Background/Discussion Staff advertised a Request for Proposal (RFP) for professional engineering services for the Twin Lakes Road and Yale Street extension project on the League of Minnesota Cities and the City of Elk River websites. We received four proposals ranging in price from $569,800 to $1,106,329. Staff recommends awarding the work to the team of Hakanson Anderson&Kimley Horn. The proposed work will be split into three phases: preliminary design/traffic analysis, final design, and construction administration/inspection. The contract amount of$246,800 is for the preliminary design/traffic analysis phase. We anticipate bringing a contract amendment back for the remaining two phases at their respective time. The estimated cost for the final design phase is $138,000 and for construction administration/inspection is $185,000. Upon the approval by the City Council, staff will work with the firm to finalize a professional services contract and begin work on the preliminary design and necessary traffic analysis. Financial Impact The total financial impact for engineering services associated with this approval will be $246,800 and has been included in the CIP budget for the project. Project Understanding, Page 2 Project Understanding - Section 2 The City of Elk River intends to retain a professional consulting firm to provide professional engineering services needed to successfully implement the design and construction of the Twin Lakes Road extension/expansion from US Highway 10/169 to the BNSF Railroad crossing of 171st Avenue and the Yale Street/Future Road extension from 500 feet south of 167th Avenue to 171st Avenue. Construction is expected to begin in March 2022. This project will be federal, state and locally funded. Special assessments needs will be reviewed and identified through the design process. Highway 10 Intersection with Twin Lakes Road Ultimately, a interchange will be constructed at the intersection of Twin Lakes Road and Highway 10. In the interim, a high capacity intersection will be constructed with this project to safely accommodate traffic until such time that the interchange is constructed. This project may include the preliminary design of the future interchange. Roadway alignments and elevations will be designed with this project to accommodate a future interchange with minimal impacts. Roadway tie-in points will be evaluated and determined, utility alignments and depths will be considered, and right-of-way limits will be identified to accommodate the ultimate design. This project will include improvements to Highway 10, which could include traffic signals and turn lanes. The type of intersection will be guided by the design process upon completion of the traffic and corridor analysis. The intersection must function well in the interim to deliver safe and efficient access to the motoring public. Twin Lakes Road Extension A portion of Twin Lakes Road was constructed in 2012 and 2014 to serve the Nature’s Edge Business Park. The portion that was constructed will remain as the northbound lanes, and this project will construct new southbound lanes in the existing right-of-way. Further, Twin Lakes Road will be extended to the south to the new intersection at Highway 10 and will be extended and re-aligned to the north to the BNSF Railroad Crossing. A portion of 171st Avenue will be realigned to form a new intersection with the Twin Lakes Road revised alignment. Yale Street Extension Yale Street will be reconstructed and realigned from 171st Avenue southerly to the new intersection at Highway 10. Sanitary Sewer, watermain, and storm drainage facilities will be extended in the new alignment and a watermain loop to the Nature’s Edge Business Park will be constructed. The alignment and depth of the new utilities will be evaluated against the future impacts of the ultimate interchange. There are several property owners and/or business operators that will be impacted by this new alignment. The consultant will identify the right-of-way needs during the design process and communicate with the property owners and business operators early and often to successfully implement this project. Project Understanding, Page 3 Project Understanding - Section 2 Community Engagement A significant component of this project will be engaging the public early in the process to begin establishing the foundation of trust. We will communicate the project com- ponents with candor and will sincerely listen to concerned residents and members of the public at large to gain an un- derstanding of the multiple facets of this project’s impacts. We propose to meet with property owners personally to discuss the project impacts, discuss alternatives, and openly discuss the decision making process. As outlined in our Work Plan, we will work with City staff to prepare a written Community Engagement Plan which will identify communication methods and target audiences. We will identify community groups, such as the local Chamber of Commerce and other business groups such that we can reach the local business community. In order to be effective, the Community Engagement Plan must specifically identify the frequencies of public engage- ment techniques as well as outline the methods. Messages will be written in easy to understand “short shots” with graphical images. Digital images and print content will be prepared as necessary to assist in communicating the pro- ject goals and objectives in a manner that can be visualized. Project Approach, Page 4 Project Approach - Section 3 A. Project Approach The true measure of an effective approach to managing tasks is the ability to deliver the expected results on time and within budget. We at Hakanson Anderson are accountable for our work and obligations. Our project approach and work plan for this project is based on our thorough understanding of the project. Our approach is focused around providing a strong and experienced team. It is our goal to exceed the City of Elk River’s expectations in all aspects of the project. Major elements required to successfully complete the project within the timeframes allowed include the following: Highly Skilled and Organized Team Coordinating a Public Process Communication/Project Management Plan Development of Detailed Plans Qualified Construction Observer A brief description of these major elements are as follows: Highly Skilled and Organized Team The City of Elk River needs a consultant team that is highly organized, has an established and streamlined Quality Program, is skilled in the area of design, and has sufficient in -house staff to complete the required work tasks. The team of Hakanson Anderson and Kimley-Horn