Background/Discussion
During the City Council meeting on July 15, 2019, a resident speaking at open mic requested the
connection of Lincoln Street in Sunset Ridge be opened in order to allow residents of Miske Meadows
better access during the current roundabout project that is under construction at CSAR 13 and CR 40.
The physical connection is in place but the connection is barricaded to close access based on the direction
established when approvals of Miske Meadows 4'h addition were considered on February 20, 2018. The
minutes from the meeting reflected the direction of"leaving the barricade at least until the Twin Lakes
Corridor study had been completed."
Attached is the relevant section of the CSAR 13 Corridor Study relating to the intersection of CSAR 13
and Lincoln Street.

Action Requested
Adopt, by motion, a resolution approving the Final Plat of Miske Meadows Fourth Addition with the
following conditions:
1. A Development Agreement must be signed by the city and developer prior to releasing the final
plat for recording.
2. Park Dedication shall be paid in the amount required by the city when the final plat is released for
recording (currently $1,425.93/lot).
3. Surface Water Management Impact Fee be paid in the amount required by the city when the final
plat is released for recording (currently $240/lot).
4. Water Availability Charge shall be paid in the amount required by the city when the final plat is
released for recording (currently $355/ plumbing unit).
5. A Letter of Credit shall be provided to the city in the amount of 100% of the costs of the public
improvements.
6. Upon completion of all improvements and acceptance by the city, a security or warranty in a form
acceptable to the city engineer must be secured.
7. Development Plan shall be approved by the city engineer prior to issuance of building permits.
8. Satisfaction of all conditions of the preliminary plat update approved January 16, 2018.
9. Satisfaction of all comments in the comment letter dated February 13, 2018.
10. Staff approval of all updated plans.
11. All mail boxes shall be clustered.
12. Any item or condition found that indicates the site is likely to yield information important to pre-
history or history shall be reported to the city immediately. Further, the city reserves the right to
stop work authorized in its approval until the site is appropriately investigated and work is
authorized.
Background/Discussion
The updated preliminary plat of Miske Meadows was approved on January 16, 2018, and included a total
of 385 buildable parcels. To date, 105 parcels have been final platted, and the current proposal plats
another 72 single-family lots and one outlot which will include a drainage pond maintained by the city.
The proposal also extends Johnson Street south from River Park Third Addition and completes the loop
between Hoover and Edison Streets.
The connection to Sunset Ridge via Lincoln Street is planned as part of the public improvements with
Miske Meadows Fourth Addition. Current plans and staff comments to the developer include removal of

the cul-de-sac at the end of Lincoln Street and constructing the roadway connection to city standard. A
sidewalk along the north side of Lincoln Street to the current construction limits is also included.
Sunset Ridge Connection
The right-of-way for the extension of Lincoln Street was included with the plat of Sunset Ridge and the
connection has always been planned. Staff recommends fully constructing the extension and leaving the
roadway open for use by the public. If the connection is not completed as part of this subdivision, future
construction costs will be assessed to the adjacent property owners. If the Council desires, breakaway
barriers or other access control measures could be used to delay use by the public.
Sherburne County began the Twin Lakes Road Corridor study and the city informed them of the safety
concerns with the intersection of Lincoln and Twin Lakes Road. This study will help determine the best
solution for addressing the safety concerns of residents in the Sunset Ridge development.

7. Surface Water Management Fee shall be paid for three lots at the rate applicable
at the time the final plat is released for recording. (currently $116 per lot).
8. Park Dedication Fee shall be paid for three dwelling units at the rate applicable
when the subdivision is released for recording. The 2018 rate is $1,42593 per lot.
9. All comments in the Stormwater Coordinator memo dated December 6, 2017,
shall be addressed.
10. Any item or condition found indicating the site is likely to yield information
important to pre -history or history shall immediately be reported to the city.
Further, the city reserves the right to stop work authorized in its approval until
the site is appropriately investigated and work is authorized.

8.1 Final Plat Miske Meadows 4`h Addition
Mr. Carlton presented the staff report.
Mayor Dietz clarified if the city chooses to leave the road closed the developer will be
responsible for constructing the temporary road/turn around and the city will be responsible
for costs associated with opening the access. Mr. Carlton stated he is correct.
Mayor Dietz stated he is in favor of leaving the barricade at least until the Twin Lakes
Corridor study has been completed. Councilmembers Wagner and Olsen concurred.
Moved by Councilmember Wagner and seconded by Councilmember Olsen to adopt
resolution 18-10 approving the final plat of Miske Meadows Fourth Addition with the
following conditions:

staff on the placement of breakaway barriers to prevent use by the public. The

Ms. Othoudt presented the staff report.
Mayor Dietz questioned if TIF can be granted after a project has been started. Attorney
Beck explained his understanding is the project must meet the but for analysis for TIF even in
a pooling situation and his understanding is this project would not meet the statutory
requirements.
Moved by Councilmember Olsen and seconded by Councilmember Wagner to adopt
resolution 18-11 denying tax increment assistance for Elk River Lodge & Residential
Suites, LLC. Motion carried 3-0.

