MEMORANDUM TO: Mayor and City Council FROM: Lori johnson, Finance and Administrative Services Director DATE: June 20, 2005 SUBJECT: Consider Westbound Staffing Issues; Consider Liquor Clerk I Pay Adjustment Consider Westbound Staffing Issues: As you know, Westbound Liquor is scheduled to open in October. In anticipation of that opening, Liquor Store Manager Dave Potvin has reviewed the staffmg needs at Westbound and prepared the attached memo with his recommendations. These changes are requested now so that staff can be in place on September 1 to begin training, stocking, and getting ready for the October opening. The recommendations include promoting Steve Tillman from Liquor Clerk III to Assistant Liquor Store Manager at Westbound. Mike Donais will remain Assistant Liquor Store Manager at Northbound. Second, an additional full time liquor clerk is needed at Westbound so staff is requesting authorization to add a full time liquor clerk 1. Up to five part time clerks will be also be added; however, this will change if any current part time clerks from Northbound want to work additional hours or if Westbound is busier than projected. Consider Liquor Clerk I Pay Adiustment: Dave Potvin is also requesting a change to the part time liquor clerk pay; his memo explaining this issue in more detail is attached. Currendy, part time liquor clerks are classified as liquor clerk 1 which is pay grade one on the city's pay plan. Because of recent changes in pay plan, the city's pay for retail clerk exceeds the current market for both private and public retail operations. The request is to treat part time liquor clerks similar to other part time employees in that their pay would be part of the annual compensation resolution approved by the Council instead of being part of the pay plan. The suggested range for new part time liquor clerks is $8.14 to $11.57 per hour. All current part time liquor clerks will continue to be paid as liquor clerk 1 in the city's pay plan. Further, the liquor clerk III position will be eliminated if Mr. Tillman is promoted. This position was created to include the purchasing duties for which he was responsible; however, those duties are included in the assistant liquor manager position so the liquor clerk III position is no longer needed. s: \ Council \Lori\2005\ Westbound Staff mg. doc Action Requested The City Council is asked to consider the following action: 1) Promote Steve Tillman to Assistant Liquor Store Manager effective September 1 at Step C 2) Authorize an additional full time liquor clerk 1 for Westbound 3) Eliminate the liquor clerk III position on September 1, 2005 4) Create a new pay scale for new part time liquor clerks with a range of $8.14 per hour to $11.57 per hour effective immediately and that this is incorporated in to the annual compensation resolution in the future. s: \ Council\Lori\2005 \ Westbound Staff mg. doc MEMORANDUM TO: Mayor and City Council FROM: Dave Potvin, Liquor Store Manager DATE: June 6, 2005 SUBJECT: Promotion of Steve Tillman, Hiring of Full-Time Liquor Clerk With Westbound's opening drawing neat, the Liquor operation requires two staffing changes: 1) Promote Steve Tillman to Assistant Liquor Store Manager. Steve has been with the City for 20 years and is highly qualified and capable to :fill this position at Westbound. I would like this to be effective September 1, 2005 at pay grade 3E, Step C. 2) Hire an additional full-time liquor clerk for the operation. It has not been determined if this person will be at Westbound or Northbound. Including me, the operation will go from five to six full-time employees. Action requested: Consider promotion of Steve Tillman and addition of one full-time clerk. S:OFFSITE/LIQUOR/FT MGR POS.doc MEMORANDUM TO: Lori Johnson, Finance/Administrative Services Director FROM: Dave Potvin, Liquor Store Manager DATE: April 6, 2005 SUBJECT: Liquor Store Pay Plan Over the last few years the Liquor Store Pay Plan has become out of line with the retail liquor industry, both private and public. Although I recognize that the high wages help attract and retain good employees, at some point it will become difficult to be competitive in the marketplace if changes are not made. I am proposing the following: · Eliminate the Liquor Clerk III position when Steve Tillman is promoted to Assistant Manager. (I anticipate this around September 2005.) · All new full-time employees after July 1,2005 will be Liquor Clerk 1. · All new part-time employees after July 1, 2005 will no longer be classified as Liquor Clerk I but will be at a new pay grade for part-time liquor clerks with a range to be 20% lower than the current liquor clerk I range. This would create a range of $8.14 to $11.57. I believe this range will still be among the highest for this type of position.
