Background/Discussion
In the wake of the Virginia Beach,VA active shooter event on May 31, 2019,where a disgruntled
employee indiscriminately opened fire on public works, planning and utilities employees,killing 12 people
including a contractor and injuring four others,Mayor Dietz requested a discussion regarding council
chamber security.
Coincidently, on June 3,2019, the Council discussed barriers to public participation in local government
following an article previously published in the League of Minnesota Cities Magazine. That discussion
included thoughts to make city hall meetings more inviting for residents to participate in government.
