BACKGROUND:
The Well #8 Control Building has been designed and noticed for formal bids.
DISCUSSION:
The bid opening was April 29, 2019 at 1:00 p.m.; three bids were received. The low bidder was
Municipal Builders with an amount of$198,017.00. Staff and Elfering & Associates recommend
awarding the bid to the lowest bidder, Municipal Builders, for the bid amount of$198,017.00.

Bid Summary & Recommendation for Award
Dear Mr. Ninow:
Bids were opened for the above referenced project at 1:00 p.m. on Monday, April 29,
2019 in accordance with the Advertisement for Bids. Three (3) bids were received from
the following companies listed below from lowest to highest total bid:
Corporation Total Bid
Municipal Builders, Inc. $ 198,017.00
A & M Construction, Inc. $ 249,800.00
Maertens-Brenny Construction $ 265,300.00
Based on the bids received, Municipal Builders, Inc. is the low bidder. The low bid
received appears to be competitive and the bids have been reviewed for errors and/or
omissions. Municipal Builders, Inc. has completed projects for Elk River Municipal
Utilities in the past and that experience with them reflects that they are a responsive and
responsible bidder. We have also spoken with their staff and confirmed that they
understand the project requirements.
We would recommend that the project be awarded to the low bidder, Municipal Builders,
Inc. in the amount of $198,017.00. If you have any questions concerning this