have significant applicable experience and are well suited for this project. Hakanson Anderson completed the design for Natures Edge—Phase 1 in 2012 and Natures Edge—Phase 2 in 2014, which extended Twin Lakes Road from 171st Avenue NW to just east of Highway 10. Hakanson Anderson will perform the detailed utility and street design, perform all surveying services, construction observation, and construction administration for this project. Kimley-Horn has a highly skilled and dedicated team to complete the Traffic Analysis tasks as discussed in Appendix D of the RFP, as well as the Future Project Approach, Page 5 Project Approach - Section 3 Interchange Layout. Kimley-Horn prepared the concept interchange alignment alternatives in 2014 as a component of the Natures Edge Business Park design. Four preliminary interchange alignments were prepared such that the grading limits and logical street construction limits could be determined. Coordinating a Public Process Coordinating a public process requires excellent communication skills, a thorough understanding of the project, and a thorough understanding of the clients’ goals and policies. Further, the ability to adapt and respond to situations when or if misinformation is presented is crucial. There is no single factor that is more damaging to a project than misinformation, and if it is presented it must be dealt with immediately in a professional manner. In order to be successful and gain the trust of the project stakeholders, the facilitator must present accurate information and have the skills to communicate the benefits of the proposed improvements. Further, it is crucial that the design team listen to public comment, evaluate it for merit, and openly discuss the decision making process. Our experience has shown us that stakeholders all lend different points of view to various aspects of the project and those points of view must be considered. When project stakeholders are treated with respect, they typically return the favor. Communication Plan We propose to utilize a variety of methods to communicate relevant project information to the public. We propose to utilize a combination public stakeholder engagement meetings, mailed notices, project web pages and/or social media pages and verbal communication to deliver updates and other media to affected residents and business owners at strategic times during the various stages of the projects. Detailed Traffic Control and Staging Plans In order for this project to be successful a significant amount of effort and thought must be put into preparing traffic control and staging plans. Specifically, work on the Highway 10 corridor should be avoided or minimized during periods of peak travel, such as holiday weekends, to avoid frustration from the motoring public. Improvements can be successfully implemented outside of non-peak travel weekends to minimize the project impacts. Project Management Plan It is our company policy to create a Project Management Plan at the beginning of every project to ensure that all project goals and objectives are met. The Project Management Plan will further identify each team member’s specific role in the proposed project and the deadline for each specific task to ensure that all major steps in the critical path are completed within the timeframe that is necessary to deliver the project within the time that is allotted. Development of Detailed Plans Our 40 years of experience focusing on infrastructure projects gives us the project understanding needed to prepare the detailed plans necessary for a successful project. It will be necessary to perform a detailed Project Approach, Page 6 Project Approach - Section 3 topographic survey of the existing streets, utilities, driveways, and other features scheduled for reconstruction. Our detailed plans will specifically show all removals, proposed work, features to protect (ex. trees) and will eliminate any confusion by the Contractor, allowing them to submit a confident and competitive bid. Qualified Construction Observer The overall quality and longevity of the improvements is highly dependent on the level of skill and the standard of work to which the Contractor is held. We firmly believe that construction observation by a qualified Construction Observer is required to ensure long lasting value to the City. In addition to holding Mn/DOT certifications, the Construction Observer that we have dedicated to this project has extensive experience in the construction of urban streets and municipal utilities and excels at project coordination and communication. B. Work Plan We fully understand that our required Responsibilities and Deliverables will be similar to those as outlined in the Request for Proposals. This Work Plan summarizes the major tasks that will be performed with each phase of the project. The major tasks are defined as those tasks that could affect the critical path of this project. The following pages summarize the anticipated tasks and deliverables for each phase. A proposed project schedule is also presented in Section 5 of this proposal. Phase 1 – Project Management Task 1 - On-Going Project Management This phase consists of on-going project management and communication with project personnel, including City staff, Sherburne County staff, MnDOT staff and project stakeholders. Task 2 - Coordination of Project Management Team Meetings Coordinate with the City Project Manager to coordinate and conduct PMT meetings. Invite appropriate personnel, prepare meeting agendas, conduct the meetings, draft and distribute meeting minutes. It is anticipated that up to 20 PMT meetings will be conducted. Task 3 - Project Schedule This task consists of the development and on -going maintenance of the project schedule to ensure that the critical path is being followed and important project milestones are met. Phase 2 – Stakeholder / Agency Involvement Task 1 – Coordination of Stakeholder and Agency Meetings Coordinate with the City Project Manager to coordinate and conduct stakeholder meetings. Invite appropriate personnel, prepare meeting agendas, conduct the meetings, draft and distribute meeting minutes. Prepare presentation materials including PowerPoints, exhibit boards and handouts. Project Approach, Page 7 Project Approach - Section 3 Phase 3 – Community Engagement Task 1 – Community Engagement Plan This task will be of paramount importance and it will be necessary to engage the community early and often. Following the kick-off meeting, a written Community Engagement Plan will be prepared to identify community engagement and communication goals for the project. The written Communication Engagement