5.1 PRSR 05-08-2019The Elk River Vision A welcoming community with revolutionary and spirited resourcefulness, exceptional service, and community engagement that encourages and inspires prosperity Request for Action To Parks and Recreation Commission Item Number 5.1 Agenda Section Action Item Meeting Date May 8, 2019 Prepared by Steve Benoit, Recreation Manager Item Description Park Dedication – Tall Pines 2nd Reviewed by Chris Leeseberg, Senior Planner Reviewed by Michael Hecker, Parks and Recreation Director Action Requested Recommend, by motion, park dedication for Tall Pines 2nd be paid for 30 dwelling units at the rate applicable when the subdivision is released for recording. (This will be $1,075.79/lot at the 2019 medium-density rate) Background/Discussion The subject property is located east of Line Avenue just south of 5th Street (Figure 1) and is 6.33 acres in size. The proposed plat will consist of 30 buildable lots. Parks and Recreation Commission The Neighborhood Parks Service Area text in Chapter 5 of the master plan states, residential development within the urban service area is at a density that will support a neighborhood park at a 10-minute walking distance, or a half-mile service radius. Most areas are well served. Because the urban service area is largely developed with little vacant land available to create new parks, emphasis will be on improving connectivity to existing parks and providing basic neighborhood park facilities as undeveloped parks become developed. Trott Brook Farms Park, Hillside City Park, and three smaller neighborhood parks fall within the half-mile radius criteria. The subject property does not meet this criteria, therefore staff recommends dedication be paid in the form of cash. Master Trail Plan No trail or pedestrian connections are shown on the master trail plan for the subject parcel. An existing sidewalk runs along the entire eastern side of the subject parcel.
