1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the EDA Beautification Committee
was called to order at 10:03 a.m.
2. Consider Agenda
Motion by Bakken and seconded by Magnussen to approve the agenda. Motion
carried 3-0.
3.0 Consent Agenda
Motion by McCormick and seconded by Bakken to approve the consent agenda.
Motion carried 3-0.

4.1 Review City Beautification Program and Policy
Ms. Eddy presented the staff report. Members discussed the proposed policy.
Motion by Magnussen and seconded by McCormick to approve the program policy
as presented. Motion carried 4-0.
5.1 Announcements
Members discussed the upcoming EDA meeting on Monday, November 19,2018. Member
Bakken stated he would be able to attend along with Magnussen.
6. Adjournment
Member Hardin adjourned the meeting at 10:20 a.m.

Review the City's Attendance Policy.
Background/Discussion
At the August 6, 2018, City Council meeting, the Council approved changes to the Board&Commission
Handbook, specifically regarding attendance of members.
Member attendance is very important and mucr needed in order to have good feedback and decisions
from a cross section of the community. Non-attendance can cause quorum issues and work delays.
0 The Attendance Policy will be enacted in 2017 and reads as follows:
A member shall be expected to maintain a suitable attendance record Attendance is vital to board service and City Council
expectations. Because attendance is important, the City (Council has adopted the following attendance policy:
Members shall be automatically removed for lack of attendance. Lack of attendance is defined as:
Regularly scheduled monthly commissions—missing three (3)regularly scheduled meetings during a calendaryear. All
other commissions - missing two (2) regularly scheduled meetings during a calendar year.
Participation for less than three fourths of a meeting shall be the same as a failure to attend a meeting. Members removed
pursuant to this paragraph shall not continue to serve o i the board and such removal shall create a vacancy.A member may
appeal the termination by requesting a hearing before the City Council within 10 days of notice of termination.
A standard commission attendance form shall be used bl all commissions for the staff liaison to record attendance. The
Office of the City Clerk shall forward the attendance re4rd to the City Council at the end of each June and December for the
Council review. Commission members shall not the sty j liaison of planned absences 72 hours prior to the meeting missed

Background/Discussion
The City of Elk River Beautification Committee seeks to recognize commercial/industrial site
improvements, commercial/industrial upgrades,landscapes,renovations, restorations, and new structures
that are architecturally noteworthy.
A major criterion is how the project visually en .nces the surrounding neighborhood and community.
How the business incorporates design, mainten,nee,color, organization and creativity within the existing
community. Improvements to structures, outdoor spaces and the landscaping are important elements for
consideration.
One application was received this month:
Die Concepts,Inc.
• Fred and Sherri Trapp owners of Die Concepts,Inc.,realized their vision in 2016 to renovate the
building off of Line Avenue and Twin :kes Road. This property had previously been occupied
by an industrial user. The property was i very poor condition for a long period of time.

What is a City Beautification Award?
The City Beautification Award recognizes business owners whose efforts to clean,repair,
improve and enhance the overall aesthetics of their property thereby maintaining the beauty
of their neighborhood and surroundings. It is presented to encourage community
improvements,enhance our city's visual image and economic vitality.
From May through October,one wi er will be chosen each month.Business owners would
receive public recognition and an a d for making the city of Elk River beautiful!
Businesses can be nominated for thi award by others within the community or they may
nominate themselves (self-nominati n is encouraged!).Winning properties may be shown in
promotional materials with owner's onsent.
What does the Beautification Committee look for?
The City of Elk River Beautification Committee seeks to recognize commercial/industrial

1. Submit completed entry form lus two recent high-quality digital photos,including a
"before"if available and"after'(if applicable) by the first Monday of each month
beginning in May through Oct ber of each year.
2. Deliver via email by the end o the business day on the first Monday of the month:

3. The Beautification Committee will meet and select a winner.
4. The winner will receive an engraved plaque to display at the following EDA meeting
presented by the EDA President.All of the winners will be recognized by the Mayor
and City Council at their November meeting.
Eligibility
• Properties must be located wi 'n the City of Elk River corporate limits.
• Self-nominations are encouraged!
• Projects must be visible from public street.A photo release approval may be
needed to authorize the use of hotos in various social media and print forums.
• For new construction,a certifi ate of occupancy must have been issued.
• Public projects are not eligible.
• Projects that have won in pre ous two years are not eligible.

through landscaping and architecture Businesses need to score a minimum of 10 points in order to
qualify for the award.

Fred and Sherri Trapp,owners of Die Concepts, Inc. realized their vision in 2016 to renovate the building
off of Line Avenue and Twin Lakes Road.This property had previously been occupied by an industrial
user.The property has been an eyesore for some time in the community.
Updates to the building included residing, new windows,doors and lighting; updated electrical systems,
restroom,ventilation,and fire protection. Fred gutted the interior of the building,opening up the shop,
rebuilding new office space,added a more welcoming entry and reception area and expanded their
conference room. Fred did an amazing job Of resurfacing the interior floor, walls and painting the large
metal beams bright blue.The outside plan included resurfacing of the parking lot, cleaned up the lot,
added landscaping and connected to city water and sewer.
It is equally gratifying to find someone like Fred Trapp that has a vision,to see past the blight,and
visualize what it could be.Without people like Fred, redevelopment is not possible. People in the
community have noticed,and compliment on the redevelopment of this property. It is no longer an eye
sore,rather a beautiful addition to the community.
