The regular semi-"monthly E:f meeting of the Elk River Village Council was called
to order by ~~yor Bartelt on Feb. 1, 1971 at 7:30 pm. in the Village Council Roam.
Hembers present were Hayor Bartelt, Councilmen, Hudson, Syring, Konop, and otto.
The minutes of the Jan. 18, 1971 meeting were read. No additions or corrections
were made and the minutes were approved as read.
11r. Parker met with the Council representing the Elk River School system. He would
like to have the Elk River Council consider the possibility of having the Village
of Elk River and the School District forming a commission which would jointly oper-
ate the Elk River skating program and the Elk River summer recreation-program.
This would be a commission which would jointly share the operation and the finan-
cing of these programs. ~x. Parker said that this committee could possibly consist
of four members, two representing the village and two members representing the
school district. In 1970 the operation of the skating program in Elk River cost
about $1,300, the summer program $3,784.25,a.nd snow removal pertaining to skating
about $500. This would total 5,584.00. The school does not.get any state aid in
this area.. Mr. Parker also suggested that if the CO:j.lncil is interested in setting
up a joint committee, the Council should find outW~her commurrities are doing in
this area. Councilman otto will check with lVlI'. l"iacGibbon conceriing the Village's
authority in this area and also our leveing capibilities of the mill rate.

Since }~. ~lills has made application for a sanitary landfill, the Council decided
that they should meet vdth the private contract sanitary haulers at our Feb. 15
meeting at 8:00 pm to discuss the future possibilities of contract hauling for the
villa.,e.
Several men were mentioned as possibilities to be appointed to the planning,Comm-
ission. These men were Jim Nord, Gene Schuldt, .and George Zabee. Councilman
Hudson moved and Councilman Konop seconded that~the Council appoin George Zabee
and l-fayor Bartelttotne Planing Commission~ Motion. carried.
Next the Council discussed the possibility of the firemen bming paid to burn the
}lil~ouse building down and then the firemen could put this money in a fund which
would be used to purchase new furnishings for the new fire station. Les Derrls
crew might be able to do some hauling and leveling of the fondation after it has
been burned. There is also the possibility that the firemen can use this burning
as a training excersize for the firemen.
The Planing Commission recommended that the Council accept the proposed Upland
Heights plat as drawn by the County surveyor. Councilman Syring moved and Council-

Councilman Hudson volunteered to go to the next meeting of the Utilities
Commission to dicuss the empl~yees' benefits.
~~. DeRossier gave his police report to the Council.
Councilman Syring moved and Councilman Hudsonseconded that the Council endorse
the proposed Federa.l Revenue Sharing system. Motion carried.
The Council decided that be~ore a group could use the Village Council Room
for their meetings, the organization would have to get approval from the
Village Council. The Council gave their approval to the Elk River Youth Hockey
Ass. to use the Village Council Room for their monthly meetings.
