PLANNING COMMISSION
2005 - 2008 GOALS & OBJECTIVES
GOAL - Promote Regional Transportation Solutions
Objectives:
1. Support MnDOT's Highway 169 Study Efforts and recommend that plans be
accelerated to alleviate severe congestion in Elk River due to Highwqy 101 upgrades.
. Host meetings
. Provide constructive comment and review as needed
. Support recommendations in approved plan
. Provide City recommendations and vision
2. Help lobby decision-makers to implement transportation solutions
3. Support the use of local land use and zoning techniques to preserve identified
right of way
4. Attend City/County transportation meetings

5. Support access management plan for area north of County Road 33
6. Support Transit Oriented Development requests near the Northstar corridor
depot site.
GOAL - Support Local Transportation Corridor Planning
Objectives:
1. Support the City Council in their local corridor planning and development
efforts
. Attend and/or host neighborhood meetings
. Utilize land use and zoning mechanisms to preserve identified corridors
2. Communicate to the City Council the need to identifj the specific corridors as soon as possible in
order to plan for developments that either impact or are impacted f?y those corridors.
GOAL - Implement the Natural Resources Inventory Recommendations
Objectives:

Objectives:
1. Meet with Parks & Recreation Commission to develop riverfront vision
2. Evaluate riverfront development opportunities
3. Meet with the City of Otsego regarding their riverfront plans
GOAL - Support Redevelopment of the NAP A/Eagles/Arrow Building Sites
Objectives:
1. Meet with HRA to understand long-term vision of north downtown
2. Utilize land use and zoning mechanisms to support HRA's long-term vision
GOAL - Evaluate Impacts of Land Use Changes North of County Road 33
Objectives:
1. Understand access management plan for north of County Road 33
2. Evaluate and understand Natural Resources Inventory components north of
County Road 33

Hi Michele,
These are all good goals. We should maybe talk about what specific actions we can take to support
the goals. For example -- How would we host meetings in support of MnDOT's 169 study efforts?
What would these meetings look like? Or -- how would we promote the benefits of the concept of the
NRI to residents and developers? What would be our "talking points"?
I think the goal to Support Redevelopment of the NAPAlEagles?Arrow Building sites is important. If
we don't develop a plan, we will end up having to approve more low-end uses like portable outhouse
storage. We have an opportunity here to add something of value here.

Here is a draft of the goals and objectives that have been discussed previously by the
Commission. Actually, only the goals were discussed, I added the objectives. Please feel
free to edit, add, change, prioritize, etc. I would like comments back from all of you by
June 1 so that we can further discuss your ideas as a group at the June work session.
They should then be approved and sent to the City Council for their blessing.
