Members Absent: Commissioners Jennifer Wagner and Charlie Blesener
Staff Present: Economic Development Director Amanda Othoudt, Economic
Development Specialist Colleen Eddy, and City Clerk Tina Allard
I. Call Meeting to Order
Pursuant to due call and notice thereof,the meeting of the Elk River Economic
Development Authority was called to order at 5:31 p.m. by President Tveite.
2. Pledge of Allegiance
Pledge of Allegiance was recited.
III 3. Consider Agenda
Commission Westgard added a discussion under General Business regarding the Elk
River Area Chamber business survey.
Moved by Commissioner Christianson and seconded by Commissioner Ovall
to approve the May 20,2019, agenda as amended.
Motion carried 4-0.
4. Consider Consent Agenda
Moved by Commissioner Ovall and seconded by Commissioner Christianson
to approve the following consent agenda:
4.1 April 15,2019, EDA Minutes
4.2 Check register as outlined in the staff report.
4.3 Balance sheet as outlined in the staff report.
4.4 Revenue/expenditure report as outlined in the staff report.
Motion carried 4-0.

5. Open Forum III
No one appeared for Open Forum.
6. Public Hearings
There were no public hearing items.
7.1 Beautification Award
Ms. Eddy presented the staff report.
Tamara Ackerman,Beautification Committee member,discussed the Die Concepts,
Inc.,renovation and introduced the owners of the business, Fred and Sherri Trapp.
The Commission felt it was a good selection and thanked the Trapp's for improving
the property.
Moved by Commissioner Westgaard and seconded by Commissioner Ovall to
recognize Die Concepts, Inc.with a city beautification award for May 2019.
Motion carried 4-0.
7.2 Director Report III
Ms. Othoudt presented the staff report. She noted Bryan Provo submitted his
resignation for the Economic Development Authority. She stated she is sad to see
him go and he was a very helpful and beneficial asset.
The Commission concurred.
7.3 Elk River Area Chamber of Commerce Business Survey Status
Commissioner Westgaard stated goals of the EDA and Chamber were to complete a
survey of local businesses, analyze the results, and set priorities for the future. He
expressed concerns with inactivity from the survey;thereby creating perceived
credibility issues within the community. He requested permission to work with the
Chamber to facilitate a way to conclude the survey. He stated his intent would be to
have actionable results and action items for 2020 budget planning.
The EDA concurred and consensus was to allow the facilitation by Commissioner
Westgaard.

River Economic Development Authority at 5:49 p.m.
