The regular semi-monthly meeting of the Elk River Village Council was called to
order by Mayor Bartelt on Sept. 20, 1971 at 7 :30 pm, in the Council Room of the
Village Office Building. Members present were Mayor Bartelt and Councilmen Hudson,
Syring and Konop.
The minutes of the Aug. 18, 1971 special meeting, Aug. 24, 1971 special meeting,
Aug. 31, 1971 special meeting, Sept. 7,s~97l special meeting and Sept. 7, 1971
regular meeting were read. The minutes of the Sept. 7, 1971 regular meeting
were corrected as follows: Moved by Councilman Hudson and seconded by Councilman
Konop to place a slurry coat on Jackson and. Lowell Avenues between Main Street
and US Highway 10, cost approximately $900.00. The minutes were then approved as read.
Lloyd. Anderson'and Nate Osvold were present and reported that they were purchasing
from Dean Bailey, the property west of the Bailey Feed Co., comprising the coal
and storage sheds. They requested permission to install a s~ptic tank type sanitary
system on the west end of the property so that they can have restroom facilities
as they plan to convert and upgrade the west building in to offices. If permission
is not granted, they would use this building for a warehouse only, '\\rith no change in
outside appearance other than paint. A septic tank type sanitary system was found
agreeable with the Council as a hookup to the village sanitary sewer system is not
ecomically feasible.
Lloyd. Anderson also reported that they are negotiating towards moving the Houlton
house from the 1st National Bank property located on Main Street at King Avenue.
The house, in 2 units, would be moved North on King Avenue thence liiest on U.S.
Highway 10, departing on U.S. Highway 10 after 1:00 am. They requested permission
to block King Avenue across from the Farm Service for about 7 or 8 hours. l-lr.
Anderson was advised to contact the Fire Department to ~earn their feelings and to
report back to the Council. '
A meeting with the Elk River Utilities Commission convened, Arthur Erickson,
William Patenaude and Richard Burgoyne in attendance.
Mr. Erickson reported the cost of the new gas fueled generating unit, the building
to house this unit and the switchgear equipment, would be in excess of $900.000.00.
The present gas pressure might be insufficient for satisfactory performance of this
new unit and a 4 inch gas line, which would be at the e~ense of the successful
bidder, might have to be laid.
The Council advised the Commission that they should consider a increase in water
and electric ra.tes'etlfeetive 1-1-72 and that they should make application now, so
that when the government price-wage freeze is removed, all the ground work would
be completed.
The Commission reported on the problem 'of homeowners in the new additions asking
for street lighting. Agreeable that 'some kind of a minimum requirement standard
should be set, such as 5 homes 'in a given block to 'qualify for street lighting.
The Utilities need 'some guide lines as cost-wise, it is too much of a burden on
placing street lighting in partially developed residential areas.
Mayor Bartelt reported that the Vin Holzem property East of the water tower might
be available f or sale, and that the Commission should pursue as there presently is
no access to the East end of the tower.
Rex Oetinger was present and discussion followed on whether he would be interested
in becoming building inspector and zoning administrator for the Village of Elk River.
Building permits and inspection fees would be rarsed to meet these coots. Nothing
was finalized. Hac Gibbon reported that the state building code will be available
after the first of the year and that we should adopt by ordinance, the state code
when it is available.
Scott Gile, Wayne Robertson, Tom Hellerstadt, Doug Wilkes, Pete Nogle and Miles
Robertson were present and registe~ea a complaint against part time police Officer
Kenneth Van Patten, regarding a incident involving 2 girls/17 and 18 years old,
that the first four named boys had witnessed the evening of Aug. 8, 1971 at Lake
Orono North of .the swimming beach. They requE$ted" that t{1e Council ask for Van
Pattens resignation. After considerable disiussion, they were ag.vised that the
incident would be looked in to and if necessary after both sides of the story are
heard, appropriate action would be taken. /)
Larry Peterson was present and asked to be rehired as Clerk-Treasurer, his condition
having returned to normal. He was advised that it would be taken under advisement.
Building permits for Elk River Lumber, Elk River Concrete Products (3) and Ernest
Slanga were approved. ' ,
The Council approved taking down the trees behind Rays Candy, with the owner
sharing in some of the cost.
Moved by Councilman Syring and seconded by Councilman Hudson, to grant a variance
for the front yard setback to Fa! th Fellowship Church for the construction of a
garage. Motion unaminously carried.
After serious consideration, it was concensus of the Council, ,not to rehire Larry
Peterson as Clerk-Treasurer.
No further business, the meeting adjourned.
