The regulaT semi-monthly meeting of the Elk River Village Council was called
to order by Mayor Bartelt on Jan. 18, 1971 at 7:30 pm. in ~he Village Cduncil
Room. Members present were Mayor Bartelt, Councilmen, Hudson, Syring, Konop,
and otto. .
The minutes of the Jan. 4, 1971 meeting and the special meeting of the Jan.
11,1971 m8111I~ were read. After one correction was made in the minutes
the minutes were approved as read.' ,
Bill Mills, an engineer met with the Council and discussed a proposed sanitory
landfill dump, which would have to be filled after every day in which it ~s
used. Als"o, the dump .v'iOuld ha.ve to be f~J;lced. The sand would have to be kept
free from f-rost in the winter time; Mr. Mills was of the opinion that using
privateha'Ulers would be more economical for the Village then using this
landfill system for the Villages'dtlinp.. Mr. Mills will make up an application
for the sa:nitary landfill and return it to the 60unciol. Mr. Mills stated. that
:r~Philco waS' one of the better companys to put a mechanica.-l seal in our sewer
filter. Mr. Mills also mentioned a ;f5ossible future problem which the Inew
school might cause on the storm sewer overload on the low peat bog. 'The
Council wil:l have to check with Mr. MacGibbon on the future school drainage
effect. Mr. Mills said that about the only money possibly avai18ble for a
sewer line 1.0 the Industrial Park would be a Federal land grant.
Harry Dreissig gave his committees recommendations to the Council, that the
Council should accept the bids on the fire truck, equipment, and truck chassis.
He also reoommended an automatic transmission for the truck.
The Council next met with the Utilities Commissioners. The buzzihg noise
located around the Methodist church will try to fixed. The Commissioners said
{'hat their electric rates were in line with other electric companys and should
not be changed at this time. Meter checking was discussed and the Council
suggested that utilities only check the meters every other month instead of
every month which they are presently doing. The commissioners are considering
putting on a f<frth man at the plant. It was felt that this would cut down
on the amount of overtime and also give a better backup cnew.

The Council went along~ith this proposal. Another subject discussed was
whether Utilities should increase their capacity by putting on another unit.
It was decided that further study was needed before a recommendation could be
made. Utilities owes the Village for 15% of the Net In~ame for 19693 and
197'. They would like to make the payments on the 1970- Net Income in four
quarterly payments, and would like to PIt." a$lO,OOO to the Village now on
the amount owed for 1969 and the balance in the Rear future. This plan of
action met the approval of the Council. Also, the the Commissioners and the
Council would like to have identiial benefits for their respective employees.
The Council decided to send a representative to the Corrur.issions next meeting
to try to work out a employees benefit plan which would be mutually the same
for the village employees as the Utilities employees.
~~. DeRosier gave his police report to the Council. The ploice car needed
new snow tires, so he had gotten two bids, and the Council accepted the low
bid.
Mr. Wheaton and Mr. Gongall fram the 1st. Nat'l Bank of Elk River met withthe
Council to discuss the future growth of the present central business district
in Elk River. They were concerned with the Councils attitude in this area as
this would a~,ect 1st. Nationals future plans for either enlarging thiir
present bank or building a new bank. They were mainly concerned with the
overall thoroughfare plan and the parking problem. Lst. Nat'l would like to start
their action before the end of 1971.
1I.r. Wheaton also was concerned with getting".sanitary sewer line and a water main
to the industrial park. The Council stated that they would be willing to
install a line up to the railroad.
Councilman Syring moved and Councilman Konop seconded that it is the Council's
intention to pursue the plan of the Central Business District as outlined by
the 701 plan. Motion carried.
Councilman Hudson moved and Councilman otto seconded that the Village purchase
a new firetruck from Joe Rosenthal Ford. Motion carried. Councilman Syring
moved and Councilman Konop seconded the motion that the Village purchase
a fire truck chassis and equipment from General Saftey Equip. Corp. Motion
carried. The Cost of these purchases are as follows:

~fuyor Bartelt told the Council that Elk River is officially in the County
Relief program. Mayor Bartelt also said that a committee would be set up by
Harry Dreissig to get statted on getting a building for the new fire truck.
Mayor Bartelt will serve on this Committee.
