REGULAR S:EMI-MONTHLY YJiETING OF THE
VILLAGE COUNCIL OF ELK RIVER
HELD IN THE COUNCIL CHAMBERS OF THE VILLAGE OFFICE BLOO.
August 7th 1972 at 7:30 pm.
The regular semi-monthly meeting of the Elk River Village Council was called to order by
Mayor Bartelt on August 7, 1972 at 7:30 pm. in the Council Chambers of the Village Office
Building. Members were present as follows: Mayor Bartelt, Councilmen Otto, Syring, Hudson
and Konop.
The minutes of the July 24, 1972 regular meeting were mailed. All members received and
read the minutes there were no additions or correction and the minutes were approved as
mailed.
Dale and Lawrence Elliott met with the Council in regards to the no water skiing re-
strictions presently being inforced by residents of lake Orono. Member Councilmen of
the Park Board will schedule this matter for the next scheduled Park Board Meetings agenda.
Rex Oetinger met with the Council regarding the Councils adoption of a Building Permit
fee schedule to cover the added inspection costs as set forth in the State Bldg Code.
Moved by Councilman otto and seconded by Councilmen Syring that the Village approve and
adopt the building permit fee schedule as submitted and recommended by Rex Oetinger.
Motion unaminously carried by a vote of 4-0. A copy of this scheduled is attached.
Don McRae and Bob Robideau met with the Council and requested that they be reinbursed for
expenses incurred due to relandscaping of property in front of their homes caused by last
years street improvements on Vernon Avenue. Total cost amounts to $35.00 for two loads
of black dirt and lawn seed. Council will take this matter under advisement.
Several citizens of Upper Town met with the Council and voice their opposition to the
proposed construction of 20 condominium housing units on the property at York Avenue
and Main Street. The following is a list of their reason in opposition:
1. Surface drainage
2. Unsitely ( 3 story wall)
3. Increase traffic for Main St.
4. Not enough recreation area for the added increase of children
5. Present property owner feel the development will reduce their property values.
6. Question as to wether the present sewer system can handle the added increase
7. Taxes
No action was taken by the council, pending availability of more information about the projec
The Council requested that Mr. Cyril D. Bayer owner and developer of this project present
a plat plan for the Councils review.
Moved by Councilman Syring and seconded by Councilman Otto to approve the corrections in the
plat of School View First Addition as set forth in the drawing as recommended by the Village
Planning Commission. Motion unaminously carried by a vote of 4-0.
Moved by Councilman Konop and seconded by Councilman Hudson to approve and grant the issue
of a Off Sale non-intoxication ~iquor license to Ronald L Dargis for Ron's IGA. Motion
unaminously carried by a vote of 4-0.
The Clerk-Treasurer was instruct~d _ to place a notice in the Sherburne County Star News
of the Closing date of the Swimming Beach August 18, 1972 at 5:00 pm.
Also instructed to contact the Utilities Commission members and arrange a meeting date
to meet with the Village Council.
Moved by Councilman Syring and seconded by Councilman Otto to approve
Government bills for payment as presented. Copy of the, list is attac
