SUBJECT: Consider Change to Resolution 05-36 Adopting the National
Incident Management System (NIMS)
At the April 11, 2005 City Council meeting, the Council approved Resolution 05-36
adopting the National Incident Management System (NIMS). Resolution 05-36 states the
following:
". . . Be it resolved that the City of Elk River Fire Department hereby adopts NIMS."
It was my intention that the NIMS system be adopted citywide and therefore I request that
the words "Fire Department" be deleted from Resolution 05-36.

A RESOLUTION OF THE CITY OF ELK RIVER
A RESOLUTION ADOPTING THE NATIONAL INCIDENT
MANAGEMENT SYSTEM (NIMS)
WHEREAS, Homeland Security Presidential Directive/HSPD-5, 28 Feb 2003 established
the National Incident Management System (NIMS); and
WHEREAS, the NIMS establishes a single, comprehensive approach to domestic incident
management to ensure that all levels of government across the Nation have
the capability to work efficiendy and effectively together using a national
approach to domestic incident management; and
WHEREAS, the NIMS provides a consistent nationwide approach for Federal, State, and
local governments to work together to prepare for and respond to, and
recover from domestic incidents regardless of the cause, size or complexity;
and
WHEREAS, the NIMS provides for interoperability and compatibility among Federal,
State and local capabilities and includes a core set of concepts, principles,
terminology and technologies covering the incident command system,
unified command, training, management of resources and reporting; and
WHEREAS, beginning October 1, 2004 all Federal departments and agencies shall make
adoption of the NIMS a requirement, to the extent provided by law, for
providing Federal preparedness assistance through grants, contracts or other
activities to local governments;
NOW, THEREFORE, BE IT RESOLVED that the City of Elk River Fire Department
hereby adopts the National Incident Management System (NIMS) as its
system of preparing for and responding to disaster incidents.

SUBJECT: Consider Resolution Adopting the National Incident Management
System (NIMS)
The Minnesota Department of Public Safety and its Homeland Security and Emergency
Management Division, has implemented two directives of which one is the implementation of the
National Incident Management System (NIMS). Minnesota has used a formalized Incident
Command/Management System for many years. The Elk River Fire Department has had the
Incident Command System implemented within the Fire Department and its response system for
many years. The Homeland Security and Emergency Management Division has recognized that
Minnesota has had a long standing and well developed Incident Command System training program
and we are well ahead of many states when it comes to implementing the NIMS Incident Command
requirements.
Homeland Security and Emergency Management is now recommending the following steps be taken
for initial implementation of Homeland Presidential Directive 5 and 8 for initial NIMS ICS
compliance in 2005:

Formally recognize NIMS by adopting NIMS principles and policies by resolution or
ordinance.
Incorporate NIMS into existing training and exercise programs.
Incorporate NIMS principles, policies, and terminology into Emergency Operations Plans.
Institutionalizing the use.

The Elk River Fire Department has already incorporated NIMS into our existing training and
exercise programs. I am requesting Council approval on formally recognizing and adopting the
NIMS principles and policies by resolution. I am currently in the process of incorporating the NIMS
principles, policies, and terminology into our existing City of Elk River Emergency Operations Plan.

Action Requested
I am requesting Council approval of the resolution formally adopting NIMS and the NIMS
principles and policies. I will be in attendance at the April 11, 2005 Council Worksession to answer
any questions you may have in reference to the National Incident Management System. If you have