Plan will: Define the communication and public engagement goals Identify community engagement techniques and frequencies Establish metrics for evaluating the effectiveness of the Community Engagement Plan Establish methods to ensure documentation of community input and project team response Identify community partners Task 2 - Project Updates and Short Shots This task consist of providing brief project updates throughout the project, social media content and digital images. Provide easy to read, graphical content that is understandable to the general public. Prepare written content in Associated Press style with plain language. It is anticipated that this task will utilize a sub-consultant that specializes in digital media and public outreach. Task 3 - Yale Street Extension Community Engagement It is anticipated that the Yale Street extension will require an additional, personal effort. Our community engagement plan will include personal meetings/site visits with the Yale Street property owners and/or business operators to explain the project and encourage early input. We will communicate project elements honestly and will diligently listen and document any concerns such that they can be evaluated. We will provide open access to the decision making process early in the design process to build a foundation of trust. We anticipate a significant effort for this task, which may include up to 3 meetings with each of the property owners and/or business operators in efforts of garnering their support for the project. Task 4 – Create a Project Web Page or Social Media Page Create either a project web page, Facebook page, or Twitter page for the project. Develop easy to read graphics and post relevant project updates on a regular basis. It is anticipated that this task will utilize a sub-consultant that specializes in digital marketing. Phase 4 – Surveys and Right-of-Way Mapping Task 1 – Project Notification Letter Prepare and mail notice to all affected parcels prior to start of field survey. Meet or discuss project with property owners and/or business operators as requested and identified above. Task 2 – Order Owner and Encumbrance Reports Define the parcels that are anticipated to be impacted by the project. Order O & E reports for the affected parcels. Project Approach, Page 8 Project Approach - Section 3 Task 3 - Boundary and Topographic Survey Complete a boundary survey and topographic survey of the project area. In consultation with O & E reports and legal descriptions, locate property monuments such that the existing right -of-way and easement locations can be determined. Survey all surface features within the project limits, such as pavement areas, landscape areas, curb and gutters, road edges, shoulder edges, traffic signs, business signs, light poles, trees, bollards, mailboxes, retaining walls, storm sewers, catchbasins, culverts, etc. Task 4 - Draft Existing Right-of-Way In consultation with the property legal descriptions, O & E Reports, and field collected data prepare a parcel base map which depicts existing easements and right-of-ways. Task 5 - Parcel Sketches Upon completion of Preliminary Design, prepare parcel sketches by a Licensed Land Surveyor depicting proposed right-of-way and temporary easement acquisition. Task 6 - Final Right-of-Way Plat Prepare a Right-of-Way plat to identify the new right-of-way and record at the Sherburne County recorders office. Phase 5 – Public and Private Utility Identification and Coordination Task 1 – Gopher One Locate Call Submit a Gopher One Locate ticket prior to the topographic survey such that all in-place utilities can be surveyed. Task 2 - Evaluate Impacts Upon completion of Preliminary Design, identify the impacts to the existing utilities. Determine the need to design modifications to the existing sanitary sewer, watermain, lighting, or other utilities due to impacts caused by the project. Task 3 - Utility Improvements or Expansion Design the proposed sanitary sewer and watermain along the proposed Yale Street extension. Obtain the required electric utility design from Elk River Municipal Utilities and incorporate into the project plans at 30%, 60%, 90% and final construction plans. Task 4 - Private Utilities Identify required private utility relocation or adjustments necessary for the project. Task 5 - Utility Meetings Coordinate and conduct two utility meetings with public and private utilities to share information and coordinate relocations and new facilities. Project Approach, Page 9 Project Approach - Section 3 Phase 6 – Right of Way Identification Task 1 – Right of Way Needs Determine permanent and temporary easements necessary for the project. Coordinate with the City and assist City staff and/or their right -of-way agent during the acquisition. It is assumed that others will perform the easement acquisition services. Task 2 - Right of Way Estimating Tabulate the right-of-way and easement acquisition required for the project and estimate the costs. Phase 7 – Traffic Analysis The traffic engineering analysis will provide a detailed look at existing and future conditions of the study corridor, taking into consideration future commuter and development growth and intersection control/ realignment alternatives. The traffic analysis is integral to this project as operational deficiencies will be used to identify recommended intersection improvements and associated costs. The following is an overview of our approach to the traffic engineering analysis: Task 1 – Existing Conditions Intersection Analysis Traffic data from this subtask will be developed using available existing data from Comprehensive plans and previous studies, as well as data collected in the field. We will collect new 13 -hour turning movement counts that include heavy vehicles, bicycles and pedestrians at the intersection locations identified in the RFP. We will complete a field review to observe existing traffic operations. The existing traffic data, intersection control, and geometry will then be used to complete the existing conditions analysis using Synchro/SimTraffic. Measures of effectiveness will include overall intersection and individual movement control delay and level of service and queuing. This data will be used for subsequent subarea and corridor analyses. Task 2 and 3 - Corridor Analysis and Intersection Analysis Kimley-Horn will conduct an initial sub-area study to assess potential larger system issues and frame the context of this corridor in relationship to other system elements including land use, route function, and access to the regional transportation system. This initial planning study will identify system issues, constraints, and