Action Requested
Approve,by motion, the hiring of James Kuklock to the position of Liquor Store Manager effective
August 21, 2019.
Background/Discussion
With the retirement announcement of Assistant Liquor Operations Manager Steve Tillmann it was
decided a reorganization of the division was appropriate. The Assistant Liquor Operations Manager
position was eliminated, the Lead Liquor Clerk positions will be eliminated, and two Liquor Store
Manager positions were created. We went to market to fill the new positions. We received 40 applications
and interviewed eight candidates. Following background and reference checks,we recommend James
Kuklock for one of these positions.
Mr. Kuklock has been working for the City of Apple Valley as an Assistant Store Manager and Beer
Buyer since August 2012. Prior to that,he co-owned GolfSource, a driving range business which also
provided General Manager Services for the Litchfield Golf Club. He also worked as the Store
Manager/Buyer for 2nd Swing Golf. Mr Kuklock holds a Bachelor's degree in Management from St.
John's University.
Mr. Kuklock will be starting at step B of pay grade 7E. He will begin accruing vacation at the rate of 3
weeks per year. All other pay and benefits will be consistent with city policy.
Financial Impact
The council approved an additional full-time employee at the July 1, 2019, meeting with the
understanding the previous staffing level will be met following the next full-time vacancy.
