order by M<=>yor Bartelt on Nov. 1, 1971 at 7:30 pm in the Council Room of the
Vill<=>ge Office Buildingo Members ~ere present as follo~s: ~yor Bartelt and
Councilmen Hudson, Syring Konop and otto.

Charles Beck mpde applicption for ~. on ~nd offsale 3.? beer license ~nd a setup
license at Tonys Bar located at 619 Highway 10..
Dan Greene <=>nd ~l Froehlich, local insur~nce agents, ~ere present regarding the
pack<>ge insurpnce proposals. DP.n Greene, representing First National egency,
presented his se~led proposal. Mr. Froelich, representing First state 6gena,y,
reported that he has no proposal to present. His unde~riters do not feel it is
the right ~pproach and it is net a standard practice in smaller municipalities.
After discussion, it ~aS decided to extend acceptance of the package insurance
proposals until our next meeting and that no further propospls ~ill be accepted
as a package deal a.:f'ter our Nov. 15, 1971 meeting.
Moved by CounciL"Mn Syring and seconded by Council1J1pn Otto, to adopt the resolution
concurred by the Utilities Commission in providing for the issuance and sale of
$1,015,000 Electric Revenue Bonds of 1971. Motion unaminc>usly carried. t>. copy of
the resolution is attached.
John M~cGibbon, reported that a private club or organization can not be issued a
offsp le beer license. This ~8.S in reference to a request received from the Eagles
Club for a off sale license.
Mr. & ~~s. Wm. Toth were present regarding the ~~lrupe property; They were advised
th~t no reports 'have been received from the He~lth Officer, Fire Chief or Fire
}~rshall, although they have been contacted. These reports will be available for
our Nov. 15, 1971 meeting. MacGibbon advised that the complainants can file a
citizens complaint and the court ~ould then rrmke a decision..
A special meeting waS scheduled for 7:30 pm, Monday Nov. ??, 1971, with John
MacGibbon, for codification of the village ordinances.

Clerk-Treasurer; WaS held.

sale 3.? beer license and a setup license to Charles Beck at 619 Highway 10, with
the understandirigtb~t there are to be no minors. Motion unaminously carried.
Moved by Councilman Syring and seconded by Councilman Otto, to grAnt the renewal
of the onsAle 3.'7 beer license 8.t the Eagles Club. Motion unamjnously carried.
Police Chief Ols.on reported on the operation of the ridl'lr set for a'pproxima.tely
three weeks in October, resulting in 9 arrests and J7 warnfngs:

Per request from Olson, Agreeable to purchase a CAge for the police c8.r, which is
installed between the front and rear seat, cost Approximately $39.00.
Olson requested permissjon to send Police Officer Swanson to the police refresher
course school f,-;-r one week beginning Nov. ?9, 1971.There his no chl'lrge to the
village. ~gree~ble by the Council! but Olson WaS advised to adjust the shift
schedule so that there is no extra time involved.
Olson waS advised that nothing could be done as far as a SAlary increase until

Discussion on the extra work Olson has been logging. Olson reported that the
current bill is high a ccount breaking in the two new officers. He .w>, s advised
that future calls should be handled strictly by tEe officer on duty and that his
off duty calls should be on I'l very limited bl'lsis.
A special meeting WI'lS scheduled for 7:30 pm, Monday Nov. 8, 1971, for the purpose
of interviewing Donald Kruse for the JOD of mapping th~ village streets and utility
lines.