opportunities. As part of this task, we will investigate/confirm the transportation feasibility of potential new linkages and/or changes in connections to the system. The primary purpose of the sub-area study is to review the entire area and to understand and establish the purpose of this corridor. It will review and document items such as: Adjacent parallel facilities and their functional classification Distance proposed corridor will be located from parallel facilities of lower, similar and higher functional class Access locations to TH 10 from the study area Review future land use within the study area and document anticipated positive and negative benefits of potential proposed alignments Project Approach, Page 10 Project Approach - Section 3 Identify what barriers exist that limit potential connections such as existing railroads or parcels that need to be avoided Review additional connections, changes to connections, or potential alignments that may benefit the transportation system. The study will include visually appealing and easy to understand graphics that summarize the key principles discussed above. These graphics will be critical to developing reasonable corridor alignments for further study. Crash Analysis We will evaluate the corridor and intersections for safety and operational issues. A crash analysis, using five years of historic crash data from Minnesota Crash Mapping Analysis Tool (MnCMAT), will be completed to understand existing baseline conditions. Crash rates will be calculated at all study intersections to understand crash trends. Crash data will be used to complete the signal warrant analyses in accordance with MnMUTCD. Locations with significant crash concerns will be reviewed to identify appropriate mitigation measures. The findings of the existing conditions, crash, and warrant analyses will be documented in the Existing Traffic Operations, Signal Warrant, and Safety Memo. Future Volume Forecasting and Intersection Analysis Through input from agency staff, Kimley-Horn will develop 5- and 20-year traffic projections for the study area considering: Long-Term Commuter Growth – Based on the traffic forecasting we performed for the Twin Lakes Road/Yale Street Extension Preliminary Design project. We will review available traffic studies and transportation plans and update the background growth rates as required. Local Development Growth –We will utilize the future corridor development meetings to verify and gain the best possible understanding of potential development along the corridor. This information will be used to make sure the forecast horizons include this growth. Changes in Traffic Patterns – Some of the intersection control/alignment concepts developed will impact traffic patterns. Traffic forecasts will be summarized in a Traffic Volume Forecasting Memo. Using the 5- and 20-year traffic volume forecasts, Kimley-Horn will perform a No-Action analysis to determine future baseline conditions at the study intersections. The results of this analysis will help guide recommended improvements at the study intersections to achieve acceptable operating conditions. Measures of effectiveness reported will be the same as the existing conditions analysis. Using the results of the No-Action analysis and sound transportation engineering principles, we will develop five intersection control/realignment alternatives for the intersections identified in the RFP. The No-Action model will be modified to create future build models for each concept. The build models will be used to test and refine the concepts to make sure concepts will serve forecast traffic volumes at an acceptable level of service. A sensitivity analysis will be performed to determine the resiliency of the concepts developed. 7.4 Existing and Future Conditions Analysis Conceptual aerial layouts and cost estimates will be prepared for each alternative identified for the project. A decision matrix will be developed to clearly compare alternatives to assist the Project Project Approach, Page 11 Project Approach - Section 3 Management Team in selecting a preferred intersection control/realignment alternative. Example categories the decision matrix may include are: Intersection operations (delay and LOS) Satisfies access spacing requirements Right-of-way impacts Minimizes private property impacts Cost We will perform a traffic signal warrant analysis to evaluate if the volumes satisfy the requirements of the MnMUTCD for the installation of a traffic signal at the major intersections listed in the RFP. The findings of forecast analysis will be incorporated into a Traffic Engineering Analysis Report. The conceptual layouts, cost estimates, and decision matrix will be included in the report. In addition, a summary of the existing conditions analysis and traffic volume forecasting will be included so documentation of all tasks are included in one report. Intersection Control Evaluations (ICE’s) will be created for intersections requiring a change in intersection control. We anticipate up to three ICE reports for this task. Phase 8 – Environmental Site Assessment Task 1 - Phase 1 Environmental Site Assessment Conduct a Phase 1 Environmental Site Assessment of the project area. Coordinate this work with the geotechnical consultant and obtain soil samples or borings near areas of known or suspected contamination. Document in the report if conditions warrant a Phase 2 Environmental Site Assessment, which would be an additional service. This work will be conducted by a sub-consultant. Phase 9 - Geometric Layout Task 1 - Geometric Layout Prepare a level 1 geometric layout depicting the proposed improvements. Depict the proposed Yale Street extension, the proposed Twin Lakes Road extension, and the proposed improvements to Highway 10. Submit to City and MnDOT for review and approval. Phase 10—Preliminary Design Task 1 – Analysis of City Needs/Site Analysis All pertinent existing information will be reviewed. We would propose at least one meeting with the City to define the project and available resources. Meet with the City to define coordination activities, obtain existing project information, review project delivery method and define special project requirements. Task 2 - 30% Design Documents Prepare preliminary design documents, including typical sections, alignments, profiles, preliminary construction limits, and drainage design. Prepare an alignment plan and tabulation with roadway centerline stationing, curve data, point numbers and control points. Depict in-place topographic survey, Project Approach, Page 12 Project Approach - Section 3 private and public utilities, and preliminary proposed