Request by the City of Elk River for Zone Changes of Multiple
Parcels
Request
The City Council is asked to consider rezoning multiple parcels within the City of Elk River
in order to achieve consistency between the adopted Land Use Map and the Zoning Map.

Analysis
The City Council is asked to consider zone changes for nine parcels within the City of Elk
River in order to bring the Land Use Map and Zoning Map into consistency with each other.
This zone change will not include parcels within the Commercial Reserve nor the Old Town
land use area. Each of these areas requires new official controls to be drafted prior to
changes in the Zoning Map.
The attached public hearing notice details each change in zoning by parcel.
Planning Commission Action
The Planning Commission considered this request at its May 24, 2005 meeting. No one
spoke at the public hearing. The Planning Commission wanted to further study Parcel 6
(1870 and 1860 Meadowvale Road, from R3, Townhome District to 11, Light Industrial) and
Parcel 8 (east of Upland Avenue, north of County Road 1, west of Proctor Avenue and
Planning Department Mission: the orderly development of a livable and sustainable Elk River community.

Parcel 8 (east of Upland Avenue, north of County Road 1, west of Proctor Avenue and
south of 193rd Avenue, from C4, Community Commercial and R1c, Single Family to R4,
Multiple Family) to determine if these were appropriate changes.
Recommendation
Staff and the Planning Commission recommend that the City Council approve the zone
changes with the following findings:
1. The zone change will be consistent with the Land Use Map.
2. The zone change will not adversely impact adjacent parcels.
3. The zone changes promote the vision stated within the City's Comprehensive Plan.

NOTICE OF PUBLIC HEARING
The Elk River Planning Commission will conduct a public hearing on Tuesday, May 24, 2005 at 6:30
p.m. at Elk River City Hall, 13065 Orono Parkway, to consider a request by the City of Elk River to
rezone multiple parcels to be consistent with the Comprehensive Plan, Case No. ZC 05-01.
The Elk River City Council will also conduct a public hearing concerning this matter Monday, June
20, 2005 at 6:30 p.m. at Elk River City Hall, 13065 Orono Parkway.
A map of the affected properties is available for review at Elk River City Hall and also on the City's

Parcel #1 Rezone from C3 Highway Commercial to I1 Light Industrial- Triangular-shaped parcel

AN ORDINANCE AMENDING THE
CITY OF ELK RIVER ZONING MAP TO REZONE MULTIPLE PARCELS AS
DESCRIBED IN ATTACHED EXHIBIT A
CASE NO. ZC 05- 01
The City Council of the City of Elk River does hereby ordain as follows:
Section 1. The duly adopted Zoning Map of the City of Elk River is hereby
amended to rezone the properties described as:
See Attached Exhibit A
Section 2.
The rezoning is being approved based on the following fmdings:
1. THE ZONE CHANGE WILL BE CONSISTENT WITH THE LAND USE MAP.
2. THE ZONE CHANGE WILL NOT ADVERSELY IMPACT ADJACENT
PARCELS.
3. THE ZONE CHANGES PROMOTE THE VISION STATED WITHIN THE
CITY'S COMPREHENSIVE PLAN.
Section 3. That this Ordinance shall take effect and be in full force from and
