REGULAR SEMI-MONTHLY MEETING OF THE
VILLAGE COUNCIL OF ELK RIVER
HELD IN THE COUNCIL CHAMBERS OF THE VILLAGE OFFICE BLDG.
May 21, 1973 at 7:30 PM.

The regular Semi-Monthly Meeting of the Elk River Village 'Council was called to order
by Mayor Hilmer Bartelt on May 21, 1973 at 7:30 PM. in the Council Chambers of the
Village Office Building. Members were present as follows: Mayor Bartelt, Councilmen
Lundberg, Hudson, Syring, & otto.
The minutes of the May 7, 1973 Regular Meeting were reviewed and was noted that the
sentence pertaining to the taking pick-up bids was deleted and the word bid changed to
read quotes. Original minutes were corrected and approved as printed . There were no
corrections or additions to the minutes of the Special Meeting held May 14, 1973 therefore
were approved as printed.
Moved by Councilman Syring and seconded by Councilman Lundberg ordering plans for the
Storm Sewer wet well for School Street drainage to he prepared by Village Engineer
Wm. Mills. Motion unanimously carried by a vote of 4-0.
Moved by Councilman Syring and seconded by Councilman Hudson that the Village negotiate
with Gene Kreuser for a cancellation of the purchase agreement on the property owned by
Mr. Kreuser. Motion unanimously carried by a vote of 4-0.
Dan Bailey met with the Council regarding Roland Murrays request for a street. After
review and discussion the Council instructed the Clerk-Treasurer to contact Mr. Murray
to meet with the Council at the next regular meeting date 6-4-73.
8:00 PM. Mayor Hilmer Bartelt declared the public hearing to vacate part of Walnut Street
(now Xenia Avenue) open.
Petitioners Howard Wirtz and James Thomaswere in attendance.
Fire Chief Lloyd Barthel was in attendance for the hearing representing the Fire Dept.
He stated that they had no objections to vacating the street, however he requested
that an easement be obtained for the water line running from the hYdrant on Main Street
to Lake Orono.
Moved by Councilman Lundberg and seconded by Councilman Hudson that the Village vacate
that part of Walnut Street (now Xenia Avenue) lying between blocks 3 and 4, in Orono
between the northerly line of Main Street and Lake Orono but reserving to said Village
an easement for the purpose of maintaining water line from the existing hYdrant on
Main Street to Lake Orono. Motion unanimously carried by a vote of 4-0. A copy of the
resolution is attached.
Moved by Councilman Syring and seconded by Councilman otto authorizing the purchase of
a blueprint and map cabinet for the drafting department. Motion unanimously carried by
a vote of 4-0.
The Council discussed the City Manager Plan and concluded that they were in favor of
looking into this type of plan for the Village of Elk River.
The Council reviewed the booklet outlining the policies of the Police Department.
No action was taken at this time.
The Council recommends to the Utilities Commission that they consider installing a
standard type street lights & pole for the. Industrial Park and that they conduct a
survey of the Village for the need for street lighting now and in the future.
The Council reviewed and discussed the Planned Use Report for the Revenue Sharing
monies for entillement period 3 (Jan 1-June 30, 1973, the following percentage
of planned use were established.

Moved by Councilman otto and seconded by Councilman Syring authorizing a $30.00 per .
month increase for Susan Madison. Motion unanimously carried by a vote of 4-0.
Moved by Councilman Syring aIld seconded by Councilman otto approving the list of the
Municipal Liquor Store bills for payment as presented and listed. A copy of the list is
attached. Motion unanimously carried by a vote of 4-0.
No further business the meeting adjourned. Time 11:15 PM.