right -of-way lines. Prepare the preliminary road design depicting roadways, turn lanes, acceleration lanes, shoulders, curb and gutters, and retaining walls. Determine preliminary vertical alignment including profile grades, vertical curves, and top of finished surface. Prepare a preliminary drainage plan indicating proposed storm sewer, culverts, ditches, and other drainage features. Depict construction limits layout depicting the construction limits based on the design. Prepare cross section sheets at 50 foot intervals depicting existing ground, finished ground, existing right - of-way and proposed easement limits. Task 3 - Preliminary Cost Estimate Based on the 30% design documents, estimate the applicable quantities for the various construction items. Utilizing unit prices from similar projects, prepare a preliminary cost estimate of the improvements. Task 4 – Preliminary Design of City Utilities and Draft Feasibility Report Prepare a preliminary design of the proposed sanitary sewer and watermain improvements. If requested, prepare a draft feasibility report which estimates the project cost, individual assessment amounts, and a description of the methodology used to calculate individual assessment amounts for affected parcels. Task 4 – Final Feasibility Report Prepare a final feasibility report which incorporates revisions as necessary based on City comments of the Draft Feasibility Report. Task 5 - Project Memorandum/Environmental Document We will coordinate and complete the required Project Memorandum/Environmental documentation. Complete the Level 1 Archeological Review, complete State or Federal agencies’ information regarding social, economic, and environmental review to complete the Project Memorandum and to ensure the project meets federal and state aid standards. Phase 11 - Geotechnical Information Task 1 - Pavement Typical Section Design Review Level 1 Layout and obtain soil borings and pavement cores in the selected alignment. Obtain permission from property owners. Task 2 – Geotechnical Investigation Identify locations for pavement cores and soil borings. We anticipate obtaining pavement cores to determine accurate pavement depths. This information will be needed to obtain accurate quantities for removal or salvage if the material is reclaimed for road base. We also propose to obtain soil borings to obtain an accurate R-value estimate for pavement design and double-ring infiltrometer tests for stormwater design. Task 3 - Materials Design Recommendation Letter Prepare a materials design recommendation letter for the Yale Street extension, Twin Lakes Road, and Project Approach, Page 13 Project Approach - Section 3 Highway 10 turn lanes. Develop recommendations including subgrade corrections, embankment construction, subsurface drainage, use of on-site materials as base, and other pertinent factors. Phase 12 – Drainage Design Task 1 - Identification and Mapping of Existing Flow Patterns Utilizing topographic data within the project limits and LIDAR data outside of the project limits, perform a desktop analysis of the existing flow patterns and drainage ways. Task 2—Determine Necessary Drainage Features, Stormwater Conveyances Based on the existing flow patterns and roadway design, determine necessary drainage features and stormwater conveyances to maintain drainage characteristics and avoid adverse project impacts. Task 3 - Water Quality and Storm Water Ponding Determine proposed locations of storm water ponding areas and water quality areas (i.e. infiltration basins). Prepare hydraulic and hydrologic models for the pre-project and post-project conditions. Size the storm water treatment areas to prevent adverse impacts to adjacent properties. Task 4 - Water Resources Technical Report Prepare a Stormwater Management Plan for the project complete with a narrative, hydrologic model output, summaries, and water quality data. Phase 13 – Final Design and Construction Plans Task 1 – Existing Utilities Review We will investigate and review the existing data on the storm sewer, water, and sanitary sewer systems. In cooperation with City staff, a final report will be developed to summarize which systems are proposed to be replaced, repaired or protected. This task will include site visits to visually review the existing infrastructure. Task 2 – Stormwater Model The storm water system will be modeled with XP-SWMM, HydroCAD or Autodesk Storm and Sanitary Analysis. The model will define existing and future flow rates, anticipated problem areas, recommended pipe sizes, recommended ponding areas or rain gardens, and recommended future system improvements if applicable. The model will include areas outside the project area that currently drain to the proposed system. Task 3 – Small Utility Notification We will notify and coordinate the project improvements with the utility companies. Task 4 – Value Engineering Review the project to determine possible cost savings such as recycle of bituminous as base material. Task 5 – Confirm Easements Confirm all work is within the easements. Phase 14 – Project Submittal and Bidding Task 1 – Pre-bid Conference Coordinate and attend pre-bid conference if the City requests one. Phase 15 – Construction Administration and Inspection Task 1 – Pre-Construction Conference Coordinate and attend preconstruction conference. Task 2 – Construction Administration The Project Manager will be responsible to coordinate and administer the construction contract, interpret the contract requirements and advise the City concerning the performance of the contractor. The Project Manager in cooperation with the Construction Observers will review and certify contractor pay requests. The Project Manager will conduct recurring visits to the site at a minimum each day that major contract quantities are occurring. The Project Manager and Construction Observer will coordinate and keep the City of Elk River informed of the status of the project. The Project Manager and Construction Observer will also develop the schedule of materials testing. A construction period of 24 weeks is proposed. Task 3 – Construction Observation The Field Representatives will provide full time construction observation and keep the City informed of progress through verbal communication and daily written reports. The Construction Observers will be responsible for documentation of actual quantities and verification that construction materials and methods are in accordance with the contract documents. Daily reports will include weather conditions, summary of contractors work force, quantities completed, site correspondence and hours worked. A construction period of 24 weeks is proposed. Task 