A discussion regarding the Commission’s continued desire for a partnership with Spectrum High School
to develop an outdoor ice rink at Spectrum.
Request, by action, the Parks and Recreation Commission recommend the city purchase and install
dasher boards for an outdoor ice rink at Spectrum.
Background/Discussion
The potential for a partnership and cost to purchase dasher boards for an outdoor rink at Spectrum was
presented at the Mary 6 City Council work session. City Council expressed concerns using park
dedication monies for dasher boards and requested this discussion be brought to the May 8 Parks and
Recreation Commission meeting.
Financial Impact
The cost to purchase, deliver and install dasher board for an outdoor regular high school ice rink in is the
range of $60,000 to $105,000. An optional concrete pad for smoother ice is estimated at $55,000. One
possible funding source is park dedication as this would be a new ammenity.

Discussion and Council direction for potential partnership
Background/Discussion
Spectrum High School first discussed the idea of the city adding an outdoor hockey rink with the Parks
and Recreation Commission in March of 2018. The Commission recommended staff work with Spectrum
to define capital costs, and present ideas for a potential ice rink at the Spectrum High School recreation
facility.
In return for the city purchasing the rink, maintaining the ice and providing warming house attendants,
Spectrum offered the location for community use of the warming house with heated restrooms on
evenings and weekends as well as parking lot snow removal. They indicated they would expedite capital
improvements of $185,000 for rink lighting parking lot area improvements. Spectrum would also
maintain and clean the warming house.
Various rink options are available from wood frame to galvanized steel framed dasher boards. Spectrum
prefers the steel galvanized dasher boards because of their potential for a future varsity high school
hockey program that could add refrigeration and a dome to the facility.
The city costs to maintain the ice and provide warming house attendants would be covered by
discontinuing the ice rinks at Lion John Weicht Park and Kliever Lake Fields Park, both of which only
have partial hockey boards.
