Request, by action, the Parks and Recreation Commission recite the Pledge of Allegiance at each regular meeting. Background/Discussion Three Parks and Recreation Commissioners requested that the Pledge of Allegiance be an action item at the Commission meeting. The Pledge of Allegiance was last discussed by the Parks and Recreation Commission at the June 12, 2013, meeting. It was decided at that meeting that there was no interest to state the Pledge of Allegiance. One of the reasons it was brought up is that many of the Boards and Commissions currently recite the Pledge of Allegiance, including the Planning Commission and the Arena Commission. Financial Impact N/A Attachments  June 12, 2013 Parks and Recreation Commission Minutes MEETING OF THE ELK RIVER PARKS AND RECREATION COMMISSION HELD AT CITY HALL WEDNESDAY, JUNE 12, 2013 Members Present: Chair Anderson, Commissioners Airiness, Holmgren, Kallemeyn,Niziolek, Nystrom,and Sagan Council Liaison: Mayor Dietz Staff Present: Michael Hecker,Parks and Recreation Director; Chris Leeseberg, Planner/Park Planner; Steve Benoit, Recreation Manager; Tonya Love, Recreation Coordinator 1.Call Meeting To Order Pursuant to due call and notice thereof,the meeting of the Elk River Parks and Recreation Commission was called to order at 6:30 p.m.by Chair Anderson. 2.Consider June 12, 2013 Parks &Recreation Commission Agenda MOVED BY COMMISSIONER HOLMGREN AND SECONDED BY COMMISSIONER NYSTROM TO APPROVE THE JUNE 12, 2013 PARKS & RECREATION COMMISSION AGENDA. MOTION CARRIED 7-0. 3.Consider Minutes of Ma 8 2013 Parks &Recreation Commission Meet MOVED BY COMMISSIONER AHLNESS AND SECONDED BY COMMISSIONER KALLEMEYN TO APPROVE THE MAY 8, 2013 PARKS AND RECREATION COMMISSION MEETING MINUTES. MOTION CARRIED 7-0. 4.Open Forum Charlie Schultz of the Elk River Golf Club discussed with the Parks and Recreation Commission the possibility in purchasing 18 acres from the Elk River Golf Club and why the priority of this piece of property changed from past discussions. Commissioner Anderson explained that the City of Elk River did attempt to purchase the 18 acres with a grant however it did not make the final cut. Park It Recreation Commission Minutes Page 2 June 12,2013 Elk River Golf Club President,Mark Conrad shared that an adjacent 36 acre parcel just sold to become housing. The Elk River Golf Club's number one goal is to keep the area a green space and would like to know what interest the city has in securing the 18 acres that Mr. Schultz spoke about in his presentation. Commissioner Anderson questioned if the board was interested in selling the entire golf course. Mr. Conrad clarified that the Elk River Golf Club was there to discuss the 18 acres and would have to go back to the Elk River Golf Club in regards to the entire golf course. Commissioner Anderson shared that purchasing the 18 acres with a DNR grant was attempted in the past however;it did not fit the DNR's criteria. The Elk River Golf Club is a great asset to the community and it would be nice to find a way to purchase it to keep it from becoming housing. 5.Park Highlight Parks and Recreation Director,Michael Hecker invited the commission members to the Grand Opening of the Orono Playground and shared that the playground and the maintenance facility would be a part of a MRPA tour in August. 6.Program High ight Recreation Manager, Steve Benoit and Commissioner Anderson shared a slide show about the Woodland Trails Prairie bum. 7.Action Items 7.A. Major Park Use - Woodland Trails Park Recreation Manager, Steve Benoit presented a major park use request to hold a 5k Run/Walk fundraiser in Woodland Trails Park. Commissioner Anderson asked if 100% of the proceeds would go to the DTN Ministries charity and that the group should work with staff to lay out the race trail. Susie Wiegel, group representative stated the all the proceeds would go to the charity. Commissioner Niziolek stated that the group should only use cones and no rope should be draped across the trail. Commissioner Holmgren asked if it was common to waive park use fees. Commissioner Anderson explained that it was common to waive park use fees for fundraising types of events; it is a way to help out those who are willing to volunteer their time to raise funds for local charities. Park&Recreation Commission Minutes Page 3 June 12,2013 MOVED BY COMMISSIONER SAGAN AND SECONDED BY COMMISSIONER NYSTROM TO ACCEPT STAFF RECOMMENDATION OF THE MAJOR PARK USE BY WAIVING THE PARK USE FEES, COLLECTING 100 DAMAGE DEPOSIT, HAVING GROUP PAY FOR EXTRA PORTABLE TOILETS AND TRASH PICK AND NO MARKINGS OF ANY KIND ALLOWED ON TRAIL SYSTEM, CONES MAY BE USED. MOTION CARRIED 7-0. 8.Discussion Items 8.A. Pledge of Allegiance Parks and Recreation Director,Michael Hecker asked the commission members to discuss if there was interest in stating the Pledge of Allegiance before each meeting. The commissioners discussed the option of starting each meeting by stating the Pledge of Allegiance,there was not enough interest within the group to start. 8.B. Bailey Point Nature Preserve Dedication Parks and Recreation Director,Michael Hecker shared that there will be a dedication ceremony on August 14,for Bailey Point Nature Preserve at 5:00 p.m. 8.C. River's Edge Commons Park Merit Award Parks and Recreation Director,Michael Hecker shared that the River's Edge Commons Park received a Merit Award from the American Society of Landscape Architects. 8.D. Elk River Youth Football and Youth Lacrosse Field Donation Parks and Recreation Director,Michael Hecker introduced members from the Youth Football and Youth Lacrosse Associations to discuss the possibility of a field donation to have the City build another 100 yard football field. Youth Football Association member Todd Raymakers, 10725 186ch Cir.NW, Elk River and Youth Lacrosse Association member Jeff Hendricks, 20055 156th St.,Elk River discussed that the two organizations are teaming up to donate financially to build a 100 yard football field. The Youth Football Association has set$25,000 aside and the Youth Lacrosse Association has set $8,000 aside. Each association will donate $5,000 a year for four years totaling 40,000. Mr. Raymakers shared that it takes two years to get a field ready to play and asked if it were possible to start this year. Commissioner Anderson clarified what amenities are at the Youth Athletic Complex now. Park&Recreation Commission Minutes Page 4 June 12,2013 Planner/Parks Planner, Chris Leesberg shared a map to show the current fields and what the new options could be. Commissioner Anderson stated that this offer deserves consideration, such as getting pricing, investigate the topography and discuss the options of location. In addition,the exploration of other funds being guaranteed. 9.Parks &Recreation Director Report Parks and Recreation Director,Michael Hecker shared that Jessica Converse;new Recreation Coordinator has started working,the Bailey Point Nature Preserve volunteers have been phenomenal already completing over 200 hours of work. Mr. Hecker also shared that the Archeological dig will be June 15, and there will be an Open House showcasing city departments held at the new maintenance facility on July 31. 10. Division Manager's Reports Recreation Manager, Steve Benoit shared an update regarding Summer program preparations and staff training. Mr. Benoit also presented the Activity Center and Ice Arena staff reports. 11. Announcements Mayor Dietz shared that the Hockey Day committee is working on preparations for the event. 12.
