10-04-1971 VCM D D ~ The regular semi-monthly meeting of the Elk River Village Council was called to order by Mayor Bartelt on Oct. 4, 1971 at 7:30 pm in the Council Room of the Village Office Building. Members were present as follows: Mayor Bartelt and Councilmen Hudson, Syring, Konop -and otto. The minutes of the Sept. 20, 1971 regular meeting and the Sept. 28, 1971 special meeting were read. An addition to the Sept. 28, 1971 special meeting as follows: Agreeable by the Council not to schedule any motll. work hours for Police Officer " Van Patten until matters are resolved. The minutes were then approved as read. Sherman Sachs made application for renewal of his on and offsale 3.2 beer license at Sachs Riverside Store. Referred to the Folice Chief for his recommendation. CounCIlman Syring reported on the tax meeting that he attended. 1973 valuation will be based on 100% of the value of the property and the mill rate will be reduced by two thirds. Mobile Homes will be taxed as personal property. The State has recommended an 25% increase in property valuation. The County Assessor expects to hold to 20%. Discussion with Mac Gibbon on the letter received from Sam Peterson, asking that the Council reconsider and to rehire Larry Peterson as Village Clerk-Treasurer. Mac Gibbon will answer lf~. Petersons letter asking on what medical testimony he can 'give, that would assure the village that this illness will never return and to advise him that Larry Peterson has a full time position at the High School, that he voluntary submitted a resignation when in his normal condition and that the Council has accepted it. Moved by Councilman otto and seconded by Councilman Syring to accept the low bid of the Antler Corporation for the construction of the fire station, The Antler Corporation and their sub-contractors being judged responsible and competent by the architect and authorizing the Mayor and the Deputy Clerk-Treasurer to enter :!in to a contract with the Antler Corpn., in the amount of $94,523.00, subject to final approval of the contract by the Village Attorney. Motion unaminously carried. Councilman Syring reported the appraised value of the Gospodor property is $85,000.00. Moved by Councilman Hudson and seconded ,by Councilman Syring, to call fora referendum, authorizing a .5 l-'lill or maxilIium of $l,ooO.OO,.tax levy for advertising purposes. lviotion unaminously carried. A copy of the resolution is attached. Moved by Councilman Syring and seconded by Councilman Otto to amend the Sept. 7, 1971 resolution regarding fees for use of the aerial survey to readoas follows: To charge a flat fee of $50.00 for each usuage regardless of plat size. Motion unaminous ly carried. Agreea~a by the Council that trees located on the boulevard in front of the 1st National Bank property located at Main Street ani King Avenue, may be removed by the property ownero Discussion on the 2000 gallon gas.. tank that was authorized for purchase from the Sherburne eounty Farm Service. Agreeable to store the tank at the sewer disposal plant and the permanent location for this tank will be decided at a subsequent meeting. Upon reconnnendation by the Elk River Planning Commission) moved by Councilman Syring and seconded by Councilman Konop, to rezone from R-4 to 1-2 (General Industrial), (~ the area South of the South line of 6th Street and West €lf Jackson Avenue. Motion unaminously carried. . f Upon recommendation by the Elk River Planning Commission, moved by Councilman Hudson and seconded by Councilman Konop, to rezone from R-3 to C-l (Hospitals, Health Centers Etc), the property of the Guardian Angels Foundation located in Lot 10, Block 4, Aud. Sub Division No. 5 and in the 5W~of N\.I]~ of Sec. 34, Twp. 33, Rng. 26. Motion unaminously carried. Upon recommendation by the Elk River Planning Commission, moved by Councilman Hudson and seconded by Councilman Otto, that the zoning ord~nance be changed to require that a garage of at least 14 x 22 feet be constructed for each dwelling unit for one or two family dwellings. 1-1otion unaminously carried. Mayor Bartelt reported that he has appointed Rex Oetinger as Zoning Administrator. Approval was voiced by the Council mem1:?ers. A ~rsonal interview with Robert Jacobs for ~he position of police officer was heldo Mr. Jacobs reported that he would need to retain his supplemental job working Friday and. Saturday nights, if he was to accept the police officers posi tiono Councilman Hudson reported on the Liquor Comnuttee's recommendations regarding closing hours and music for ,the various beer establishments and Clubs in the Village. Sunday through Thursday, a 12 midnight closing; Friday and Sturday nights, a 1:00am closing. Live music ,on Friday and Saturday nights only, with no minor~. After discussion, moved by Councilman Hudson and seconded by Councilman otto, that all beer establishments and clubs are to close at 12 midnight Sunday through Thursday, with Friday and Saturday option to close at 1:00 am, to be effective Nov. 1, 1971. Mot~on unaminously carried. The Municipal Liquor Store will continue to close at 12:00 midnight each night. Police Chief Olson requested permission to rent a ~adar set for 3 months at $58.51 per month. If purchased within 3 months, the rental applies on the purchase. Agree- able to rent a radar set but for one month at a time. . The 1972 budget was tentatively set as follows: General Revenue 40 Mills ($48,000), Utilities 6 Mills ($7,200.00), Library 7 Mills ($8,400), Fire Station Bond 8 ~dlls ($9,600), Sewer Bonds $8,400.00, Music .5 Mill ($600), Firemen Pension 01 Ydll ($120), PERA 6.5 Mills ($8,000), Public \<lorks Relirerv,e 3 I-fills ($3,600), Parking Facility .5 Mill ($600.00, a total of agproximately 7806 Mills.
