1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 3:30 p.m. by Chair Toth.
2. Closed Meeting
The HRA held a closed meeting per MN Statute §13D.05., Subd. 3(c)(3) (the “Act”).
The purpose of the meeting was to develop or consider offer or counteroffers for the
purchase or sale of real or personal property.” The properties being discussed were:

3. Adjournment
There being no further business, Chair Toth adjourned the meeting at 4:13 p.m.

1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 5:32 p.m. by Chair Toth.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Consider July 1, 2019, Agenda
Motion by Commissioner Chuba and seconded by Commissioner Kuester to approve
the July 1, 2019, HRA agenda. Motion carried 3-0.
4. Consent Agenda
Moved by Commissioner Chuba and seconded by Commissioner Kuester to approve
the July 1, 2019, consent agenda as follows:
4.1 June 3, 2019, Regular and Closed meeting minutes.
4.2 Check Register.
4.3 Balance Sheet.
4.4 Revenue/Expenditure Report.
Motion carried 3-0.
5. Open Forum
No one appeared for Open Forum.
6. Public Hearings
There were no public hearings.
7.1 HRA Housing Rehabilitation Loan Program Update
Ms. Othoudt presented the staff report. She updated the HRA on the three delinquent

accounts and had been set up by CEE on automatic payments. She stated she was in the
process of collecting two payments this week from the account that was 90-days delinquent.
Chair Toth asked what type of protocol is used to bring accounts current and asked if there
is a mortgage taken against the property.
Ms. Othoudt stated CEE attempts to collect as much money as possible and offers to set up
a payment plan to bring accounts current. She stated if it becomes a constant delinquency,
there is typically a second mortgage filed against the property and they would call the loan.
Chair Toth asked Ms. Othoudt if CEE can determine if the first mortgage for this 90-day
delinquent account is also delinquent.
Ms. Othoudt stated she will check with CEE to determine if that information is available.
7.2 Propose HRA Budget Workshop
Ms. Othoudt presented the staff report.
It was the consensus of the HRA to set the budget workshop meeting for August 5, 2019, at
4:30 p.m.
7.3 Main and Gates Redevelopment Project Update
Ms. Othoudt presented the staff report. She stated she contacted Jon Smith with White
Dove Appraisals for completion of an appraisal for the 420 Main Street property.
Commissioner Chuba asked when she expected to receive the completed appraisal.
Ms. Othoudt stated she was told the appraisal would be completed around the end of June.
She stated she will schedule a closed meeting to discuss the results as soon as she receives
the completed appraisal.
8. Adjournment
Chair Toth adjourned the meeting at 5:41 p.m.