Moved by Councilmember Wagner and seconded by Councilmember Olsen to adopt
resolution 18-12 calling a public hearing on the modification of the Development
Program for Development District No. 1 and the creation of Tax Increment
Financing District (Housing) No. 25 and the adoption of a Tax Increment Financing
Pian therefor. Motion carried 3-0.
8.4 FleetCarma Study and 2018 Lease Recommendation
Ms. Bednar presented her staff report.
Mayor Dietz stated he believes this is a great option to try starting out small and seeing how
it works. Councilmembers Wagner and Olsen concurred.
Ms. Bednar indicated ERMU will be installing a charging station near City Hall for use.
Tom Sagstetter, ERMU — stated ERMU purchased a Chevrolet Bolt which is expected in a
couple of months. He added the charging station will be installed as soon as the frost clears.

Recommended Improvements
This section describes and illustrates the proposed improvements for the CSAH 13/TLR Corridor. These improvements have been
broken into three categories:
• Segment Improvements
• Intersection Improvements
• Non-motorized Improvements
Complete quantitative data collected to assess existing roadways function and test improvements with forecasted conditions can
be found in the Existing Conditions and Forecasted Conditions Memorandums (Appendix III and Appendix IV). Corridor issues

Improvement Drivers
It is important to note that the proposed improvements along the corridor are primarily safety driven rather than capacity driven.
The coming years will bring several area circulation changes, with the TH 169 Improvements funded through Corridors of
&RPPHUFHEHLQJDSULPDU\GULYHURIWKHVHFKDQJHV$JRDORIWKLVVWXG\ZDVWRHQVXUHWKDWLPSURYHPHQWVLGHQWL¿HGDORQJ7ZLQ
Lakes Road/CSAH 13 be long-term solutions rather than reactive solutions to potential construction disruptions to the area. It
is strongly believed that the improvements listed in this document will be appropriate following the completion of the TH 169
improvements.
Segment Improvements
The following table summarizes the segment improvements as recommended in this study. The following pages illustrate the
improvements listed in the table and provide summary information for each.

bypassing using the shoulder or turn-lane, and a lack of non-motorized facilities.
To address these issues, two typical roadway sections were explored: a three-lane section with center left turn lane (CLTL) and a
two-lane section with raised median and dedicated turn-lanes where warranted.
Three-Lane Typical Section
The following improvements will be included with this typical section:
• 11-foot drive lanes
• Center left turn lane throughout segment
• Both rural or urban sections are viable alternatives for this improvement.
• A rural section, without curb and gutter, is generally less costly than an urban section. Eliminating curb and gutter
will, however necessitate a wider buffer (24- 34-feet) between the roadway and trail, requiring a wider right-of-way
and potentially higher cost.
• An urban section, with curb and gutter, will be more costly, but will allow for a tighter right-of-way. An urban section
from 181st (CSAH 12) to Tyler St. would be appropriate and recommended to extend the character from the south
segment and to support a trail on the east side and sidewalk on the west side of TLR while managing right-of-way
impacts.
• 10- to 35-foot boulevard on east side (urban to rural section respectively)
• Extend 10’ trail from Trott Brook Pkwy to Cleveland Rd (CR 40)
• Extend sidewalk on east side north to 187
th Ave NW in the near term. A long term connection could be made to 193rd Ave
NW via Tyler St NW as development occurs.
Anticipated Outcomes
This typical section is expected to provide the following outcomes:
• Narrower lanes create a sense of a tighter corridor to aid in slowing vehicle speeds
• Remove turning vehicles from the through-lane will improve corridor drive time and is anticipated to reduce or eliminate
illegal bypassing.
• A CLTL will also create a reaction zone between the travel lanes
• Extending the trail to Cleveland road along with the sidewalk connections will provide a missing connection in the non-
motorized network.

Subject Lincoln St diversion
Comments A few residents living on Lincoln Street continue to try everything
they can to cut potential traffic from Miske Meadows and divert
the traffic to Kennedy Street. Their thoughts are to make the
connection to Twin Lakes Rd as difficult as possible to discourage
Miske traffic in hopes to decrease traffic. If they can get the city to
close or alter the Lincoln/Twin Lakes Rd intersection, they
achieve their goal and divert some or all traffic down Kennedy
Street. I have talked to a few people from the County and Bolton-
Menk and have been told there are numerous things that can be
done to improve Lincoln/TLP intersection. Sight lines to the south
would greatly be improved by cutting branches that overhang into
the ditch. Isn't this in the roads' right-of-way and could easily be
cut? I know utility companies cut tree branches that interfere with
power/phone lines and the city cut branches off trees on my land,
that were overhanging Kennedy Street a few years ago. Couldn't
this be done?

Comments Hello Jen!
I hear you are assisting Lincoln St residents desire to not have
the street opened up from Miske Meadows. The limited visibility at
the corner is a serious issue and more traffic will simply mean
more serious accidents. Our son attends Spectrum Middle School
and could be transported to school by bus. The bus stop would be
at the intersection of Twin Lakes and Lincoln St. The bus
company assures me that with the flashing lights and a sign
posted that there is a bus stop people will be cautious and stop. I
can tell you that at least once a week while I am in the turn lane,

and have signaled in advance, I am pushed onto the shoulder by
a car speeding around the corner that does not see me and has
moved into my lane . The school bus would be hit, before it was
seen. For the safety of my son and every other child on that bus,
we drive him to and from school. I can not be at the meeting to
share my concerns,l have a conflicting meeting to attend. Please
share if helpful.
