09-07-1971 VCM The regular semi-monthly meeting of the Elk River Village Council was called to order by Mayor Bartelt on Sept. 7, 1971 at 7:30 pm. in the Council Room of the Village Office Building. Members present were Mayor Bartelt and Councilmen Hudson, Syring, Konop and otto. The minutes of the Aug. 16, 1971 regular meeting and the Aug. 18, 1971, Aug. 24, 1971 and Aug.'3l, 1971 special meetings were read. There were no additions or corrections and the minutes were a~proved as read. Ernie Carlson, owner of the Main Tap reported his live music was going well and in- quired as to when the 100am closing would go in to effect. He was told that the Council did not have a ruling on this and that he would be notified as soon as there is something firm on ita He was granted permission to continue with live music until notified otherwise. Ban Bailey of The Elk River Planning Commision and Neil Larson, presented the final plot plan for Towns Edge Com-t for approval. Moved by Councilman Hudson and seconded by Councilman otto, to accept the Towns Edge Court Plot Plan-as presented. Motion unaminously carried. Moved by Councilman Otto and seconded by Councilman Syring to charge the following fees for use of the aerial surveys: $50.00 for the use of the surveys for the first 40 Acres and $50.00 for each additional 40 acres or portion thereof. Motion unaminous- ly carried. Dan Bailey, representing the Elk River Planning Commission, recommended that the Village Council pass an ordinance that a,garage be required with new one-or-two family residences. Sample ordinances were reviewed. Discussion on federal monies being allocated to the state under the Federal Emergen- cy Employment Act of 1971, to create public service jobs at the local level. $64,000000 has been allocated to Sherburne County. Local units would be required to provide at least 10% of the program co~ts. Dan Bailey expressed the need for basic maps of the streets with all the utility lines ,drawn in, while we still have available, men who are familiar with their locati.ons. County for funds in the amount of $12,000..00 under the Federal Emergency Employment Act of 1971, as salary towards ~mployment of a p~rson or persons to ~p the village streets and utility lines. Motion unaminously carriedo Robert Milne was present and expressed an interest in hand- ling the sale of bonds for financing our 1971 improvements. Moved by Councilman Syring and seconded by Councilman Hudson, to sell general obligation Improvement Bonds for approximately $90,000.00, for financing the 1971 Sanitary Sewer, Watermain and Street improvements, to be paid over a period of ten years and to enter in to a contract with Robert D. Milne and Associates to serve as our financial advisor. Motion unaminous. ly carried. Moved by Councilman Otto and seconded by Councilman Konop, authorizing the Mayor and the Deputy Clerk-Treasurer to sign a stipulation between the Village of Elk River and the Minnesota Pollution Control Agency for certain improvements in our sanitary' sewer system. Motion unaminously carried. A copy of the Stipulation is attached. Moved by Councilman Hudson and seconded by'Councilman Konop, to place a. slurry coat on Jackson and King Avenues between' Ivlain Street and Highway 10, cost approximately $900.00. Motion unaminously carried. Hoved by Councilman Syring and seconded by Councilman otto, approving the plans andospecifications for sanitary sewer and watermain extensions in Towns Edge Court in the Johnson Plat. Motion unaminously carried. Moved by Councilman Syring and seconded by Councilman otto, to proceed with a 5 year p~ogram for acquisition of property for recreational use through the LAWCON Program. t-iotion Unaminously carried. Theapplications for th~ position of police officer were re- vievled. After considerable discussion, moved by Councilman Konop and seconded by Councilman Hudson, that we hire two full time police officers and offer the positions to Charles Swanson and Joseph Zerwas at a monthly salary of $625.00 each, to serve a 6 months probationery period, pending acceptance by the successful appli'Cants. If Joseph Zerwas declines, the position will be offered to Martin Koskela. Motion unaminously carried. Moved by Councilman Syring and seconded by Councilman Konop, to accept the plans and specifications for the fire station as presented by Peter Racchini and Associates and authorizing the Deputy Clerk-Treasurer to advertise for bids in the officia village paper and the Construction Bulletin on Sept. 9 and Sept. 16, 1971, ~~th bids to be taken at 8:00 pm, Tuesday, Sept" 28, 1971, in the Council Room of the Village Office Building in the Village of Elk River.
