RE: CITY COUNCIL DIRECTION ON VARIOUS TRANSPORTATION ISSUES
Dear Council Members:
This correspondence is intended to provide a summary of direction staff received from the
City Council regarding various transportation issues at last Monday's workshop meeting.
The following list provides the projects listed in my June 3, 2005 letter to the City Council by
title with a brief description of the direction staff was given.
1. School Street Extension Westerly to Upland Avenue (County Road 44)
Staff will begin to open a dialog with Elk River Concrete Company and the Burlington
Northern Railroad Company regarding a possible alignment of School Street westerly to
County Road 44. Prior to initiating these meetings, we will research the ownership of
land in and around the area of the Elk River Municipal Utilities water treatment plant.
This will be a relatively long term project. We will report back to the Council
periodically on the progress.
2. County Road 44 Status
Now that Sherburne County has decided to reclaim the existing bituminous pavement
and provide a new bituminous surface on the old street section, staff will begin analyzing
the ability to get a pedestrian facility in the County right-of-way. We will identify areas
that will require additional easements or other extraordinary measures to facilitate the
constructIon.
3. Elk Hills Drive Extension to CSAH 13
No action taken at this time.

4. 193rd Avenue Extension Easterly to CSAH 13
Staff has provided a mailing to a wide area of property owners between the Hillside
Estates development and CSAH 13. Attached is a copy of the letter and mailing list,
along with a map showing the area included. Also attached is a resolution which would
initiate the first phase of the easterly extension of 193rd Avenue, which would be the
corridor study portion.
5. County Road 40 (Cleveland Avenue) Turnback Agreement Status
Attached is a draft letter for the City Council's review and comment to Rhonda Lewis,
County Engineer, copied to Brian Bensen, County Administrator, informing them of the
City's Council's rejection of their offer on the Turnback Agreement for County Road 40
and expressing our understanding that they will now rebuild the road themselves in a
rural nature. There was no action taken at Monday evening's meeting on the approval of
the Right-of-Way Plat for County Road 40.
6. County Road 33 and 77 Turnback Agreement
There was no action taken on this issue.
7. Master Agreement with Sherburne County to Tumback All County Roads
Only an update of the status of this issue was presented.
8. TH 169 Corridor Study
Only an update of this item was presented.
9. Highland Road Corridor
Staff was directed to hold a public informational hearing with all properties in this area
to discuss the Highland Road issues and potential City sewer and water issues. Staff will
organize this hearing in the fall of this year and report back to the Council.
10. School Street/High School Driveway Signalization
Staff was directed to contact the School District relative to their interest in construction
of a signalized intersection and participating in the cost. Staff will make this contact and
report back to the City Council.
11. Westbound 193rd Avenue at TH 169
Staff was directed to implement the change to provide for two thru-Ianes on westbound
19yd Avenue at 1H 169.

12. Waco Street
No action was taken at this time.
13. Dodge Avenue
Attached is a resolution that would order the preliminaty feasibility report, giving two
options to study. One would be a reclaiming and overlayment of the existing road
section. The second option would be to reconstruct the road section similar to the
northern part of Dodge Avenue.
14. Southbound Jackson Avenue at School Street
Staff was directed to begin geometric layouts and come up with a conceptual plan for
modifying the signal at School Street and J ackson Avenue, along with the striping to
eliminate the two thru-Ianes from southbound J ackson Avenue and School Street. Staff
was further directed to report back through the HRA so that they could comment
relative to their plans for the area north of 1H 10 in the downtown area.
15. Pedestrian Countdown Timers
No action taken at this time.
Staff is looking for concurrence that we fully understand all the direction provided at the
workshop relative to these various transportation issues. If you have any questions regarding

Dear Property Owner:
At the June 13, 2005 City Council workshop, the Council discussed transportation priorities
within the City of Elk River. One of the items discussed was the extension of 193r Avenue
easterly from the Hillside Estates development to CSAH 13 to create a direct link from
CSAH 13 to 1H 169 at a signalized intersection. Consensus at the workshop was this
corridor was of a very high priority. The City Council asked staff to notify people in the area
of this corridor that the Council will be discussing this issue further at the June 20, 2005 City
Council meeting and will consider initiating a corridor study to determine the best route for
extending 193rd Avenue to CSAH 13.

RESOLUTION 05-
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION INITIATING THE CORRIDOR STUDY ON 193RD AVENUE
FROM TH 169 TO CSAH 13
WHEREAS, the City of Elk River has approved a Comprehensive Transportation Plan dated
August 16, 2004; and,
WHEREAS, one of the recommended actions in the Transportation Plans is to identify and
construct east-west corridors.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota;
1. The City Engineer is directed to initiate a Corridor Study between the east side of the Hillside
Estates area and CSAH 13, identifying viable corridor options for extending 193rd Avenue to
meet CSAH 13.
2. The City Engineer is directed to hold an informational meeting with the affected area property
owners.
3. The City Engineer shall report back to the City Council with one or more corridor options for
extending 193rd Avenue to CSAH 13.

RE: COUNTY ROAD 40 TURNBACK AGREEMENT
Dear Ms. Lewis:
On June 13, 2005 I presented the County Board's most recent offer relative to the turnback
of County Road 40 to our City Council at a workshop session. After some discussion and a
review of the history of this issue, our City Council has decided to reject the County's offer
for the turnback of County Road 40. It is our understanding that with this rejection of the
tumback agreement, the County will proceed to reconstruct County Road 40 on the
designated alignment presented in County Road 40 Right-of-Way Map to a 44-foot wide
rural section. With the Federal funding that has been designated for this project in fiscal
year in 2006, we understand that construction on this roadway will begin sometime in 2006
with final completion in 2007.
If our understanding of how this project will proceed is incorrect or if any information is
needed from the City of Elk River to initiate this project at the County level, please advise
us.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION FOR THE CITY OF ELK RIVER
ORDERING A PRELIMINARY FEASIBILITY REPORT IN THE
MATTER OF THE DODGE AVENUE IMPROVEMENT FROM 5TII STREET TO
APPROXIMATELY 1,000 FEET NORTH OF 2005
WHEREAS the City has determined that it should consider improving certain property by
reclaiming and overlayment or reconstructing of the existing street (the
Improvement); and
WHEREAS Council must first secure a preliminary feasibility study in order to consider making
the improvement;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River,
Minnesota:
This matter shall be referred to Terry J. Maurer, P.E., who is requested to provide to the City
Council a report advising, in a preliminary way, whether the proposed improvement is
feasible and whether the improvement should thus be made as proposed or in connection
with some other improvement and the estimated cost of the improvement as recommended.
