illicit Discharge Detection and Elimination; Construction Site Runoff
Control; and Pollution Prevention and Good Housekeeping. The city is required to hold an annual public
hearing to receive feedback on the stormwater program.
The following goals were met by the city in 2018:
Staff has continued to make progress planning for future projects related to nutrient reduction
goals for Lake Orono as the requirement
Continue to investigate potential sources of illicit discharges.
Attend regular meetings with the Lake Orono Improvement Association.
Dredged out 3 acres of the Lion’s Park stormwater pond that had exceeded treatment capacity.
Maintain, repair and upgrade old infrastructure in the stormwater system with street upgrades.
In 2019, the nutrient reduction requirement starts for Lake Orono’s impairment. We have already made
significant progress with water quality sampling over the last four years. This will all be documented with
the state MPCA as required.
