Discussion and Council direction for potential partnership
Background/Discussion
Spectrum High School first discussed the idea of the city adding an outdoor hockey rink with the Parks
and Recreation Commission in March of 2018. The Commission recommended staff work with Spectrum
to define costs and present potential ice rink ideas for the Spectrum High School recreation facility.
A work session was held with the City Council on May 6 to discuss the city purchase and installation of
dasher boards. City Council directed the discussion be continued with the Parks and Recreation
Commission meeting on May 8 as the consensus was the city should not invest in dasher boards. Elk
River Youth Hockey (ERYHA) expressed interest in a partnership where they would purchase dasher
boards.
Staff, ERYHA, and Spectrum officials discussed a partnership to make a rink available to the public,
youth hockey and Spectrum this winter. ERYHA proposed to purchase and install the dasher boards.
Spectrum would install lights maintain the parking lot and warming house building. The city would flood
and maintain the ice rink and provide warming house attendants.
Spectrum’s master plan included a parking lot which was approved City Council April of 2018 as a
conditional use permit (CUP).
Financial Impact
The city costs to maintain the ice and provide warming house attendants would be covered by
discontinuing the ice rink at Lion John Weicht Park.
