The regular semi-mortthly meeting of the Elk River Village Council was called to
order by Mayor Bartelt on Oct. 18, 1971 at 7:30 pm in the Council Room of the
Village Office Building. Members were present as follows: Mayor Bartelt and
Councilmen Hudson, Syring, Konop and Otto.
The minutes of the Oct. 4, 1971 regular meeting and Oct. 13, 1971 special meeting fJ
were read. There were no additions or corrections and the minutes were approved " "
as read.
William Bartush made application for the renewal of the on-sale 3.2 beer license
at the Eagles Club. ' Referred to the Folice Department for their recommendation.
~tt. Bartush also made application for a offsale 3.2 beer license. Referred to
the Village Attorney for a ruling on whether a private club can have a offsale license.
William Mills, Village Engineer was present and discussion followed on upgrading
our present sanitary sewer system to meet PCA standards.
Per a letter from the Pollution Control Agency dated Aug. 10, 1971, moved by,
Councilman Syring and seconded by Councilman Otto, authorizing William Mills, Village
Engineer to do a study in upgrading our present sewer system to include the pro-
jected expansion for both 10 and 20 years and to include an area North and ltlest of
the Village and directing Mr. Ydlls to work with the Planning Commission. Motion
Unaminously carried;
Dis cussion wi th ~lr. '}Jlills on the 1971 Street program, with the following comments:
The drainage on School Street is poor. It was suggested that the storm sewer be
extended further west on the south side. The street project was completed on Oct.
14, 1971, whereas the contract called for a Oct. 1, 1971 deadline. The street
paving on 5th Street and Vernon Avenue were not satisfactory.
Moved by Councilman 'Otto and seconded by Councilman Syring, ,to establish a set fee
of $10.00 for all building permit applications, plus the building permit surcharge
fee that is due to the State of Minnesota which is based on valuation. $5.00 of
the fee is to be returned to the Zoning Administrator. Motion unaminously carried.

till's. valliam Toth, representing the neighberhood property owners, filed a verbal
complaint against the Grover Malrupe property located on Gates Avenue at Main st.
The property is infested. with rodents and being a general health, safety and fire
hazard. till's. Toth was advised that the Health Officer, Fire ehief and Fire ~Arshall
will be contacted to make their inspections and file their recommendations.
Moved by Councilman Hudson and seconded by Councilman Konop, to grant the renewal
of the onsale and offsale 3.2 beer licenses at Sachs Riverside Store. Motion unam-
inously carried.
Lester Derr reported that the one long sewer line that services the residences of
Russell Sass, Ann Olson and Bill MacGregor, is causing problems. Referred to the
Village Engineer for his recommendations.
Moved by Councilman Syring and seconded by Councilman otto, to adopt the 1971 budget
as follows: General Revenue (40 Mills) $48,000, Utilities (6Mills) $7,200.00,
Library (7 Mills) $8,400.00, Fire Station Bond (8 ~ulls) $9,600.00, Sewer Bonds (
$8,400.00, Firemen Pension (.1 Mill) $120.00, PERA (6.5 Mills) $8,000.00, Public (J)
Works Re:srerve C3 Mills) $3,600.00" Parking Facility (.5 Ifill) $600.00, a total of
approximately 78.1 Hills. Motion unaminously carried.

Per recorrnnendation from the :Elk River Library Board, moved by Councilman Syring and
seconded by Councilman otto, that the Elk River Library join with Sherburne County
in becoming a part of the Great River Regional Library System, subject to the Village
Attorney's approval of the contract. t-'lotion unaminously carried.
Moved by Councilman Hudson and seconded by Councilman Konop, to accept the mainte-
nanc~with Sherburne County in the amount of $1,500.00. Motion unaminously carried.

Moved by Councilman Otto and seconded by Councilman Syring, granting permission to
the Elk River Youth Hocke:V:'/Association, to install a septic tank and drain field as
the sewage dis posal system at the ice arena. Motion unaminously carried.
Hoved by Councilman Syring and seconded. by Councilman Konop, to close the following
accounts: Liquor Bond and Interest Revenue Fund, with balances as follows: Checking
account $1,284.06, C.D. $1,375.00, and to transfer these monies in to the Village
General Fund. Motion unaminously carried.
Moved by Councilman Syring and seconded by Councilman Otto, establishing the hours
9:00 am until 7:00 pm, for the polls to be open for the village election. Hotion
unaminously carried.
Agreeable that the 2,000 gallon gas tank will be permanently placed east of the iron
removal building.
Applications for the position of Village Clerk-Treasurer were reviewed. Agreeable
to call in Duane Theisen, David Fulton and Charles Savela for personal interviews.
No further business, the meeting adjourned.
