RIDULAR SEMI-MONTHLY MEETING OF THE
VILLAGE COUNCIL OF ELK RIVER
HELD IN THE COUNCIL CHAMBERS OF THE VILLAGE OFFICE BLDG.
January 22, 1973
The regular semi-monthly meeting of the Elk River Village Council was called to
order by Mayor Bartelt on January 22, 1~73 at 7:30 pm. in the Council Chambers
of the Village Office Building. Members were present as follows: Mayor Bartelt,
Councilmen Hudson, Lundberg, Syring and Otto.
The minutes of the January 8, 1973 regular meeting and the minutes of the January
11, 1973 Special meeting were mailed. All members received and read the minutes
wording and spelling corrections were noted and corrected the minutes were then
approved as mailed.
Fire Chief Lloyd Barthel met with the Council regarding the Ramsey Township fire
contract. Mr. Barthel stated that Ramsey Township would like to have a
1 year contract and that the contract state the boundaries of coverage. The
Council agrees to a 1 year contract and $200.00 stand by fee per year pro'-rated
from termination of present contract to expiration of contract.
Dave Halgern Exe.cutive Secretary of the Elk River Youth Hockey Association met
with the Council and reviewed for the Council the 72 operations and budget for
the coming year.
Moved by Councilman Syring and seconded by Councilman Otto authorizing the initial
expenditure of $209.18 for the up grading of ice rink #1 done by the Youth Hockey
Association. Motion unanimously carried 4-0.
Bill Patenude met with the Council regarding the costs to repair the Dam.
Moved by Councilman Hudson and seconded by Councilman Lundberg authorizing the
Village Officers to prepaiā¬a special bill to the State Legislature for the purpose
of obtaining financial assistance to repair the Dam. Motion unanimously carried
by 4-0.
Village Attorney John MacGibbon met with the Council and reviewed the case of
Patrolman Johnson. Mr. MacGibbon stated that the Council could do one of three
things accept his proposal, reject, or accept part of it.
Ken VanPatten met with the Council regarding the new County Radio System for
Sherburne & Benton Count~es. The new system will have four channels
1. Sherburne and Benton 2. Car to Car
3. Fire Call 4. State Emergency
Chief of Police Bob Olson and Patrolmen Joe Zerwas met with the Council regarding
equipment needs for the Department and Standby pay for the Officers. The following
proposal was presented $75.00 per month Standbt pay plus payment for hours worked
while on call. The equipment needs were as following light bar for squad car, and
siren.
The Council tabled the Police Departments request for Standby pay and instructed
Mr. Olson to obtain some cost figures for a new siren and light bar.
The Council reaffirmed their policy regarding request for Village services outside
the Village Limits that being if services are requested they would have to request
annexsation.
The Council denied the Street Departments request for a sander.

Moved by Councilman Syring and seconded by Councilman Otto to approve the list of
Municipal Liquor Store Bills for payment as presented and listed. A copy of the
list is attached. Motion unanimously carried by a vote of 4-0. ~
Moved by Councilman Syring and seconded by Councilman Otto approving the standby
pay for the street department employees as follows straight time pay for 8 hrs
Saturday and 8 hrs. Sundays and each employee that works the week and standby
shift is to take one day off during the following week. Also authorize 10 gallons
of gas per week for Leroy Pike. Motion unanimously carried by a vote of 4-0.
Moved by Councilman Syring and seconded by Councilman Hudson approving the cleaning
service contract with Bob Olson and Leonard Kokott for the year 1973. Motion
unanimously carried by a vote of 4-0. c
Moved by Councilman Otto and seconded by Co~nci1man Lundberg appointing Gene
Schuldt to the Library Board for a term of ~ years. January 1, 1973 fo December
31, 1975. Motion unanimously carried ?y a vote of 4-0.
No further business, the meeting adjourned.
