Background/Discussion
The Parks and Recreation Commission reviewed this policy over the past three months which included a
special work session with the Youth Sports Commission on May 1, 2019.
This is the first time in over 10 years fees for athletic fields have been reviewed and updated. This is
appendix D to the Field Use Allocation Policies.
The Commission intentionally recommended to keep fees low for ease of participation and collaboration
between the associations and the city.
Staff and the Commissin recommend this policy become effective January 1, 2020.
Financial Impact
2019 field use revenues would equate to $11,700 based on the proposed field use rates.

Purpose Statement
Field use rates are intentionally kept low to foster participation and collaboration between
youth sports associations and the city.
Field Rental Rates
Standard Rate
■ $45 per field per day
■ $25 per field per day for lights
■ Below 60% Participant Residency
Elk River Association (Group 3A)
■ $5 per player/per year
■ 70% and above Participant Residency
Elk River Association (Group 313)
■ $10 per player/per year
■ 60-69% Participant Residency
Fee Management
■ City will request enrollment data to invoice accordingly.
■ Field rental revenues will be allocated to the Park Improvement Fund to be utilized for
athletic field facility improvements.