4 – Construction Staking Offsets will be provided prior to beginning removals and reclamation. Utility, storm sewer and curb stakes will be provided as necessary. Task 5 – Substantial Completion Inspection The Project Manager, Construction Observer and City representative will conduct the substantial completion inspection of the project. Based on the inspection, a punchlist will be prepared and delivered to the Contractor. Task 6 – Acceptance Letter Once the Contractor has completed all punchlist items to the satisfaction of the City and Project Manager, an acceptance letter will be drafted for consideration by the City. Task 7 – As-Built Receive, review and assemble all as-built information onto the drawing and specifications. Deliverables: Meeting minutes, daily construction observation reports, shop drawings, payment requests, project closeout information, project punchlist, final acceptance letter, and electronic and hard copies of as Project Approach, Page 16 Project Approach - Section 3 -built drawings and specifications. Task 8 – Warranty Inspection The Project Manager, Field Representative and a City Representative will conduct the warranty inspection. Deliverables: Written report of the warranty inspection. Phase 16 – Additional Tasks Task 1 - Future Interchange Layout An interchange will ultimately be constructed at the intersection of Twin Lakes Road and Highway 10. The intent of the future interchange layout task is to determine the interchange type, design, and right of way impacts. It also includes modifications to TH 10 from the interchange location to TH 101 necessary to construct the interchange. There are two options to approach this task depending upon the involvement and partnership with MnDOT for this process. Option 1: MnDOT Level 1 Staff Approved Layout. This option includes the effort to determine the interchange type and producing the layout meeting MnDOT standards, including signatures from all project partners. This includes concept design, full layout design, cost estimate, design report, submittal letter, comment responses and establishing right of way needs. Option 2: Concept layout with construction limits and right of way needs identified. This includes verifying interchange type with MnDOT and developing a concept layout showing our preferred interchange configuration with preliminary construction limits. This layout would not have MnDOT signatures and approval, but could be used for future reference as stated in the RFP scope. Design Team Craig Jochum, P.E., is proposed to be the Project Manager. Craig is the President with the firm and has 29 years of experience in municipal and civil engineering. Craig will be responsible for the high level management and administration of all engineering services required under the contract. Over the past two decades, Craig has been coordinating with MnDOT on intersections along Trunk Highway 65, in which Craig is the City Engineer. More recently, Craig has been coordinating with MnDOT on intersection improvements and corridor planning on Trunk Highway 47 in the City of St Francis. Craig has extensive experience in the design and construction of state aid, residential, and commercial streets; and municipal utilities. Shane Nelson, P.E., is proposed to be the Assistant Project Manager. Shane is a Vice President with the firm and has 19 years of experience in municipal and civil engineering. In 2018, Shane completed the construction oversight of a segment of the Mississippi River Trail in the Anoka County Mississippi Riverfront Regional Park, which was a federally funded project. Shane will oversee the preparation of the Project Memorandum, the detailed design and ensure that the Delegated Contract Process (DCP) is followed. Shane has worked with numerous governmental clients and has established an excellent track record of meeting the clients needs and expectations by providing quality advice and exceptional project management. Brandon Bourden, P.E. Traffic Analysis Lead Brandon has 21 years of experience in transportation planning and design for a wide range of projects including interchange and roadway improvement, municipal street reconstruction, environmental planning and documentation, access management, safety improvement, and intersection signalization. Brandon will lead the Traffic Analysis efforts of this project and will utilize his extensive experience in the Corridor Analysis, Intersection Analysis, and Existing and Future Conditions Analysis. Brandon specializes in traffic design including traffic signals, signing and pavement markings, ITS, lighting, and construction phasing and temporary traffic control. William Klingbeil, P.E. Transportation Engineer Lead Bill brings 19 years of experience in the transportation industry. Specifically, Bill specializes in all aspects of preliminary and final highway design, roundabout design, context-sensitive design, value engineering, complete street design, Design-Build, drainage design, municipal engineering, construction administration, and surveying. Twin Lakes Road will serve as a major collector, utilizing an urban four-lane divided roadway section. The two lane urban roadway constructed with the 2012 improvements will ultimately become the easterly half of the future Twin Lakes Road cross section. Hakanson Anderson planned and designed the ultimate improvements by completing the preliminary engineering work, including the full geometric layout, lane configurations, traffic engineering, roundabout layout, and storm water management. By completing this preliminary engineering work, the City can be assured that the 2012 Improvements will compliment the ultimate improvements and that future right -of- way has been secured. The project included a series of infiltration ponds and pipes to manage current and future stormwater runoff volumes. TRUNK HIGHWAY 65 ACCESS IMPROVEMENTS AND SERVICE ROAD CONSTRUCTION – Over the past 20 years, Craig has worked cooperatively with MnDOT on five separate projects in the City of East Bethel. These projects were all initiated and managed by the City of East Bethel. These projects consisted of access improvements, both removal and construction, and service road reconstruction to improve the traffic safety along the TH 65 corridor. EVERGREEN BOULEVARD, 90TH STREET AND 93RD STREET – This $4.5M projected consisted of street reclamation, reconstruction, and utility replacement in an existing industrial park in the City of Coon Rapids. Due to a functional change of the roadways, center medians were removed and reconfigured to allow a narrower street surface. This project received federal funding and the total project cost was $800,000. 