" March 1, 1971
~ The regular semi-monthly meeting of the Elk River Village Council was called
to order by acting Mayor Hudson on March 1, 1971 at 7:30 pm in the VillageLo~~~i L
Room. Members present were Councilmen Hudson, Syring, Konop, and otto.

The Minutes of the Feb. 15, 1971 meeting were read. No additions or correct-
ions were m8.de and the minutes were approved as read.
Police chief Olson discussed with the Council the possibility of purchasing
a walking measuring stick, a poloroid colored camera, and new uniforms.
The ~ouncil gave their permission to get same equipment repair tickets. Also,
}tr. "Olson said that the dog problem in the Village is getting acute. It will
cos~ the owner,sof dogs $15 to claim their dog from the Village kennel. After
three days the dogs will be disposed of if they are not claL~ed. Also, XkK
a police radio is still in Earl Hohlen's Car. It was stated tha the new
police chief will have to furnish his own pistol and gun belt.
MarVin George of Marvin George Builders met with the Council to discuss the
future possibilities of the annexation of his home developement site of
School VieW which aSoins the Village now and is continuous property. Marvin
George ~as informed by the Council that if he wanted the Annexation proceed-
ings to begin, he should file a petition for annexation with the Minnesota
Municipal Commissimn and with the Boards of all towns 'and Counties in which
any 'of the Land tob'knnexed is located. Marvin George was mainly concerned
with getting sewer and water installed by the Village after this "land was
annexed. His present project will consist of fifty houses which should be
completed within five years.

The liquor store check cashing system and the perpetual inventory system of the .
liquor store was discussed by the Council. Councilman Hudson reported that ErnieIH,etH~
wanted a higher salary. The Clerk was instructed to check with other municipal
liquor stores in this area in order to get an idea of what other managers are
getting for a salary.
Councilman Syring made the motion, and Councilman Konop seconded the motion that
the police chief is authorized to PUrchase a poloroid camera, a measUring tape
for$35, and attend the Annual Police chiefs' institute. Motion carried.
Councilman Syring moved and Councilman Otto seconded the motion tho.tthe Village
Clerk be authorized to attend the Clerks Conference in March. Motion carried.
Konop
councilmanAmoved and Councilman Syring seconded the motion that Lloyd Barthel
be appointed the new Elk River Fire Chief.
Councilman Syring moved and Councilman Otto seconded the motion to reconsider
the Resolution that the Village call in the outstanding ~lunicipal Building
Revenue Refunding Bonds of 1964 and pay them off. Motion carried.
Councilman Konop moved and Councilman Syring seconded the motion that the discuss-
ion on paying off the Hunicipal Building Bonds be tabled.

6) Causes consist of the following: incompentence of inefficency,
Violation of safty rules, disregard for authority and willfull
failure to follow orders, deceit, or falsecification of records,
Theft, Intoxication or use of intoxiating liquor on the job,
and after the second notice of Garnishment if the Village desires.
7) GROUP HOSPITALIZATION AND HAJOR 1-1EDICAL PLAN
This insurance is the Village of Elk River's plan carried with
the Minn. Blue Cross and M.I. I.. The Village pays the cost
for its employees, who participate only. If the employee
desires, they have the opportunity to buy additional
coverage for their dependents at scheduled cost to them.
The plan provides for hospital, Medical and Surgical benefits.
Councilman Hudson moved and Councilman Syring seconded the motion that the
Village of Elk River renew their aggreement with the North Suburban Mutual
Aid Association. Motion unanimously carried.
Councilman Syring moved and Councilman Hudson seconded the motion that the
Council proceed with the preliminary reports on sewer extensions and water
lines for the Industrial Park and the Upland Heights Plat. Motion unanimously
carried.
The Council agreed to allow the liquor store manager a rr~un of $20 for each
new stool purchased for the liquor store.
The Council agreed that the color of new uniforms purchased by the Elk River
Police personnel shall be blue. Also, the officers must use their own clothing
allowance to purchase the blues. ~~ fl ~
