SPECIAL MEETING
ELK RIVER VILLAGE COUNCIL
HELD IN THE COUNCIL CHAHBERS OF THE VILLAGE OFFICE BUILDING
April 23, 1973 at 7:30 PM.
A special meeting of the Elk River Village Council was called to order by ~~yor Bartelt
on April 23, 1973 at 7:30 PM. in the Council Chambers of the Village Office Building.
Members present were Mayor Bartelt, Councilman Hudson, Syring, Lundberg and Otto.
Bill Mills and Lyle Swanson were in attendance.
Mr. Mills presented an interim report on sanitary sewage system dated April 23, 1973
for Councils review. If.r. Mills made two reconl."nendations as follows installation of
flow pressure values and a time meter on the big lift pump.
Moved by Councilman Lundberg and seconded by Councilman Syring approving the building
application for a 30 Unit Apartment Building submitted by Duane Engle based on the
report submitted by ~.1r. Mills Village Engineer. Hotion unanimously carried by a vote
of 4-0.
The Council reviewed the application submitted for patrolman. Upon completion of
the review the Council set May 1, 1973 at 7:00 PM. for the interviews. The Clerk-
Treasurer was instructed to send out inquires on each applicant picked.
Moved by Councilman Syring and seconded by Councilman Lundberg authorizing the
purchase of a riding lawn mower to the lowest bider Yazoo at the bid price of $1,750.00
and that the expenditure to be taken out of the Revenue Sharing Account. Motion
unanimously carried by a vote of 4-0.
The Clerk-Treasurer was instructed to mail out bid proposals for a pick-up to all
dealers in this area and to call the opening of the bids for May 7, 1973.
The Clerk-Treasurer was instructed to contact the School regarding their future
building project and instruct them that they will have to provide there own surface
drainage and not allow the drainage to run off into School Street drainage area.
Mr. Mills reviewed the downtown parking facility project and the means of assessments.
Moved by Councilman Syring and seconded by Councilman Otto authorizing the preliminary
Engineer report for the parking lot facilties. Motion unanimously carried by a vote of
4-0.
Moved by Councilman Otto and seconded by Councilman Hudson calling for the preliminary
public hearing on the downtown parking lot project and the Clerk-Treasurer is instructed
to advertize in the Sherburne County Star News of the hearing to be set for May 1:4, 1973
at 7:30 PM. in the Village Office Building. Motion unanimously carried by a vote of 4-0.
Moved by Councilman Syring and seconded by Councilman Hudson authorizing the Hayor
to sign the application for a permit with Burlington Northern requesting permission to
park on their right-away between King & Jackson. Motion unanimously carried by a vote
of 4-0.
The Council reviewed Councilman Lundbergs Police Departments Pay Policy proposal.
Moved by Councilman Otto and seconded by Councilman Lundberg approving the proposal
for Police Dept. Pay Policy with the corrections as reviewed to be effective May 1, 1973.
A copy of the corrected proposal is attached. Motion unanimously carried by a vote of
4-0.
No further business, the meeting adjourned.
