I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation
Commission was called to order at 6:33 p.m. by Chair Anderson.
2. Consider 3/13/19 Agenda
Mr. Benoit added Woodland Waptiti Youth Ski Club to Item 4 with the remaining Items
• changing by one number.
Moved by Commissioner Soltvedt and seconded by Commissioner Niziolek to approve
the March 13, 2019 Parks and Recreation Commission meeting agenda with the staff
changes. Motion carried 6-0.
3.1 Consider 02/13/19 Regular PRC Minutes and Work Session Minutes
Moved by Commissioner Soltvedt and seconded by Commissioner Niziolek to approve
the following February 13, 2019 Regular Parks and Recreation Commission minutes.
Motion carried 6-0.
4. Woodland Wapiti Youth Ski Club
Presentation by John Kallemeyn, club coach. Minnesota Youth Ski League (MYSL) is the
parent organization of the Woodland Wapiti Youth Ski Club. There were 27 children at 10
sessions for$30 and ski rentals for the season for$30.
5. Election of Chair and Vice Chair
Moved by Commissioner Niziolek and seconded by Commissioner Soltvedt to elect
Chair Anderson as Chair of Parks and Recreation Commission. Motion carried 5-0.

Commissioner Soltvedt as Vice Chair of Parks and Recreation Commission. Motion
carried 5-0.
6. Open Forum- None
7.1 Eagle Scout Presentation
Gregory Headley presented his installation of a bike station and bench at Hillside Park sharing
that the project donations came from family, friends, and Ramsey Bicycle.
8. Action Items - None
9.1 Flag pole at Rivers Edge Commons Park
Mr. Hecker shared his staff report.
Commissioner Holmgren asked if there was an area at the bottom of park that wouldn't
hamper the view of looking out over the river.
Mr. Hecker stated no, as for the scenic views but there could be other areas.
Commissioner Holmgren asked if the American Legion would help pay for the project. III
Mr. Hecker said they would provide the flag.
Mr. Hecker reminded the commission that Orono Park had a flag and it was removed for
many reasons.
Chair Anderson does not have a strong desire to have a flag pole at this park and would want
to have someone else to do fundraising for the cost of the project.
Commissioner Soltvedt stated to wait to install the flag pole this first year and to see how
event goes at that location.
9.2 Deer Survey
Mr. Hecker shared report.
Chair Anderson stated that funding for a deer population count should be done when
appropriate and planned ahead of time so it is in the budget.
Commissioner Soltvedt stated that with the information from Mr. Becklan we know the

numbers are high and in his experience conducting a deer population count when they believe
numbers are low which help confirm to not hunting.
Chair Anderson stated he'd love to have the data and we have the people out there hunting
who corroborate the numbers and have a hard time spending the money.
Commissioner Niziolek thinks it's imperative to have a starting number and to do justice to
the deer population.
Chair Anderson asked to bring this item up next year as a discussion during the park
improvement budget cycle.
9.3 Woodland Trails Regional Park Nature Playground
Mr. Hecker shared his staff report.
Chair Anderson would like to invite other commissioners and public to the next Woodland
Trails Regional Park Grant Committee meeting.
Council member Wagner asked where the money will come from for the well and trails and
• reminded that those budgets will be brought to council and trails should be part of the overall
cost and currently not listed in budget.
Chair Anderson said at this stage to define all the costs and build in 2020. We have a half a
plan, move construction and give us time to complete design process and create the budget
and get local volunteers in community to donate items for the building before park is built.
This is a rallying point for the community to come together.
10. Parks and Recreation Director Update
Mr. Hecker shared his staff report.
11.1 Recreation Manager's Update
Mr. Benoit presented his staff report also sharing that staff met with The Bank of Elk River to
discuss their sponsorship.
12. Announcements
Commissioner Anderson welcomed Commission Holmgren back and welcomed
Commissioner Loidolt to the commission.

Commissioner Loidolt introduced himself sharing the he is a part of the Youth Baseball
association,and excited to be here.
13. Adjourn to Work session
There being no further business, Chair Anderson adjourned the meeting of the Elk River
Parks and Recreation Commission at 8:12 p.m.
14. Work session
The work session meeting of the Elk River Parks and Recreation Commission was called to
order at 8:17 p.m. by Chair Anderson.
14.1 Field Allocation Policy
Mr. Benoit shared the current Field Use Allocation Policies and Procedures with commission
members. Sharing the changes staff and commissioners suggested.
Commissioners shared a few changes they would like for next meeting.
14.2 Park Facility Fees110
Chair Anderson asked if there is a deadline and if we are in a hurry.
Commissioner Soltvedt stated it should be a part of 2020 budget.
Commissioners asked what the "why"is for setting fees, and that it's impossible to
recommend fee recommendations without knowing why we are collecting fees and like the
idea of having the fees go into a special fund.
Mr. Benoit reminded the commissioners that the group discussed the"why" for collecting fees
was discussed in February.
Commissioners asked to discuss in April.

There being no further business, Chair Anderson adjourned the meeting of the Elk River
Parks and Recreation Commission work session at 9:24 p.m.
