12-06-1971 VCM o ~ :) The regular serni-monthly meeting of the Elk River Village Council was called to order by Mayor Bartelt on Dec. 6, 1971 at 7:30 pm in the Council Room of the Village Office Building. Members were present as follows: Hayor Bartelt and Councilmen Hudson, Syring, Konop and Otto. The minutes of the Nov. 15 1971 regular meeting, Nov. 22, 1971 special meeting and the Dec. 1, 1971 special meeting were read. There were no additions or correction and the minutes were approved as read. Moved by Councilman Konop and seconded by Councilman Syring that we reduce the 1972 LibraJ Levy fund from $8400 to $7200. Motion unaninously carried. Moved by Councilman Hudson. and seconded by CounciL'Ilan Konop that 40/0 of the Clerk- Treasurers salary shall be charged against the Liquor Store Account. Motion unaninously carried. Discussion on the Liquor Store Holiday 910sing hours were agreed ~pon as follows: 5:00 pm Christmas Eve and 10:00 pm New Years Eve. Per written request from Harold Adams, moved.by Councilman Otto and seconded by Councilman Konop to accept the resignation of Harold Adams from the Elk River Library Board and to appoint Clifford Lundberg to fill the unexpired term. Motion unaninously carried. }foved by Councilman Hudson and seconded by Councilman Syring to reappoint }ilrs Joyce Heyer to a three year term on the Elk River Library Board. Hotion unaninously carried. At 8:00 pm the assessment hearing for the 1971 San Sewer and Watermain Improvements convened, Village Engr. Wm Valls in attendance. Mrs. To~iassin questioned being assessed for footage of low land, and ~lr. and Mrs. Granlund felt that they were being assessed for more footage that they actual owned. Village Engr. Wm Mills will check out the properties in question and report back to the council. Moved by Councilman Konop and seconded by Councibnan Otto to adopt the Assessment Roll for the 1971 Sanitary Sevier and Water1Il!in assessments, vdth the exception of the Granlund, Baumgartner and Tobiassen assessments, as calculated by the Village Engineer and to certify them to the County Auditor for collection through the annual taxes over a 10 year term. The interest on the unpaid balance to be 7% to start acruning Dec. 7, 1971. Motion unanminously carried. Moved by Councilman Syring and seconded by Councilman Otto to adjourn the 1971 Sanitary Sewer and Watermain assessment hearing to reconvene at 5:00 pm Tuesday Dec. 7, .1971. ~otion unanminously carried. At 8:30 .pm the assessment hearing for the 1971 Street and Storm Sewer Improvements convened. Village Engineer Wm Mills in attendance. Robert 'desterlund, Victor Aronld, and Glen Ertel made verbal complaint that street gravel left on lawns and drive-way approachs left with a drop off. Stan Guth representing Builders Land Co. questioned the Storm Sewer Assessment on School ~treet. The adjacent property owners to the improvement were being assessed the entire cost where as he felt that the cost should be pro-rated to all the property owners.vd.thin the water shed. After di~cussion it was agreeable that the ditchs should be filled in along school street and to table the Storm Sewer Assessments until the imorovements have been completed }loved by Councilman Hudson and seconded by Councilman Syring to adopt the Assessment "" Roll for the 1971 Street Improvements for Vernon, York. and Wand Avenues, 5th and 10th ~ Streets as calculated by the Village Engineer and to certify them to the County Auditor for collection through the annual taxes over a 10 year term, the interest on the unpaid balance to be 7% to start acruing Dec. 7, 1971. Motion unaminously carried. Moved by Councilman Otto seconded by Councilman Hudson directing the Village Engineer to respread the school street assessment roll excluding the cost of the storm sewer improvement. Hotion unaminously carried. Moved by CounciL~n Syring seconded by Councilman Otto to adjourn the 1971 street Assessment hearing to reconvene at 5:00 pm Tuesday Dec. 7, 1971. Moved by Councilman otto seconded by Councilman Syring authoriz~ng the Elk River Utilities Commission to increase all light and power rates by 8% to be effective Jan. 1, 1972. Motion unaminously carried. Discussion on the over-time of department head personel nothing was resolved but some conclusion will have to be made.
