The highlights of the policy were discussed and members of the Commission were requested to review and provide feedback to staff by June 1, 2019. It was asked by a few members if the residency percentage of 80% could be lowered because some of the group representatives felt memberships were close, but not exact. It was then asked what percentage would be effective to make sure Elk River associations receive first priority. One suggestion is to look at what Elk River High School has for a residency percentage and possibly use that for the policy priority. Staff is researching on what that number could be for the high school. What is the Parks and Recreation Commission feedback on a policy for group priority? Should 80% be lowered?
