VILLAGE COUNCIL OF ELK RIVER

The regular semi-monthly meeting of the I.'lk River Village Council was called to order by
l1ayor Bartelt, on April 17, 1972 at 7:30 pm. in the Council Room of the Village Office
Building. Hembers v:ere present as follows: r:;ayor Bartelt, Councilmen Hudson, Konop, Syring
and Otto.
The minutes of the April 3, 1972 reg'llar meeting were mailed and the minutes of the Special
meeting of April 6, 1972 were mailed. f\.ll I\Iembers received a,nd read the lninutes there
vTere no addition or correction and the rninutes were approved is mailed.
Hr. Donay me<t', with the Council and presented his plans to hold a Folk Rock Festial on
June 17, 1972 at the Elk River Thec'.ter Building.
Rex Cetinger metl~ with the Council and reCOHlnended thc:~t a letter be drafted to accompany
the building pc:rrnit apnlications stating thcit tbe applicant check with the utilities,
phone and gas companies 8S to the location of their services before starting construction.
1,1[1'. and Hrs. Edwa.rd clones with the Council in regards to speeding traffic along
Bald'h'in Avenue. There concern 1'!(iS due to~. toe la;rge number, of young) children living in

the area. Hr. Bob Conners and Hr. Jerry l.I1s-en also mct;t with the Council regarding
the speeding problems along Tipton and Upland Avenues. The Council advised the property
owners the,t the Police Department would be instructed to set-up radar check points e.t
various points in the Village in an effort to correct these problems.
}rill's review his Prelirrinary lJater Nain[i.xtension R.eport for the Industrial Park
Area project for the Council.
Richerd Gongoll representing the L:lk River Associn.ted Investors, Inc. stated that the
Association preferred the fllternatc Plan B with the 10 inch line.

~nginsering Eeport for a wc.ter main extension to the F.:lk River Industrial Park deted
April 17, 1972. Yotion unaminously carried.
IV'oved by Councilman Syring and seconded by CounciL'l1an Otto to acceptt'.lternate Plan B
with the 10 inch pipe line as presented in the Preliminary~ngineering report dated
April 17, 1972 and to call for the plan and specifications. fiotion unaminously carried.
The Council discussed the needs for tLis years street program. The street Committee
vdll ~'resent their reports.t the next scheduled Council m'eting. Councilman Konop
will check vrith and ap)':l;'l for a permit with Burlington IJorthern R.R. to run a drain
for a storm sexer alone Fing and Eailroad Drive.
Hr. j'acLean representing ]'ii nw$c. with the Council and reviewed their bid :'1'o1'osal
for the Village I:mployecs Group Insurance Progr8m.
l'Ir. Arnold Haehn mett with the C01Jncil cmd recuested their pSi.'Lission to park his pop
corn conces.sion stand for the surnrner months in the park area. The Council advised
Hr. Haehn tha.t the area thpt he request to park in belongs to the Highway Lepc<rtment
therefor the Council has no jurisdiction over.
Hr. Heehn said he would check with the Highway Department and also look for another
possible site.
Les Derr recommended that the dump go on sunmler hours to be effective April 21,., 1972.
The Council moved thr:t the dump hours be chang(~d to the SUltlmer hours and the Clork-
Treasurer is instructed to publish the hours in the local newsr'aper.
The Council discussed the :3chool street Ditch Froject. Les Derr was instructed to check
the grade levels and present this information to the Council at'}.the next Eleeting.
The Council approved the request of The Pc_rk Board for the purcha~ of two gates for the

fees at ~)3.00 per person and a maximum of t,12.00 per family, the wages per hour were
set as follows: ~~4. 50 for instructors and $,3.50 for life guards and ltobert Dahrr\s to be

Councilman Bob Syring revievved the business of the Park Bo,'rd heeting held April 12, 1972.
The next scheduled meeting of the Park Board 1;{(]S set for hay J, 1972.

The Council approved the G.h9.m.b"r :::1' Co:r;w,orce request to use the Village Council Chambers
for their rnonthly meetincss 1st and ?nd tuesdays of each month. The approval is extended
on a temporary bases in the event the property is left in an unorderly condition the
approval will be considered nul and void.
Moved by CounciL"nan !:onor and seconded by Cc:nmcill'lan Ctto to accept the Plan II of the
Hii Employees Group Insurance Frogram as presented in r.,ii bid proposal dated Harch 30,
1972 and to be effective June 1, 1972. liotion unaminously carried.
Hoved by Councibv:m Ctto 2nd seconded by Councilrran Yonop to 2.pprove the ~ist of
J>-Cuniciral Lieuor store bills for ra:n:::ent as presented and mailed. Copy of the listing
of bills for Ia:;rn~enti5' attached. lelotion unaminously carried.
The Council o.lF,roved the expenditure of ~50.00 for the Village to participate in Dram
Shop Insurance Study. This expenditure is an expense of the lIuniciral Liquor Store Acct.
