Council is asked to listen to the appeal and then have a discussion on whether to reinstate Charlie
Blesener to the Economic Development Authority.
If Mr. Blesener is reinstated a motion is needed to appoint him to the Economic Development Authority
to a term of December 31, 2022.
Background/Discussion
Mr. Blesener has stated he would like to appeal his termination from the EDA. Attached is the letter staff
sent regarding Council policy.
For 2019 Mr. Blesener missed the January 22, February 19, and May 20 meetings.

Dear Mr. Blesenev
Thank you for volunteering your service to the City of Elk River Economic Development Authority. Because of
your generosity and others like you, Elk River is the vibrant and flourishing community we know and love.
As you know, the full participation by commission members is vital to effective discovery, discussion and
function of the commission. Absences not only reduce member effectiveness, it also hampers the effectiveness
of the entire commission.
Because participation is so important, the Elk River City Council adopted the following Advisory Board and
Commission Policy:
Members shall be automatically removed for lack of attendance. Lack of attendance is defined as a failure to
attend three (3) regularly scheduled monthly commission meetings during a calendaryear.
Unfortunately, the number of meetings you have missed this year has met the lack of attendance threshold of the
Council's policy. We certainly understand family and work commitments are a priority and we appreciate and
thank you for the time you dedicated to serve on the Economic Development Authority.
If you believe there has been an error or your attendance has been affected by irrepressible circumstances, the
Council does provide for a public appeal hearing to explain your case by submitting a written request to my
office within 10 days. Please contact me at 763.635.1003 with any questions.
