REGULAR SEMI7l-MONTHLY MEETING OF THE
VILLAGE COUNCIL OF ELK RIVER
HELD IN THE COUNCIL CHAMBERS OF THE VILLAGE OFFICE BLDG.
June 5th 1972 at 7:30 pm.
The regular semi-monthly meeting of the Elk River Village Council was called to order by
Mayor Bartelt on June 5, 1972 at 7:30 pm. in the Council Room of the Village Office
Building. Members were present as follows: Mayor Bartelt, Councilmen Syring, Hudson and
Konop. John MacGibbon and Bill Mills were ,in attendance.
The minutes of the May 15, 1972 regular meeting were mailed and the minutes of the
Special meetings of May 25th with the Minnesota Highway Department, the May 25th Special
Meeting regarding the Guardian Angels Foundation and the May 25th Special Meeting of the
Board of Review were mailed. All members received and read the minutes there were no
addition or correctionsand the minutes were approved as mailed.
Moved byyCouncilman Hudson and seconded by Councilman Syring to grant the renewal of
Ernie Carlson proprietor of The Main Taps Set-up ~cense. Motion unaminously carried by
a vote of 3-0.
Charles Solhein met with the Council in regards to the possibility of installation of
street lights for the intersection of School Street and Highway 169. The Clerk-Treasurer
was instructed to draft a letter to the Minnesota Highway Department requesting such
an installation.
Rex Oetinger met with the Council to inquire if a special permit would be required for
the installation of a business sign that overhung the sidewalk. The Council would see
no need for a special permit as long as the installation of the sign did not block the
sidewalk right away.
Arnold Engstrom representing the Sherburne County Fair Board met with the Council to
request funds be authorized from the Music Fund to be used for the purpose of treats
for vistt~g bands at the Fair ,Parade.
At 8:00 pm. Mayor Bartelt declared the taking of bids for Watermain Construction for
the Industr.ia-1Park Area be closed.

The awarding of the bid will be made at a subsequent meeting. Bill Mills will tabulate
the bids, submit a report and make his recommendation at our next regular meeting.
8:30 pm. The Public Hearing on the 1972 Street Improvements convened.
Tax Agent for Burlington Northern Railroad voiced his objection in behalf of the Railroad
to the paving of railroad drive as he stated that portionsof this street are infact
R~1lroad property and that the Village would have to obtain an easement or purchase this
property before any assessment could be attached.
The Council requested the Tax Agent for Burlington Northern to obtain some prices on the
properties as follows: Jackson Ave~ue to King Avenue, King Avenue on to the end of the .
Street and a conb~ed figure for purchase and easement costs.
Richard Gongoll and Robert Dare were present a~d question the high cost for the fill
that was needed for the ~~in Street Improvement. Bill Mills Village Engineer reviewed
these costs and stated that 2,360 yards @ $1.50 per yard would be needed the cost,per
yard of fill was based on present prices. It was also requested that a 2 hour parallel
parking be zoned for the South side of Sherburne County #12 (Main Street fbnl Lowell Ave.
to the East Exit of Andys Alley.
No other affected property owners appeared and the Public Hearing for the 1972 Street
Improvements was adjonneq.
Moved by Councilman Hudson and seconded by Councilman Syring that a 2hour parallel
parking be zoned for the South,smde of Sherburne County #12 (Main Street) from Lowell
Avenue to the East Exit of Andys; Alley, .Village of Elk River, Minnesota. Motion unaminously
carried by a vote of 3-0.
The Clerk-Treasurer ,was instructed to draft a letter to the Sherburne County Zoning
Administrator requesting the 2 hours parallel parking zoning change.
The Council instructed Les Derr to see to the removal of the tree on King Avenue by
Dares Funeral Service.
Moved by Councilman Syring and seconded by Councilman Konop ordering the Village Engineer
Bill Mills to proceed with the plans and specification of the 1972 Street Improvement
Program with the exclusion of Railroad Drive and UPA Drive. Motion unaminously carried .
by a vote of 3-0.
Bill Mills presented to the Council the addendum dated 5;15172 to the Preliminary Engineering
Report Interceptor Sewe~ and Sewage Treatment Plant Construction
The Clerk-Treasurer was instructed to summitt a progr~ss report to the P.C.A.

The Council approved Dave Hofstads. request for a variance waiver to his new address at
Riverview Addition.

Bob Olson met with the Council ando requested the following expenditures for Councils

Moved by Councilman Konop and secopded by Councilman Syring authorizing the expenditures
of $120.00 for Chief of Police Bob, Olson to attend the State Police & Peace Officers
Convention to be held in Duluth June 24-27th also authorize Dave Hofstad and Charles
Swanson to attend the pistol shooting event June 25tfr at Duluth and grant each a day off
to attend plus $25.00 each ~xpense money and to hire part-time patrolmen to fill in the.

The Council also au~hoDizeJthe purchase of a first aid k,t and a blanket for the. squad car.
The Council discussed the request for a PA System type speaker for the squad car, it was
felt that a standard weather proof type of speaker would be more feasible.

Councilman Tom Hudson stated that he would try this type of speaker on the squad car to
see if it would be ad~qaa~e, he also stated that he would check into the hook-up for the
radio remote for the Police Station.
Moved by Councilman Syring and seconded by Councilman Hudson authorizing the $500.00
for the Elk River High School Band trip to Winnipeg for the Red River Band Festival and
an additional $250.00 to be used at the discretion from the Music Fund Account. Motion
unaminously carried by a vote of 3-0.
Bob Olson informed the Council that he has been offered another job but has declined it
because he would rather stay here in Elk River, he there fore at this time requests a
salary increase.
The Council tabled his request at this time to be review again at a later date.
Moved by Councilman Konop and seconded by Councilman Syring to accept the resignation of
Mrs. Joyce Meyer and approved the recommendation to appoint Mrs. Kendall (Jane) Houlton
to fill the unexpired term of Mrs Neyer. JVIotion unaminously carried by a vote of 3-0.
Moved by Councilman Syring and secondedbpy Councilman Hudson wuthorizing the transfer of
$6,900.00 from the Liquor Store Fund Account to the General Government Account. Motion
unaminously carried by a vote of 3-0.
The Clerk-Treasurer wa.s instructed to obtain from the Le~gue of Municipali~ies sample
ordinances provid~ng for and regulation the disposal of refuse and garbage, licensing
refuse and garbage collection within the Village.
The Council authorized the 2,500.00 dollars for the revamping of the Off Sale Store to a
semi-self serve type store.
Moved by Councilman Hudson and seconded by Countil Konop requesting the Sherburne County
Highway Department to install a red and yellow flashing light for the intersection of Main
Street and Highway 169. Motion unaminously carried by a vote of 3-0.
The Clerk-Treasurer was instructed to draft a letter to the Sherburne County Highway Dept.
requesting the flashing caution light installation.

\//..Of. $150.00 for this year 1972 and $100.00 for last year 1971 to the Elk River Fire Department
for expense for 5 fireman to attend the State Fire Convention to be held in Grand Rapids
Minnesota.
The Clerk-Trea.sureS' was instructed to send letters to Burns, Ra~, and Elk River Townships
setting a deadline of Jui~/lst 1972 for receipt of the executed F~re Contracts.
The Council discussed the dedication and open house for the New Fire Station with Chief
Ll9Yd Barthel it was felt by the Council that the dates should be scheduledby the Fire
Department.
Moved by Councilman Syring and seconded by Councilman Konop to approve the list of
General Government bills for payment as presented. A copy of the list is attached.
Motion unaminously carried by a vote of 3-0.
