12-17-1973 CC MIN REGULAR SEMI-HONTHLY HEETING OF THE VILLAGE COUNCIL OF ELK RIVER HELD IN THE COUNCIL CHAHBER') OF THE VILLAGE OFFICE BLDG. December 17, 1973 at 7:30 P.H. The Regular Semi-Monthly meeting of the Elk River Village Council was called to order by Mayor Lundberg on December 17, 1973 at 7:30 pm. in the Council Chambers of the Village Office Bldg. Members present were as follows: Mayor Lundberg, Councilmen Cooper, Hudson and Otto. Councilman Syring arrived at 9:00 PM. ;.:.'i-I4kz!/ft.'<l7fiG h/dU/Afg. ,:'!/=- The minutes of December 3, 1973 were corrected as follows; the motion "~.I'L~16 to the resolution calling for the Special Election regarding the vote should read 3-1 vote net 3-0 and the motion pertaining to the purchase of tires for the Street Department should have read six tires and not five tires. The minutes were then approved as corrected. Moved by Councilman Hudson and seconded by Councilman Cooper to accept the lowest bid of Country Chysler at $3,590.71 for a 1974 Plymouth patrol car. Motion unanimously carried by a vote of 4-0. Moved by Councilman Hudson and seconded by Councilman Otto to amend the previous motion and to include that the color of the patrol car be a dark green as our present patrol car. Motion unanimously carried by a vote of 4-0. The Council reviewed the letter received from the State of Minnesota Highway Dept. regarding the reduction of street lighting. The Council discussed the need for additional street lighting in the Village in areas that at the present time are not lighted. At 8:00 P.M. the assessment hearing for the 1973 School Street Storm Sewer Assessment Hearing convened. William H. McCombs and Lyle Swanson representing McCombs-Knutson Associates, Inc. Village Engineering Firm were in attendence. Lyle Swanson reviewed the plans and cost figures on the improvement. "V/llft,gH 7. They voiced no opposition to the assessment therefore as their were no other interested persons in attendance for or against the hearin~ was declared closed at 8:20 PM. Moved by Councilman Hudson and seconded by Councilman Otto to adopt and accept the Assessment Rolls for the 1973 Storm Sewer Improvements as calculated by the Village Engineering Firm of McCombs-Knutson Associated, Inc. and to certify them to the Sherburne County Auditor for collection through the annual taxes over a five (5) year term. The interest on the unpaid balance to be 7% to start accuring December 17, 1973 and payable with no interest within 30 days from December 17, 1973. Motion unanimously carried by a vote of 4-0. Moved by Councilman Hudson and seconded by Councilman Otto approving the final payment to A.N. Johnson Construction Co. in the amount of $ 6,153.00 for the Storm Sewer construction on School Street. Motion unanimously carried by a vote of 4-0. The Council discussed increasing the Councils salaries. Council stated that the increase at this time would be $150.00 only due to the 74 budget however this increase does not bring the salaries up to where they should be compared to other Councils of the same size and structure. Moved by Councilman Hudson and seconded by Councilman Cooper approving and adopting the Set-Up Permit 'Policy. Acopy of this policy is attached. Motion unanimously carried by a vote of 4-0. Moved by Councilman otto and seconded by Councilman Hudson granting Raymonq. Duffys renewal request for his on and off sale non-intoxicating liquor lic. Motion unanimously carried by a vote of l~. Moved by Councilman Syring and seconded by Councilman Cooper adopting the resolution creating management committee for the Village of Elk River. Motion unanimously carried by a vote of 5-0. A copy of the resolution is attached. Moved by Councilman Syring and seconded by Councilman Cooper approving the recommendatie of the Liquor 5tore Managers wage and salary increase for 1974 to be effective 1-1-74 for the liquor store employees as follows: Full time bartenders Part time bartenders Full time waitress Part time waitress Full time Off Sale clerks Part time Off Sale clerks Hanager and increase sick leave Hotion unanimously carried by a vote of 5-0. $4.00 per hour 3.50 per hour 2.85 per hour 2.50 per hour 3.00 per hour 2.50 per hour $950.00 per month from 60 days to 90 days Moved by Councilman Cooper and seconded by Councilman otto to set the 1974 wages and salaries for the Street Dept to be effective 1-1-74 as follows: LesDerr $950.00 per month Ken Nelson 4.00 per hour Darrell Mack 4.00 per hour Leroy Pike ~,.OO per hour Art Barnier 4.00 per hour and increase sick leave from 60 days to 90 days. Motion unanimously carried by a vote of 5-0. Moved by Councilman Hudson and seconded by Councilman Cooper to set the Clerk-Treasurers salary a $800.00 per month effective 1-1-74 and increase his sick leave from 60 days to 90 days. Motion unanimously carried by a vote of 5-0. . Moved by Councilman otto and seconded by Councilman Syring to set the salaries for the Police Department for 1974 to be effective 1-1-74 as follows: Robert Olson $950.00 Per month <<52 Joe Zerwas 845.00 per month 4,9/ Mark Rieschl 740.00 per month 4,Jo and increase sick leave form 60 day to 90 days. Mayor Lundberg called a Special Meeting of the Council for December 19, 1973 at 12:00 o"clock noon to meet as a 'Canvassing Board. Moved by Councilman Otto and seconded by Councilman Syring to adopt the ordinance changing the Council Salaries. Motion unanimously carried by a vote of 5-0. A copy of the Ordinance is attached. - Moved by.CoUncilmap otto and seconded by Councilman Hudson authorizing the payment of the Municipal Liquor Store bills as listed.
