The regular semi-monthly meeting of the Elk River Village Council was called
to order by Mayor Bartelt on JUly 19, 1971, at 7:30 pm in the Council Room of
the Village Office Building. 'Members present were Mayor Bartelt and Councilmen
Hudson, Syring, Konop and Otto.
The minutes of the July 6, 1971 regular meeting and July 14, 1971 special
meeting were re.ad. Moved by Councilman Hudson and seconded by Councilman Otto
approving the minutes as read except for the deletion :iJI:x:tim from the minutes of
'the July 14, 1971 meetiiig, of tile motion changing the date of the Public Hearing

The minutes of the July 12, 1971 Board of Review meeting were dispensed with until
our next regular meeting.
o Moved by Councilman Syring and seconded by Councilman Hudson to accept the
resignation of Charles Nogle as Justice of the Peace, 'to be effective immediately,
as per his written request. Motion unaminously carried.
At 8:00 pm, Mayor Bartelt declared the acceptance of bids
for the Vernon Avenue, Meadowvale Road and York Avenue
Sanitary Sewer and Watermain construction be closed, William
Mills, Village Engineer, in attendance.

Discussion on leasing the Jarmollik property for a Village Parking Lot. Con~ensus
of the council memgers were that the annual rental fee plus the upkeep would not
compensate for the 20 to 22 cars that could be parked there.

Discussion followed with John MacGibbon regarding a Public
Hearing for a change of zoning for a proposed mobile home
development on the Peavy land in Otsego Townshipo .
1<loved by Councilman otto and seconded by Councilman Konop, to
adopt a resolution opposing this development. Motion unaminous-
ly carried. A copy of the resolution is attached. Mayor
· Bartelt will attend this hearing to be held at: Buffalo on
, Thursday, July 22 and present the resolution.
At 8:30 pn, the Public Hearing on street improvements convened. Property owners
Richard Arnold and Bruce Hauschultz were present and voiced no objections. After
discussion it was agreeable to include as an alernate propos~~ the paving of the
alley area behind Johnson Dept. Store and Coast to Coast.
'Moved by Councilman Syring and seconded by Councilman Hudson to recess the Public
Hearing on Street Improvements to reconvene at 8:00 pni on Monday, Aug. 2, 1971.
Motion unaminously carried.

Moved by Councilman Syring and seconded by Councilman Otto, that we proceed with
the 1971 street program and authorizing the Village Engineer to prepare plans and
specifications for the improvements of the folluwing named streets: Paved overlay
on 5th Street from Norfolk Avenue to the vlest end. Grading and paving of the follow-
ing streets: School Street from Holt Avenue to U.S. Highway 169, Wand Avenue from.
Xenia Avenue to York Avenue, York Avenue from Wand Avenue to Headowvale Road, Vernon
Avenue from 8th Street to Mea.dowvale Road. A 20 foot strip of the Parking lot
across from. Post Office with an alternate for the area over 20 foot, and an i~
alternate for the grading and paving of the alley behind Johnsons Dept. Store and
Coast to Coast Store. Seal coat for the following streets: Lowell Avenue, Quinn
Avenue and Proctor Avenue from Main Street to Highway 10., Quinn Avenue from. U.S.
Highway 10 to 8th Street, 8th Street from Quinn Avenue to }ieadowvaleRoad, 3rd
Street from ihe Post Office to Gates Avenue and Railroad Drive from Gates Avenue
to Main Street. Motion unaminously carried. A copy of the resolution is .attached.
Moved by Councilman Syring and seconded by Councilman Hudson authorizing Sherburne
County to place an oil coat on Railroad Drive from. Jackson Avenue to LowellAvenue.
Motion unaminously carried.
Chief of Police, Robert Olson, reported that arrangements have been made for 24
hour dispatching. Calls will be handled by Mrs. Olson and Loretta Moos, when
either the "Sheriffs Office or the Village Police Office are closed. Cost to the
village would be $165.00 per month. The remotes can then be removed from the
part time police residences.
Mr. Olson presented a suggested work schedule for three full time police Officers.
However he voiced an opinion that he would prefer to retain the part time police
officers as he may lose them entirely if they were placed on a very limited work
schedule. Proposed yearly police salaries with three full time men would be
$25,500.00 plus dispatching costs. Held in abeyance until the DepU}yCClerk-Treas.
