June 21, 1971
The regular semi-monthly meeting of the Elk River Village Council was called
o to order by Mayor Bartelt at 7 :30 pm on June 21, 1971 in the Village Hall.
:lYlembers -,resent were Mayor Bartelt, Councilmen Hudson", Konop and otto.
The minutes of the June 7, 1971 regular meeting were read and corrected as follows:
Moved by Councilman Syring and seconded by Councilman otto to adopt new fire contracts
with the following neighboring to".,1lShips: El~ River, Otsego, Burns and Ramsey. Annual
standby fees are too be based on one tenth mill assessed valuation of the property
covered by the Elk River Fire Department with the exception that otsego TO""1lShip's
annual standby fee would be $500.00. Cost per run $225.00, cost for the 1st one-half
hour $75.00, cost for each additional one-half hour $75.00. Motion carried. %im

additions were made:, Moved by Councilman Konop and seconded by Councilman otto,
authorizing $75.00 expenses to Police Chief Robert Olson to attend the 1971 Police
Convention. l'1otion carried. Moved by Councilman Syring and seconded by Councilman
Hudson, authorizing expenditures of $300.00 to the Elk River Planning Commision for
the purpose of ~tudying the downtolt.'Il triffic flow problem. Motion carried. The
minutes of the June 7, 1971 regular meeting were then approved as read.
The Council met with Mr. Ernest Carlson and Mr. Paul Aumer and discussed the
possibilityof being issued a 3.2 beer license.o The Council explained to the
gentlemen that they must first fill out the application form. They plan to return
to the next council meeting with their application form filled out.
Ne~, the Council met with Marvin George and discussed the possibility of annexing
the School View Addition.
Next, the Council met with Mr. Elroy Cornelius to review his on and off sale non-
intoxicating malt liquor license at Crossroads Cafe in Elk River. His license
expires July 14, 1971. No problems were known by the Council which were associated
wi th his establishment..
Next, the Council met with Patrolman Ron DeRosier.
Moved by Hudson, seconded by Otto to accept the plans and specs for the Vernon,
Meado-wvale and York sanitary sewer and watermain project. Motion unaminously
carried. A copy of the resolution is attached.
Next, the Council met with Ken Van Patten who presented his report to the Council
on a centralized dispatching system.
Moved by Otto, seconded by Hudson to approve of Mr. Van Patten's centralized
dispatching system. Motion unaminously carried.
Moved by Hudson, seconded by Konop for the Council to accept the Title of Deed to
the fort constructed at Orono Park, which the Jaycees gave to the Village of Elk
River for a consideration of $1.00. Motion unaminously carried.

The Council agreed to allow the, Jaycees store their bottles and glass which they
pick up around the Village at the Hunicipal dump, at a location specified by the
dump attendant.
Next, the CO}lncil met., with Mr. MacGibbon, the Village Attorney.
Moyed by Councilman Hudson and secpnded by Councilman otto to instruct the Village
Attorney to proceed with his court action on the Railroad Crossing appeal. Motion
carried. Konop abstained, Bartelt voted yes, otto voted yes and Hudson voted yes.
Next, the Council met with the Northwestern Bell Telephonel,'Ma,nager from Anoka.
Next, the Council met 't<d.th Ken Glover representing the Chamber of Commerce.
Moved by Councilman Hudson and seconded by Councilman otto to allow the Chamber
of Commerce to conduct activities at the Fourth of July celebration in Elk River.
Motion unaminously carried.
Moved by Councilman Hudson and seconded by Councilman Otto to accept the contract
for the Architectual services rended by Peter Racchinni and Associates for the
proposed fire station, fee to be 8% of construction cost and a mileage allowance
of 1.3~ per mile travel expense duririg the construction phase. Motion unaminous-
ly carried.

Moved by Councilman Hudson and seconded by Councilman Otto to hold a public
meeting regarding the proposed fire station building at 8:00pm July 14, 1971 at
the Village Office and to hold an election asking for $112,000.00 Bond issue to
finance the building and equipping of a new fire station and acquiring a site
therefor, as per the plans submitted by our architect, Peter Racchinnio and
Associates, election to be held at the ~illage offices on July 20, 1971. ,

Moved by Councilman Otto and seconded by Councilman Konop to call a Public
/ Hearing for proposed street improvements at 8:.30 pm, July 19, 1971 at the Village
Hall. Motion unaminously carried. A copy of the resolution is attached.
The Council authorized Michael Arnold, a village swimming lifeguard to receive
ani hourly rate of $.3.25 per hour for the 1971 season.
No further business, the meeting adjourned.
