This report is a monthly highlight of department activities related to collaborations, strategic
planning, staff changes/developments, and park operations.
Active Elk River Local Option Sales Tax
The Senate passed their Omnibus Tax Bill which includes our Local Option Sales Tax (LOST)
language. The Senate bill includes 19 LOST requests, 9 of which are only transportation or public
infrastructure projects, three others include city or recreation facilities along with transportation or
public infrastructure projects. The House passed its version of the Omnibus Tax Bill which also
includes our LOST language. For cities seeking local sales tax authority in the future, the bills from
both Senate and House requires cities to seek legislative authorization before conducting a local
referendum on the sales tax.
American Indian Studies Pow Wow at Handke Pit
ISD 728 will host the American Indian Studies PowWow on Saturday, May 18 at Handke Center
and Handke Pit. Native American groups from throughout the state will participate in this large
event. This event requires that all of the hockey boards be removed.
Tidying Up William H. Houlton Conservation Area
A reminder of the spring clean-up at the William H. Houlton Conservation Area Wednesday, May
15. Depending on weather, fence removal, trash cleanup, and other restoration tasks may be

Woodland Trails Regional Park (WTRP) Grant Committee
The Committee will meet before the Commission meeting on Wednesday, May 8 to finalize the
design plans and project schedule.
WTRP Great Northern Trail Closure
Below is answers to most of the questions that came up at the April Commission meeting regarding
the GNR closure. Staff continues to work on the time frame questions and how long the closure
will last this summer. A copy of the parking lot plan is attached.

1. Do we plan to maintain the crossings (cross paths) on the GNT. The only “crossing” is from
the west side to the biathlon course. We can maintain this if needed during certain periods. All
of the staggered access points should be closed during the period of time in which the work will
happen on that section of trail. When agreements are finished and a contractor is in place we
will work to identify which of these points is most needed and try to keep them open when
possible.
2. Can the work be completed before mid-August? A cross country event is being planned for
mid-August. Not sure. No agreements are in place or approved yet. Our hope would be to
have the contractor start their work from the south and work north thereby opening segments
of the trail as they have completed their work.
3. Is the new parking lot on city property? Yes
4. How will the new parking lot be accessed and will it have curb and gutter? The parking lot is
served off of 221st as shown in the plan. At this time it is designed without curbing. If it is
desired by the city, we can ask the Developer to install it. It would be staff preference, in this
rural area, to not install it so the drainage is not directed to a single point or two but rather sheet
flow across the lot to ditch areas. This would be most consistent with the general feel of this
area.
5. Are all the lift stations underground? Yes. There are control panels and standby generation that
will be above ground in the fenced area by the new parking lot.
6. Will the work be done in a manner not to spread oak wilt? Our work should be outside of the
infection period. Also they are not planning any trimming as part of the work.
7. What will be the access to the trail from the new parking lot and its orientation? Asphalt as
shown in the plan.
Rivers Edge Commons Park Dock
City Council will discuss at a work session on May 6 the possibility of a dock at Rivers Edge
Commons Park. The newly proposed dock and location is more viable than past concepts
previously presented to Council. The new location would be on calmer waters location on city
property adjacent to Rivers Edge Commons directly behind McCoy’s Irish Pub.
Outdoor Ice Rink at Spectrum High School
An outdoor ice rink at Spectrum High School will be discussed at the May 6 City Council work
session. The cost to purchased, deliver and install dasher boards for an outdoor regular high school
ice rink is in the range of $60,000 to $105,000. An optional concrete pad for smoother ice is
estimated at $55,000. One possible funding source is park dedication as this would be a new
amenity.
Commission Work Session Wednesday, May 15
A Commission work session is planned for Wednesday, May 15 to discuss the Rivers Edge
Commons Park Facility policy and athletic field fees.
