Tae regul;;,r semi-monthly meeting of the Elk River Village Council .vas called to order by
Mayor Bartelt, on April 3, 1972 at 7:30 pm. in the Council Room of the Village Office
Building. Hembers were present as follows: ~/;ayor Bartelt, Councilmen Hudson, Konop, Syring
and Otto. Village ',ttorney John MacGibbon in attendance.
The minutes of the March 20, 1972 regular meeting were rrailed March 23, 1972. All members
received and read the minutes, there were no additions or corrections and the minutes were
approved as mailed.
Rex Oetinger Village Building Inspector met with the Council regarding a variance waive:c
setback of 5 feet of backyard space for a house to be built on the odd shaped lot on Xenia
and 111and. The Council agreed that a letter fmblnitted by the Planning Corrrrnission recommend-
ing the 5 foot setback to the Council vmuld be approved.
The Council authorized the Village Building Inspector and Clerk-Treasurer to attend the
Ivlunicipalities State Building Code Dinner l~eeting to be held April 26, 1972 and to pay
the .CO fee for e8,ch person attending.
Hayor B2.rtelt reviewed the letter received from the First National Bank of Llk River re-
Questing the Village to facilitate the tie in with the banks new facility and the streets
a,nd also to assist in providing off street parking. The Street Committee was instructed
to resolve their requests as stated in the letter of }larch 23, 1972.

Village Council to extend l^mtermain extensions into the easterly portion of the Industrial
Park and to have the assessments spread over a 20 year basis.
Moved by Councilman Otto and seconded by COlL.'1ci~llan Syring to call for a prelL~inary
engineering report for watermain extensions into the easterly portion of the Industrial
Park to be prepared by Bill Mills Village Engineer. Motion unaminously carried.
The Public Hearing of vacation of land dedic&ted to streets convened at 8:00 pm. There
was no one present for the hearing in opposition. Cliff Lundberg was in attendance in
behalf of Alfred Brown Jr.
IvIoved by Councilman Syring and seconded by CounciL~an Hudson that as there was no one
present at the hearing in opposition it was felt to be in the best interest of the
community to processed to vacate the street as presented in the notice. A copy of the
resolution is 8,ttached. i"lotion unaminously carried.
The Council discussed the nroblem of the ditches on School street as to what course of
action should be taken. Councilman Syring to meet with Lester Derr and Bill Hills to
see what would be the most feasible solution.
jI~oved by Councilman Hudson and seconded by Councilman Eonop to authorize up to ~~500.00
expenditures to resolve the School street ditch project. iIotion unaminously carried.
At 8:30 pm. Jvlayor Bartelt declared the taking of the bids for the new patrol car be closed.
The bids received were as follows:

Hoved by Councilman Hudson and seconded by Counci~nan Syring that the Village accept the
bid for the purchase of the new patrol car submitted by Country Chrysler at the bid price
of ,863.00 with trade-in. Motion unaminously carried.
Northwestern Bell Telephone Co. letter requesting permission t.o place buried cable on
ring /\ venue and l'>iain street was reviei'ied by the Council.
Hoved by Councilman Syring and seconded by Councilnan otto to grant Bell Telephone Co.
perl1ission to pla.ce the buried cable as presented in their sketch r~lan.

The Clerk-Tree.surer was instructed to draft a letter to Hi!lnesota High\vay SafE!t:y Dept. .
requesting installation of a green arrOvl n.t the intersection of Highway 10 and ,Jackson
Avenue for the East bound traffic turning left onto .Jackson Avenue. The Clerk-Treasurer
was further instructed to draft a letter to Burlington Northern Railroad regarding the
rough condition of the Jackson Avenue Signal Crossing and the unsightly view of the
block foundation along the tracks.

taking of the Bids for the ;1:.114,000 Fire Station Bonds be closed.

Moved bv Councilman Otto and seconded by CounciL>nan Eudson to accept the form and details
of the ~.114,000 Fire Station Bonds. Acopy of the resolution is attached. Hotion
unaminously carried.
Represenatives of The Cisego Town Board TILeet with the Council regarding their new fire
contract. Trley questioned the word composition of the contract as to the fees for the
first half hour of each call and for each subsequent half hours or fraction thereof of
each call.

Village Attorney John MacGibbon made the necessary corrections on their contract.
The C~sego represenatives stated they would accept the contract as corrected and return
to the Council upon signing.
Hoved by Councilman Hudson and seconded by Councilman Syring to accept the motion of the
Planning COIDrrQssion to change the Zoning Ordinance, Subdivision 13 of Section 7 pertaining
to the density of Hobile Homes in authroized Eobile Home Parks as stated in the a.ttached
letter. Motion unaminously carried.
r-1oved hy Councilman otto and seconded by Councilman Konop that Patrolman David Hofstad
has satisfactory completed his six months probationary period of employment.
Motion unaminously carried.
Police Chief Bob Olson reported to the Council of v8.rious schools that he felt should be
at.tended by someone on the force. As these schools are not to be held until sometime in
May Council action would be deferred at this time.
A Swimming Program to be held for this SUL1Jiler WFS approved by the Council.
