April 19, 1971
The regular semi-monthly meeting of the Elk River Village Council was called
to order by Mayor Bartelt on April 19th, 1971 at 7 :30 pm in the Village Council ()
Room. Members present were Mayor Bartelt, Councilmen Hudson, Syring, Konop and Otto.
The Minutes of the April 5, 1911 regular meeting were read. No additions or
corections were made and the Vunutes stood approved as read.
The Village surveyor, John Oliver, and Jack Dozzi, representative of Mark Hurd
Aerial Surveys, Inc., met with the Council. They discussed with the Council
the benefits which aerial surveys would give to the conununity.
Jlloved by Councilman Hudson, and Seconded by Councilman Syring that the Council
accept the planning Commission's reccommendation to employ the services of Mark
Hurd aerial Surveys, Inc. Motion Unanimously carried.
Wm. T. l'I..ills, the village engineer, presented to the Council his preliminary
report on the sahitary sewer, Watermain and Storm sewer for the proposed Ind-
ustrial Park and also the report on the sanitary sewer and waterrnain extensions
for Upland Heights.
Motion was made by Councilman Syring and seconded by Councilman Hudson that the
preliminary report, as amended by time T. l'I..ills, Engineer, be accepted as to the
following proposed improvements:
1) Extension of Sanitary North on Vernon Ave.
2) Extension of Watermain North on Vernon Ave.
3) :Extension of Sanitary Sewel! into the Industrial Park
4) Extension of Watermain into the Industrial Park
5) Construction of a Storm Sewer in the Industrial Park

And the Clerk-Treasurer as directed to give notice of a Public Hearing according
to law to be held upon such prepared improvements on May 11, 1971, at 1:30 pm.
Resolution Unanimously passed.
The Elk River Town Board met with the Council and discussed the Annexation policy
and the sanitary landfill situation.
The Council decided to formally appeal the decision of the l-linnesota Public
Service Commission last month ordering the closing of the railroad crossings
at King and Lowell Avenues.
Moved by Councilman Syring, Seconded by Councilman Konop to Authorize Wm. T.
l-lills to make a sewer study on the Marvin George Area, including the
new Senior High School to the Sewage Disposal Plant. Motion unanimously carried.
Bill Pattenaude, representing Elk River Utilities, presented the 1970 Audit
Report to the Council.

Tom Harsted., manufacturer's representative for Rockwell Parking Meters,
gave the Council information on advantages and:disadvantages of Parking
meters, and their effect on the business area of a community, using stat-
istics compiled at Cambridge, where meters were installed in 1959.
The quotations on one flail mower and one electric knife or blade shar-
pener were received by the Council. The Council accepted the lowest
quotation of $633.50, which was made by Arnold Equip, inc., St. Cloud, Mn.
The Council approved building Permits for Donald Beaudry, Roger T. Hanson,
Dale Elliot, Central Lutheran Church, and Fleetwood Const. Company. The
Fleetwood Const. Company permit was approved, subject to approval of
Lester Derr.
Moved by Councilman Syring and Seconded by Councilman Hudson to proceed
with the purchase of Houlton's strip of land for the sum of $500.
Moved by Councilman Konop and Seconded by Councilman otto to retain the
services of Peter Racchini and Associates Architectural firm to design
a new fire station. Motion Unanimously carried..
The Clerk was instructed by the ,council to find out from the Village
attorney about the legal methods of having the Village accept donations
for a swimming pool.
The Council tabled the topic of installing a smoke eoonission system in
the onsale portion of the Municipal Liquor Store.
The Council authorized the Clerk to purchase a vacumn Cleaner for an amount
of$21.95.for use in the Village Hall.
