VILLAGE COUNCIL OF ELK RIVER

The regular semi-monthly meeting of the Elk Hiver Village Council Hes called to order by
l'1a,yor Bartelt, on March 20, 1972 at 7 :30 pm. in the Council Hoom of the Village Office
Building. Hembers were present as follows: Hayor Bartelt, Councilmen Hudson, Konop,
Syring and Otto. Village Attorney John MaeGibbon in attendance.
The minutes of the March 6, 1972 regular meeting and the minutes of the March 14, 1972
special meeting were read. There were no addition or correction and the minutes were
approved as read.
Hr. Patenaude of the Utilities meet with the Council regarding the awarding of the Village
insurance coverages to either of the two bidders First State Insurance Agency or First
National Insure,nee Agency. Hr. Patenaude stated that he would be agreeable with what-
ever Agency the Council decided to award the Agent of Record too.
Hoved by Councilman Otto and seconded by Councilman Konop to award the Agent of Record
to First State Insurance Agency of I:lk River and all unexpired polices presently in
effect will be picked-up by First State Insurance Agency as they expire, further stip-
ulate that the Agent of Record present a review of all polices to the Council on an
Annual bases. Motion unaminously carried.
Mr. Hills Village Engineer presented to the Council his projected sewage system survey
report along viith his recormnendation for the Councils review.
Moved by Councilman Syring and seconded by Councilman Otto to accept the report as sub-
mitted by Mr. Hills and order the project, and authorize and direct the Village:~ngineer
to fOri'ffird the plan of criteria to the Minnesota Pollution Control Agency also authorize
and direct the Village Attorney and Village jngineer to make application for a Federal
Grant. fiotion unaminously carried.
John MacGibbon Village f\ttorney advised that the Council meet with the TOvm Board of
Elk River along with the Village Planning Commission for the purpose of proposing a
pla.n for orderly annexation or annexation services.
14r.i Nills recommended th<'ct the Council should take under consideration the possibility
of increoising the seVier connection fee cha.rges and also the individual sewer 1JSage
charges to comply with the fees and ch0.rges of other Villages.
Hr. Nills also submitted a drawing of a proposed dre.inage system plan for Railroad Drive
for the Councils review.
The Council approved the purchase request of the t!;unicipal Liquor Store for a nevI ice
cubing machine and to dispose of the old machine at the best price available.
Councilman Hudson will check into the possibility of repairing the old tank truck as to
its fea,sibility versus the purchase of a used truck. The Council approves whatever
decision is attai;d.

The C01mcil approved the attendance of two (2) Villa,ge Street-Plant employees to the
Wastevi8.ter Operators Institute to be held April 10,11, and 12th and authorize Les Derr
the authority a.s to which tvro (2) employees he wants to have attend.
[loved by Councilman Syring and seconded by CounciJJnEm Otto authorizing the street Depart-
ment to proceed with the purchase request for a Sludge Pump in place of their request
for a steam generator which was approved at the J'.iarch 6, 1972 meeting.

The Council approved the Clerk-Treasurers recol11'l1enc'ition to have the Council Ninutes
ma,iled to each J\iember for their approval as mailed. J'linutes to be mailed as soon
after each meeting is held.
The mailing of the list of bills for payment would be tried on a trial bases at which .
time the Council will review its feasibility before authorizing final approval.