2017 STREET IMPROVEMENTS, CITY OF ELK RIVER – The City of Elk River retained Hakanson Anderson to prepare the Feasibility Report, detailed design, specifications, and construction management for the various local and state-aid City streets. The project received state aid funds and the total project cost was approximately $4.6 Million. CENTER STREET, CITY OF RAMSEY - The City of Ramsey retained Hakanson Anderson to prepare the preliminary design, construction plans, and construction management for Center Street located within The “COR”. The project consisted of design of new street and utilities, including sanitary sewer, watermain, storm sewer, street furniture, street lighting, and landscaping. The total cost of the DEED funded project was $500,000. MSA STREET AND LOCAL STREET REHABILITATION PROJECTS, CITY OF ST. MICHAEL - The City of St. Michael retained Hakanson Anderson to prepare detailed plans and specifications for the rehabilitation of several MSA streets, including Jamison Avenue, Frankfort Parkway, 34th Street, Carissa Lane, and Oakwood Parkway. This project consisted of milling the surface bituminous layer, installing paving fabric to add strength and reduce reflective cracking, and constructing a new bituminous wearing course. Sub-surface drainage was also added in select locations and numerous storm sewer manholes were rehabilitated. The overall project costs were $1.3 Million and funding was obtained from State Aid and local sources. To date, Kimley-Horn has received 11 assignments under this contract. Traffic Analysis, Environmental Documentation, and Preliminary and Final Design of I-35W Interchange at County Road H, Saint Paul, MN — As a subconsultant, Kimley-Horn worked with Ramsey County to redesign the CR H interchange. The project included retrofitting the existing folded diamond interchange to accommodate traffic from the development of the former Twin Cities Army Ammunition Plant (TCAAP) site. Kimley-Horn’s role was redesigning CR H from the ramp terminals through the intersection of Old Highway 8. The ramp terminal intersections are being replaced with five-legged, multilane roundabouts to minimize the size of the bridge, saving project costs. The roundabouts will provide the best level of service for traffic while delivering a better safety performance than traffic signals. The roundabout on the east side of I-35W is designed to be constructed with a simpler configuration, but expandable when traffic volumes increase in the future. When constructed in 2016, these will be the first five-legged multilane roundabouts in Minnesota. Kimley-Horn is now providing construction phases services for Ramsey County on this project. Trunk Highway 53 Final Design, Virginia, MN — Project Engineer. Served as traffic engineer during the final hydraulic design, traffic design, permitting, and construction phase services for the relocation of an existing highway located adjacent to an active mine. The timeframe for design was severely limited due to the client’s obligations with the mining company to facilitate expansion of current mining operations. As a result, a CMGC process was used, which functioned similar to a Design-Build in that the contractor became involved from the beginning of the final design process and took part in weekly progress meetings with the design team. The project consists of over four miles of new roadway, an interchange with TH 135, and a bridge that will be the tallest in the state when constructed. Prior to final design, Kimley-Horn also prepared the EIS as part of a separate contract. Brandon led the traffic control plan development for this project. I-94 DMS and CCTV, Moorhead to Alexandria, MN — Project Engineer. Kimley-Horn developed construction plans and specifications for nine Type A sign support mounted dynamic message signs and nine closed-circuit television (CCTV) cameras along I-94 between Moorhead and Alexandria, MN. This project was completed for MnDOT District 4 and was developed from a preliminary concept developed by MnDOT. The project included agency coordination, utility coordination, and construction plan and special provision development (Division SZ and Division ST). Although the project was led by District 4, considerable time was spent with regional transportation management center (RTMC) staff to complete the design to satisfy MnDOT ITS design requirements. The project was let in 2016 and bids came in under the engineer’s estimate. TH 101 at CSAH 144 Diverging Diamond Interchange (DDI) Signal and Interconnect, Rogers, MN — Project Manager. Kimley-Horn was directly selected by MnDOT to complete the TH 101 DDI signal design and interconnect. The DDI is an emerging design alternative for interchanges in Minnesota that required extensive coordination with MnDOT to establish the design standards for setting a precedent on future projects. The scope of this project included six intersections with a total of eight signal system designs (4 new, 3 temporary, and 1 revised). The revised signal system work included flashing yellow arrow head installation, fiber interconnect connection, and traffic signal controller upgrade. Kimley-Horn completed the interconnect cable design to MnDOT transportation management center (TMC) specification including a daisy-chain connection. District 7 Signing Projects, MN — Project Manager. Kimley-Horn has been selected consistently by District 7 to prepare construction documents for the annual district-wide sign renewal projects. Each year, construction documents have been prepared for the replacement of more than 3,000 signs along approximately 100 miles of trunk highway. Plans were prepared with close coordination with District staff, who provided results of field inventory of each sign in spreadsheet format. Signs were brought up to current standards and replaced as sign conditions warrant. In addition to producing plans, specifications, and cost estimates, Kimley-Horn provided spreadsheets with updated sign data that could be imported into the database. Kimley-Horn worked with MnDOT staff to identify and resolve issues and meet difficult deadlines. The team also worked together to develop an efficient process for delivering the annual sign renewal project which has met with positive feedback and results from contractors. With challenging intersection geometry and a desire to avoid right-of-way acquisition, scoping for this intersection has gone from roundabout, to a signalized intersection, and recently back to a roundabout. The current design was able to remain a circle with no external truck aprons by optimizing the difficult right-turn movements. Through preliminary