The regular semi-monthly meeting of the Elk River Village Council was called
to order by }myor Bartelt on Feb. 15, 1971 at 7:30 pm in the Village Council
Room. Members present were Mayor Bartelt, Councilmen Hudson, Syring, Konop,
and Otto.
The Minutes of the Feb. 1, 1971, meeting were read. No additions or correct-
ions were made and the V.J.nutes were approved as read.
Police Chief Olson discussed with the Council some bookeeping methods which
he would like to put into effect. This met the Councils I approval.
Part-time patrolman Harvey Richner stated to the Council that when he was
hered on NQv. 17, 1969, the Council had agreed to pay him $2.50/hr. for a
period of six ~onths, then if his work was satisfactory, he would get a raise
to $3.00/hr.. lhis was affirmed by the Council.
Next the Council met with members of the Town Board and also two private
sanitary haulers, Mr. Cox of Oliilvie and Llk River Sanitation for a discussion
of future alternatives of either the Village operating its own sanitary
Landfill or having contracts with private haulers. The Village can operate
its dump as,it is now being operated until July, 1972.
The Town board representatives discussed with'the Council the application of
St. Paul Sand and Gravel for a sanitary landfill. The possibility of the
landfill polluting the water supply of the surrounding area and even the Village
was discussed. The Council will check with our egineer abuut these effects.
Bill Patenaude brought the Utilities copy of their proposed employees benefits
to the Council and also a list of different insurance coverages which they
are looking into. The Council will also do some cheCking into employees I
insurance coverages.
C'ouncilman Syring moved and Councilman Hudson seconded a Resolution that the
Village call in the outstanding Municipal Building Revenue Refunding Bonds of
1964 and pay them off at this time. }1otion carried.

Feb. 15, 1971
Councilman Hudson gave the liquor store committee's report to the Council.
He stated that the liquor store manager has been having some trouble with some
of his employees in on sale. Hopefully this situation has been resolved.
The manager has also been informed that he should work through the union
on his employee complaints.
The part-time patrolmen's salaries were discussed and the Council decided to p~y
for the difference of 50i/hr. for back pay retroactive six months after ~ RiC#Ne~
was hired~ Also Van Patte~'s wages woUld be ~3.00/hr. retroactive Jan. 1, 1971.

The cost of,publishin~the Zoning Ordinances and the Subdivision Regulations
in the Sherburne County Star News has been e~timated at $1600 to $1650.
The Council decided to have them published in phamplet form.
The Library Board meets in the Village Hall on Thursday, Feb. 25 at 8:00 pm.
The future expansion of Library facilities rdll be discussed. Councilman
Konop will attend this meeting representing the Council.
Mayor Bartelt brought it to the attention of the Council that an assistant
is needed for Les Derr. The Council will look a~ for a good man.
