The Regular Semi-monthly meeting of the Elk River Village Council was called to
order by Mayor Bartelt at rt :30 pm on May 17, 1971. All members were present.
The minutes of the May 5, 1971 regular meeting and the minutes of the speci8;l meeting
held on May 11 were read. No additions or correction were made and the minutes stood
approved as read.
John Hentges presented an application for a set up license for the Eaples Club.
The Council referred this to the ~ Police department for their reccommendations.
Marvin George and Jim Metcalf, Attorney, requested that the Council pass an
ordinance that School View, 1st Addition be annexed to the Village of Elk River.
All preliminary work for the annexation has, been completedw They were advised that
the Council is waiting for an engineering report from the Village Engineer on
whether our present sewer setup would handle the additional sewage from XXK
the School View addition.. Marvin George stated that the utility improvements are
not critical at this time and that being annexed is their main objective as there
are also many benefits from annexation. Discussion followed with John MacGibbon
who will submit a report and rec'01IUIlendations at our June 7, 1971 meeting.
Don Norris and Dr. G.W. Meyer requested that the Council amend the dog ordinance
to include cats. They reported that they are becoming a nuisance in the Village
and could be a health problem.
Neil Larson and Lee Henning, representing New Housing Concepts, Inc., requested
a conditional use permit to multiple dwelling for property located at the corner
.of Main Street and Nowthen Road. which is now zoned Highway Commercial. Application
had been made to the Planning Commission who asked for some changes in the plat plan
to conform with the Zoning Ordinance. They reported that these changes have been made
and that the Planning Commission were supposed to have considered this at a special
meeting and present their reco~endation at tonights Council meeting. Plans for
this property are an eighteen unit apartment building which would not be a low
income housing development. Held in obeyance until a recommendation is received
from the Planning Commission.

Al F~oehlich and Dan Greene, local insurance agents reported that the package bid for
all the Village insurance should be let in September. They have agreed to draw
up specification based on our present coverages and would welcome assistance from
other local agents who could also present bids.
Moved by Hudson, seconded by Syring authorizing the local insurance agencies to
prepare insurance specifications for the purpose of a combined package insurance
bid for the Village and utilities insurance. Motion unanimouSly carried.
The Clerk will write letters to the local agents advising them of a meeting of
insurance agents for theprrpose of drawing up specifications; the time and date of
the meeting to be scheduled by Froehlich and Greene.
Murray McNair, George Dietz, Jordan Odegard and Pat Donahue reported on the need
for black topping and landscaping of the Village parking area between the Railroad
tracks and Railroad Drive. A report is forthcoming from the Village Engineer on
grading and oil coating this area. Agreeable to obtain a cost figure from the
Village Engineer for blaCktopping the area. The Grover Malrupe property was also
brought up for discussion. It was suggested that the health officer investigate and
if necessary he should declare it a fire and health hazard.
}~s. Leo Granlund 'presented a petition by property owners on Meadowvale Road to
investigate the cost to construct sanitary sewer and watermain from the Vernon Ave.
project Northwest on Meadowvale Road to join existing service on Jork Ave. The
petition was sign~d by A+ Bawngartner, Martin Stevenson, Leo Granlund and Virginia
Tobiassen.
Moved by Councilman Hudson and. seconded by vouncilman Otto, suthorizing the Village
Engineer to prepare a preliminary engineering ~eport for constructing sanitary
sewer and watermain extension from the Vernon Avenue project Northwest on Meadowvale
Road to join the existing service on York Ave. Motion Unanimously carried.
Moved by Hudson and seconded by Syring to call for a Public Hearing in the Council
Chambers, U. S. Hwy # 16 at Main Street, Village of Elk River, :Minnesota at 8:00 pm,
Monday June 21, 1971 to consider the making of the following improvements. An
extension of sanitary sewer and watermain extension from the Vernon Avenue project
Northwest of Meadowvale Road to join the existing serYice on York Avenue. Motion
Unaminously carried. A copy of the resolution is attached.

Lloyd Barthel reported that the fire contracts with the neighboring townships have
expired. He reported on standby fees and run rates from the Albertville and. Mont-
icello Fire Departments which revealed much higher rates. Anoka Fire Department
rates are based on 1/10 of a mill valuati9n. Barthel will draw up suggested new
run rates and suggested standby fees for each township based on Ydll valuation
with a set minim un standby fee and present his recommendations to the Council at
our June 7, 1971 meeting.
Moved by Konop and seconded by Otto to extend the present fire contracts with the
neighboring townships until at which time new contracts are drawn up. Motion
unanimously carried.

Mac Gibbon advised that the construction of a new fire station would have to be approved
by a special bond election and that we could legally include the land acquisition
cost and the new fire truck cost in with the bonding. J.t.iacGibbon will secure some
prelininary figures and present a report at our June 7, 1971 Council meeting.
A letter was read from the Village of Monticello suggesting that the neighboring villages
cooperate in the support of a full-time building inspector to serve all the communities.
A letter will be written expressing an interest in their suggestion.
Agreeable to call Glen Smith in to our June 7, 1971 meeting to discuss his absentisism
from the work relief program and reasons why he can not secure work and be self supp-
orting.
Movea by Syring and seconded by Konop to hire Chester Waite Jr. as Dump attendant:

Moved by Konop and seconded by Hudson authorizing the Clerk-Trease or any member of
the Council to attend one day at the League of l~nn. Municipalities Convention with ex-
penses paid. Motion unanimously carried.
Moved by Syring and seconded by Otto to have Health Officer investigate the Grover
Malrupes' property and present his reccommendation. Motion carried (all)
The building permit applications presented by William Toth and E.W. Calhoon were
approved. by the Council.

Moved by Syring ~nd seconded by Otto to pay the Village Dog Catcher, Tim Whitney,
who will work under the supervision of the Police chier, $4.00/dog. These dogs r-
are to be picked up by Tim Whitney after his regular working hours under Lester Derr.