design revisions, right-of-way impacts have been reduced and much of the inplace William Klingbeil, P.E. Relevant Experience, cont. Page | 2 roadbed is being utilized to save on costs. As a roundabout on an oversize and overweight (OSOW) highway, this design accommodated manufactured home transports through the intersection. Bill served at project manager for the preliminary and final design. He oversaw the development and approval of the MnDOT Level 1 Layout and led the public involvement process. Minnesota DOT, Traffic Analysis, Pre-Design and Geometric Layout for a Roundabout at Highways 7 and 71, Willmar, MN — Project Manager. Kimley-Horn worked with MnDOT District 8 designing a roundabout at the intersection of TH 71/TH 7 in rural Kandiyohi County. It was a signalized intersection that had experienced two fatalities in the past 4 years, and it had experienced several other fatalities in the previous 50 years. It also was the intersection of “Super Load” and “Super Freight” highways that carried large volumes of oversized/overweight vehicles. A permit analysis was performed where 12,000 permits were analyzed to determine frequency and size of the most common vehicles to determine the level of accommodation. The result was Minnesota’s most “freight friendly” roundabout. Kimley-Horn is designed and produced the Level 1 MnDOT Geometric Layout including geometrics construction limits, and Kimley- Horn designed the roundabout to accommodate a 16 x 113-foot manufactured home hauler in addition to a 150-foot long super load vehicle without requiring any right-of-way takes. Bill served as project manager for the preliminary and final design. He oversaw the development and approval of the MnDOT Level 1 Layout and led the public involvement process. Washington County, Intersection Improvements of Innovation Road South (CSAH 19) at East Point Douglas Road and TH 61/10 Interchange, MN — Deputy Project Manager. Washington County, in partnership with the City of Cottage Grove and South Washington Watershed District (SWWD), reconstructed County Highway 19 (Innovation Road) from the Highway 61/10 interchange to approximately ¼ mile north, with a focus on the East Point Douglas Road intersection. The purpose of this project was to improve the safety and operations of the intersection due to the increased traffic in the area from recent commercial development. This project also included planning for improvements to Cottage Grove Ravine Regional Park including the reconstruction of the park access roadway, new trails, a monument sign, a new outlet structure for Ravine Lake, and the stabilization and restoration of a ravine upstream of the lake. Kimley-Horn provided preliminary design, final design, public and agency involvement, and construction phase services for the project. Numerous alternatives were investigated for the improvement of the East Point Douglas Road intersection and it was determined that a six-leg roundabout that included the adjacent TH 10/61 ramps was the preferred design solution. A MnDOT staff approved layout and cooperative agreement were required due to the nature of the proposed improvements. Ramsey County, Traffic Analysis, Environmental Documentation, and Preliminary and Final Design of I- 35W Interchange at County Road H, Saint Paul, MN — Project Manager. As a subconsultant, Kimley-Horn worked with Ramsey County to redesign the CR H interchange. The project included retrofitting the existing folded diamond interchange to accommodate traffic from the development of the former Twin Cities Army Ammunition Plant (TCAAP) site. Kimley-Horn’s role was redesigning CR H from the ramp terminals through the intersection of Old Highway 8. The ramp terminal intersections are being replaced with five-legged, multilane roundabouts to minimize the size of the bridge, saving project costs. The roundabout on the east side of I-35W is designed to be constructed with a simpler configuration, but expandable when traffic volumes increase in the future. City of Inver Grove Heights, CSAH 28/CSAH 63 (Argenta Trail) Realignment, Inver Grove Heights, MN — Project Manager. The City of Inver Grove Heights and Dakota County planned for the realignment of CSAH 28/CSAH 63 (Argenta Trail) from the TH 55 intersection to a future interchange location with I-494. Kimley-Horn completed the preliminary design including a Level 2 Geometric Layout and completed the final design for the proposed improvements. As part of the realignment of Argenta Trail near the TH 55 intersection, the project included the realignment of 77th Street to provide adequate intersection spacing from TH 55. Significant stormwater improvements were proposed as part of the project to meet the city’s Northwest Area stormwater requirements. Kimley-Horn was involved in all phases of the project and was responsible for grading, roadway geometrics, stormwater management, utility coordination, Americans with Disabilities Act (ADA) improvements, public involvement, and utility coordination. Bill was responsible for overall project management of both the preliminary and final design including navigating the cooperative agreement process, managing a robust public involvement process, concept development and evaluation, determination of construction limits and right of way needs, a MnDOT Level 2 Geometric Layout, and creation of final design plans. Dakota County, CSAH 26 (Lone Oak Road/70th Street) Preliminary Design — Project Manager. Dakota County and the Cities of Inver Grove Heights and Eagan, in partnership with MnDOT, are planning to expand the existing two-lane rural county highway to four lanes with turn lanes and raised median from TH 55/149 to TH 3. This roadway traverses through one of the largest undeveloped areas (approximately 4,300 acres) adjacent to the I-494/I694 beltway. Commercial development is occurring at a rapid pace in this area, including the Minnesota Vikings’ new practice facility and several residential developments. The existing rural roadway does not meet current design standards and the additional traffic from development is creating safety and operational issues for those who travel this roadway. The goal of the preliminary design is to develop a preferred alternative that meets current and future county, cities, and MnDOT goals, establishes ROW needs, and supports future expansion of the transportation system identified in the Regional Roadway System Visioning Study. The preliminary design includes alternatives development, drainage design, public involvement, identifying ROW needs, utility coordination, geotechnical evaluation, ESA, traffic analysis, and 30 percent design plan preparation.
