RIDULAR SEMI-MONTHLY MEETING OF THE
VILLAGE COUNCIL OF ELK RIVER
HELD IN THE COUNCIL CHAMBERS OF THE VILLAGE OFFICE BLDG.
March fiJ, 1973
The regular semi-monthly meeting of the Elk River Village Council was called to
order by Mayor Bartelt on March 5, 1973 at 7:30 pm. in the Council Chambers of
the Village Office Building. Members were present as follows: Mayor Bartelt,
Councilmen Lundberg, Hudson and Syring. Village Attorney John MacGibbon was in
attendence.
The minutes of the February 19 regular meeting were mailed. All members received
and re~d the minutes there were no additions or corrections and the minutes
were approved as printed.
Moved by Councilman Hudson and seconded by Councilman Lundberg approving
Northwestern Bell Telephone's request to place conduit and manholes alongside
present buried cables as per layout. Motion unanimously carried by a vote of
3-0.
The Council reviewed the letter from the Planning Commission containing their
recommendation for the issuance of a Special Use Permit to Mr. Donahue to
remodel and enlarge the building on Lot 10 of Block 19 in the Villagefor use
as a Post Office. The Council instructed Village Attorney John MacGibbon to
re-draft the Special Use Permit changing items 6 and 7.
Moved by Councilman Lundberg and seconded by Councilman Syring granting the
issuance of a Special Use Permit to Mr. Pat Donahue to remodel and enlarge
the building on Lot 10, Block 19 for use as a Post Office as reommended by
the Council. Motion unanimously carried by a vote of 3::':0. A copy of the Special
Use Permit is attached.
Moved by Councilman Syring and seconded by Councilman Lundberg to approve the
list of General Government bills for payment as presented and listed. A copy of
the list is attached. Motion unanimously carried by a vote of 3-0.
Chief of Police Bob Olson met with the Council regarding the following items:
1. replacement of patrolman
2. work schedule approval
3. dispatching

The Council instructed Mr. Olson to review the application that he had on hand
and check their referances and make his..recommendation to the Council at the
next meeting. He also was instructed to check with ~~. Cook regarding dispatching.
The Council approved the Police Departments work schedule as presented. The Council
instructed Mr. Olson to check into getting someone to handle the dog complaints
at a fee of $5.00 per dog. As soon as weather permits the present dog pound will be
moved to its new location. In order to meet the requirements of the Humane Society.
Moved by Councilman Syring and seconded by Councilman Lundberg approving the expendi-
tures for the Clerk-Treasurer to attend the Clerks and Finance Officers School.
Motion unanimously carried by a vote of 3-0.
Moved by Councilman Syring and seconded by Councilman Hudson approving the expenditures
of $1,500.00 for the purpose of purchasing the property to be used as a drainage area
for School Street. Motion unanimously carried by a vote of 3-0.
No further business, meeting adjourned.
