07-10-1972 VCM ~ REGULAR SEMI-MONTHLY MEETING OF THE VILLAGE COUNCIL OF ELK RIVER HElD IN THE COUNCIL CHAMBERS OF THE VILLAGE OFFICE BLDG. July 10th 1972 at 7:30 pm. The regular semi-monthly meeting of the Elk River Village Council was called to order by Mayor Bartelt on July 10, 1972 at 7:30 pm. in the Council Chambers of the Village Office Building. Members were present as follows: lv'JAyor Bartelt, Councilmen otto, Syring and Hud~wn. John MacGibbon was in attendance. The minutes of the June 19th 1972 regular meeting were mailed. All members received and read the minutes there were no additions or corrections and the minutes were approved as mailed. Ernie Carlson met with the Council regarding the renewal of his on and off sale non- intoxicating liquor licenses for the Main Tap. The Council tabled this matter for the July 24th 1972,meeting. The Council also discussed and reviewed with Mr. Carlson the recent complaints regarding the Go-Go-Dancing form~of entertainment used by the beer establishments of Elk River in recent months. Mr. and Mrs. Richard F. Smith met with the Council and submitted their applications for a Set-Up and on and off sale non-intoxication liquor licenses for the Elk Point Club. Mr. Smith stated that he plans to have a piano bar and vocalist and public dancing on week-ends. Moved by Councilman Syring and seconded by Councilman Otto te approve and grant the issue of a Set-Up and On and Off Sale non-intoxicating liquor licenses for the Elk Point Club, t'o Mr. andf'"rs.Richard F. Sinith. Motion ;'W1aminously carried by a vote of 3-0. Rex Oetinger Village Building Inspector met with the Council in regards to the Building Permit application for garage variances for Leo Wettstein and Ethel Wilson. Rex stated in behalf of the Planning Commission to the Village Council that the garage variances be approved as revised and presented as receommend by the Commission. Moved b}3 !~JW~:j..~u...Qt.to and seconded by Councilman Syring to approve and grant the issuing/\~oLeo5Wettstein and Ethel vJilson in their applications to build a garage with the variances as recommended by the Planning Commission. Motion unarrdnously carried by a vote of 3-0. Mr. Oetinger also stated the the new State Building Code requires inspection of all building permits issued at various stages 1. at the water proofing stage, 2. rough construction stage, 3. Final construction stage, its recommended teat three inspections be made for most typys of construction but it was felt that only:~If.nspection would be required for garages. With the added inspection requirements an additio~fee would be need to cover the added expenses.. The Council agreed to set the building permit for garage construction at $15.00 and the other fee's would be tabled for a later date in- order that some type of formula could be established for these extra expenses. Represe~tive of the State Liquor COllmnssion met with the Council and stated that his recent visit to the various establishment of Elk River was only a reutine visit and not due to any complaints. Moved by Councilman Otto and seconded by Councilman Hudson to adopt the Ordinance to provided coverage under the Workmens' Compensation Act for elected Public Officials and those appointed for a definite period of time. Motion unaminously carried by a vote of 3-0. Moved by Councilman Syring and seconded by Councilman Hudson authorize the payment of $50.00 for the permit fee with Burlington Northern Railroad (Watermain Construction). Motion unaminously carried by a vote of 3-0. The Council approved the layout as submitted for the Plaque for the New Fire Station. Chief of Police Bob Olson met with the Council and submitted his monthly report for Councils review. The Councils agreed to permit Ernie Carlson to park his barbecue truck in front of his place of business providing that he have adequate supervision during the hours that it will take to barbecue. This permit is issued for a one time only. Moved by Councilman Syring and seconded by Councilman Otto to approve the list of General Government bills for payment as presepted. Copy of the list is attached. Motion unaminously carried by a vote of 3-0. The call for bids on the 1972 Street Improvements was changed due to improper notifi- cation af advertizing. Thus the motion shall read as follows: "Moved by Councilman Konop and seconded by Councilman Hudson to accept and approve the plans and specification and to call for bids on the 1972 Street Improvements wit~ Railroad Drive to be a separate item inorder that it can be deleted at a later date if it is demeaned necessary and to be opened July 24, 1972 at 8:00 pm. in the Village Council Chambers and the Village Engineer, Bill Mills is instructed to advertise in the Sherburne County Star New and the Construction Bulletin of this pid sale.
