The regular semi-monthly meeting of the Elk River Village Council was .called
to order by Mayor Bartelt on April 5, 1971 at 7: 30 pm in the Village Council
Room. Members present were Mayor Bartelt, Councilman Konop and Councilman otto.
The Minutes of the Narch 15, 1971 regular meeting were read. No additions or
corrections were made. The l{inutes were approved as read.
Mrs. Wegoner, representing Main Tap in Elk River, discussed with the Co~~cil
her proposal of giving away free beer in Main Tap during part of the day of
May 1, 1971. This day was the aniversary celebration of both~ the premises
and the owners. There was no Village ordanance against giving away free beer.
Police Chief, Robert Olson, presented his March report to the Council. He also
discussed with the Council; uniform allowance for police officers, initial cost
of purchasing uniforms for his two part-time men and his one full-time man,
the dog problem in the Village & paid holidays for police officers.

Councilman Otto made the motion and Councilman Konop seconded the motion that
the Village pay for the two part-time mens' initial uniform cost of $80 each
and also to contribute $115 to the full-time officer, Ron DeRosier, sothat
all the policeman could be in the new blue uniforms. :tvlotion unanimously carried.
Mr. Vertin of Vertin Inc. / Environmental Control System, met with the Council
and presented a demonstration using his scale model, smoke cleaning machine.
Mr. Vertin will do further study on our municipal liquor store to determine an
estimate of the cost for installation of his system.
The Fire Chief, Lloyd Bartel, met with the Council. The Council authorized the
fire chief and one of his men to attend the fire school on April 26 thru April
29, 1971.
Victor Arnold met with the Council and discussed the paving of York Ave. and
Wand. The Council advised Mr. Arnold that a petition should be presented to the
Village Clerk on this subject.
Edmond V~rtin met with the Council and discussed the possibility of vacating 6th
St. and Lewis st.

Peter Racchini, representing the Architect firm of Peter Racchini and Associates,
met ~~th the Council. He discussed with the Council the services which his firm
could offer in connection vuth the planing and construction of a new fire station.
st. Commissioner, Eester Derr, met with the Council and informed them that Ed
Dreissig had a reconditioned gas tank and pump for sale. He also informed the
Council that Mr. Arnold and Vass. Ann Nelson would be available to work for
the Village this summer under the swimming program.
The Council agreed that the Village Cleanup days would be from April 19, 1971
To May 15th, 1971.
Councilman Otto informed the Council that the liquor store manager would need
to spend from $25 to $30 per bar stool to get good stools. The Council agreed to
this price.
The Village Clerk-Trease was instructed gY' the Council that the Employee Code
which was adopted at the March 15, 1971 meeting would go into effect retroactive
Jan. 1, 1971. Also, the Maximun sick days which the Village employees covered
under this Code could carryover from Dec. 31, 1971 would be 12 days.
The Council authorized Elk River utilities to have use of the Elk River Village
Council room for their :tv~y 6th, 1971 meeting with the Diesel engine bidders.
The Council approved Building Permits for Vernon Whiteoak, Roger T. Hanson, and
. John G. Ostby. Mr. Ostby's permit was approved with the express condition that
the sign meet Zoning regulations and the owners insuranc~onditions.
